Project Management Board 4 (Vietnam Road Administration) has just sent a document to the Provincial People's Committee and Nghe An Provincial Police, reporting on the construction status of the project to renovate and upgrade National Highway 7, section Km0 - Km36, and handling landslides caused by storms and floods in the Khe Thoi - Nam Can section; at the same time, proposing to temporarily restrict vehicles carrying wet sand from circulating through the construction area.

According to Project Management Board 4, thanks to the active direction and support of the Provincial People's Committee, the Provincial Police and local authorities, the handover of the site has achieved positive results so far. The communes of Hop Minh, Van Tu and Minh Chau have completed 100% of the handover of the site; in Dien Chau commune, there are only two households still in dispute over land, waiting for the court's resolution.
Contractors are speeding up progress, organizing many construction teams simultaneously, striving to complete the asphalt concrete pavement in October 2025. However, according to the reflection of Project Management Board 4, recently, many large trucks carrying wet sand have been circulating on the route continuously, causing water and sand to spill onto the road surface. This seriously affects the construction process of the crushed stone aggregate base layer, the asphalt concrete pavement plan and poses a potential risk to traffic safety and environmental sanitation.
According to the plan, from October 14 to 25, 2025, contractors will deploy road paving from Km21+00 - Km25+00 in Van Tu commune. To ensure the quality of the project, the road surface needs to be kept dry and dust-free before being watered with asphalt. With the current situation of wet sand trucks circulating, the technical requirements cannot be met.
Based on that reality, Project Management Board 4 proposed that the Provincial People's Committee and Nghe An Provincial Police direct the functional forces to temporarily not allow wet sand trucks to circulate through the Van Tu commune section from October 14 to 30, 2025, in order to create conditions for construction units to complete the asphalt concrete paving project on schedule, ensuring the quality and aesthetics of the project.

Project Management Board 4 expressed its wish to continue receiving attention and close direction from the leaders of the Provincial People's Committee and Nghe An Provincial Police so that the National Highway 7 Project can be completed soon, promoting investment efficiency, meeting the requirements of developing traffic infrastructure in the Western region of Nghe An.
