Assessing the implementation of Resolution 167/NQ-HDND on investment in conservation, restoration and promotion of the historical and cultural relic system of Quang Tri province in the period of 2022 - 2025, Director of the Department of Culture, Sports and Tourism Le Minh Tuan said: With focused direction and drastic implementation, up to now, over 50% of the progress has been basically completed, meeting the requirements and plans set out; completion of scientific documents has reached over 49%.

Regarding the planning of three special national relics, up to now, the Hien Luong - Ben Hai Relic and Dong Ha Military Port have completed the legal documents to submit to the Prime Minister for consideration and decision; for the Quang Tri Ancient Citadel special national relic, up to this point, the Government has approved the planning, the department is actively coordinating with the consulting unit to continue the implementation.

Regarding the investment, restoration and embellishment of relics according to the hierarchy for 8 national relics in the area, up to now, 5/8 relics have been deployed and ensured progress. For provincial relics, 11/32 relics have been approved and are being urged to be deployed. In particular, the mobilization of social resources is also being actively promoted by localities with a total mobilized budget of over 672 million VND.

In the health sector, Director of the Department of Health Do Van Hung proposed to approve the policy of reorganizing Huong Hoa District Medical Center into Huong Hoa Regional General Hospital and Huong Hoa District Medical Center in the system of public health service units in Quang Tri province for the period 2022 - 2026, with a vision to 2030, and draft Resolution on Regulations on prices of medical examination and treatment services for State medical examination and treatment facilities in Quang Tri province.

In order to meet the urgent need for medical examination and treatment for the people in the western region of the province and the people of Laos, the Department of Health believes that the reorganization of the Huong Hoa District Medical Center into two units, the Huong Hoa Regional General Hospital and the Huong Hoa District Medical Center, in the system of public service units in the province for the period 2021-2026, with a vision to 2030, is extremely necessary. Therefore, it is recommended that the Provincial People's Council consider and soon pass a resolution to meet the requirements of medical examination and treatment, care and protection of people's health.

Regarding the work of attracting doctors to work at the district level, the current implementation process still faces many difficulties and problems that need to be resolved in order to improve the effectiveness of Quang Tri province's policy of attracting and treating doctors.

Regarding the implementation of Circular 32/TT/BYT of the Ministry of Health on guiding the functions, tasks, powers and organizational structure of district, town, city and provincial health centers, the Director of the Department of Health said that under current conditions, if the center is transferred to the district, it will be very difficult and inappropriate, creating an additional burden for the district because the district level does not have medical expertise to manage, and affirmed that if this model is implemented, it will not be effective.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang requested the Department of Culture, Sports and Tourism to continue to propose measures to speed up the implementation of investment projects to preserve, restore and prevent degradation of the system of historical and cultural relics in Quang Tri province in order to effectively prevent the abandonment and degradation of the relics; complete the construction of steles and plaques for the remaining provincial-level relics in the province.

Combine the state budget and mobilize maximum social resources to carry out the work of preserving, embellishing and preventing the degradation of relics throughout the province, giving priority to relics of important historical and cultural types, having practical significance in the work of educating revolutionary traditions and relics serving economic and tourism development activities; link investment in embellishment with protection, management, exploitation and promotion of the value of relics.

Regarding the health sector, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Dang Quang said that the Provincial People's Committee, the Department of Health and related sectors need to evaluate and propose solutions to promote the effectiveness of preferential policies and attract doctors to work at the district level.

Regarding the need to reorganize the Huong Hoa District Medical Center to meet the people's medical examination and treatment needs in the coming time, it is recommended that the Department of Health make a comprehensive assessment and survey the needs for hospital beds, facilities, and human resources to ensure that the resolution, once issued, will resolve practical difficulties and problems.

The Provincial People's Council agreed to adjust Resolution 87/NQ-HDND on developing the health system, improving the quality of public health facilities to meet people's health care needs, and improving the quality of the population in Quang Tri province for the 2022-2026 period, with a vision to 2030.

The health sector is requested to urgently propose a plan to upgrade facilities and medical equipment so that after restructuring, Huong Hoa Regional General Hospital will become a provincial treatment system to meet the health care needs of people in Western Quang Tri.

After listening to Director of the Department of Science and Technology Tran Ngoc Lan report on the results of implementing the tasks of the sector, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang suggested that in the coming time, the sector should focus on completing geographical indications for local agricultural products, and research and apply them widely to products that meet national certifications and standards to increase the value of farming units.

Regarding the proposal to increase resources for scientific research tasks in the coming term, it is recommended to balance and adjust to reduce basic research topics and increase scientific and technological research topics, focusing on applied research to make science and technology the foundation for development.

On this basis, to complete the report, better implement the direction, management and successful implementation of the goals, tasks and solutions set for 2025, the Provincial People's Committee will focus on groups of solutions on planning tasks; speed up the progress of key projects and works; promote the growth of economic sectors and ensure state budget revenue in the area; synchronously develop the cultural and social fields, pay attention to ethnic and mountainous issues; improve the quality and effectiveness of administrative reform, improve the investment and business environment, improve the provincial competitiveness index; arrange, streamline, improve the efficiency, effectiveness and efficiency of the organizational apparatus; ensure national defense and security, create a safe and favorable environment for socio-economic development.

Regarding the group of issues related to budget revenue and expenditure, the Provincial People's Committee will focus on directing the effective implementation of solutions to prevent budget losses; exploiting remaining revenue sources. Proactively exploiting revenue sources from digital business activities, resource exploitation, private construction, private transportation, hotel and motel business, seasonal business, and irregular revenues for works and investment projects in the area. Speeding up procedures for land allocation and land lease of projects; speeding up the progress of land recovery, compensation, and site clearance to create clean land funds, exploiting land funds for auction.

Regarding the investment issues, the Provincial People's Committee will focus on directing to better implement the disbursement of public investment capital, in which it will pay attention to clearly assigning people, tasks, and responsibilities to direct and urge implementation. Well implement appropriate and legal compensation policies, ensure the harmony of interests between the state and the people to create high consensus among all classes of people, mobilize the participation of the entire political system to achieve higher efficiency.

Regarding the implementation of the amended Law on Public Investment in 2024, effective from January 1, 2025, the Provincial People's Committee will have a plan to properly implement the transitional provisions in accordance with regulations. At the same time, proactively carry out investment preparation and implementation for the period 2026 - 2030 in accordance with new regulations of the law. Focus on directing the implementation of non-state investment projects to remove difficulties and obstacles, speed up the completion progress according to plan.

For sections of National Highway 15D, we will continue to seek the direction of the Government and the support and assistance of the Ministry of Transport to implement in accordance with the conclusions of General Secretary To Lam and the implementation plan of the Government.

In the coming time, the Provincial People's Committee will continue to urge and strengthen leadership to effectively implement tasks related to the fields of land and forest resources, criteria, and list of projects bidding for land use rights; issues related to regulations on public finance decision-making authority and policies; and organizational structure, payroll, government organization, and urban management.
