Quang Ngai reports to the Prime Minister, asking to cancel the project of more than 800 billion VND in the old Kon Tum city.

The project to improve the urban environmental infrastructure of Kon Tum City (old) was once approved with a total capital of more than 814 billion VND, but now Quang Ngai province has agreed to report to the Prime Minister to request cancellation.

On September 27, the People's Committee of Quang Ngai province issued the conclusion of Mr. Nguyen Hoang Giang, Chairman of the Provincial People's Committee, on agreeing to report to the Prime Minister to request the cancellation of the project "Improving urban environmental infrastructure, minimizing the impact of climate change in Kon Tum City (old)".

This move was made after the proposal of the Department of Finance. The Provincial People's Committee Office will coordinate with relevant departments to review and prepare an official document to send to the Prime Minister .

According to the direction, the Department of Finance was assigned to preside over, together with the Department of Construction and relevant local authorities, to research and advise on a plan to allocate medium-term public investment capital for the 2026-2030 period and other legal capital sources.

This resource will prioritize the renovation and upgrading of drainage and wastewater treatment systems in some key areas, especially Kon Tum City (old) and Quang Ngai City (old).

Previously, in June 2023, Deputy Prime Minister Tran Luu Quang signed a decision approving the investment policy of the above project with a total capital of more than 814 billion VND. Of which, ODA loans from the Finnish Government accounted for more than 562 billion VND, the remaining about 252 billion VND was local counterpart capital.

According to the plan, the project will focus on three target groups: building a drainage and wastewater treatment system for the central wards north of the Dak Bla River; investing in upgrading infrastructure to limit flooding and reduce the impact of climate change; and at the same time perfecting mechanisms and policies related to the development of drainage and wastewater treatment systems in the 2023-2030 period.

However, after reviewing, Quang Ngai province believes that it is necessary to reconsider the ability to balance counterpart funds as well as the suitability of the project in real conditions. From there, the province agreed to report to the Prime Minister to request cancellation.

The cancellation of the project means that the plan to use ODA capital to build drainage and wastewater treatment infrastructure in Kon Tum City (old) will not be implemented as originally planned. Instead, the province will consider other options from medium-term public investment capital and legal capital sources to carry out urgent projects that are more suitable to the budget capacity.

Quang Ngai Provincial People's Committee believes that this adjustment is to ensure effective use of capital, avoiding scattered and unsustainable investment. Areas that are frequently flooded and polluted in Quang Ngai City (old) and Kon Tum City (old) will continue to be considered for inclusion in the investment portfolio in the period 2026 - 2030.
