Reviewing, evaluating and classifying Party organizations and Party members at the end of the year is one of the important solutions to improve the leadership capacity and fighting strength of grassroots Party organizations (TCCSĐ) as well as the quality of Party members. However, how to make this work truly substantive and no longer just a formality is always a big question.
Review to "self-reflect, self-correct"
The Binh Thuan Provincial Party Committee has 463 grassroots Party organizations with 41,782 Party members. In recent years, the assessment and classification of Party organizations and Party members in the province has always been carried out seriously and systematically by Party committees and Party members at all levels. Party organizations and Party members in the whole province always closely follow the instructions of the Central Committee and the Provincial Party Committee to carry out this task. Accordingly, the general requirement in the year-end review and classification is to overcome the situation of being respectful, avoiding, afraid of collision, "seeing the right but not defending, seeing the wrong but not fighting"; must identify and clearly define the signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" to correct and overcome; Using collective review results as a basis for individual review and vice versa, using individual review results to supplement and complete collective review... Through reviewing and evaluating and classifying Party organizations and Party members in an objective and substantial manner, it has helped each Party member in the province to have the awareness of "self-reflection and self-correction", thereby striving to practice, cultivate and better perform assigned tasks. During the 2020-2025 term, every year, over 87% of grassroots Party organizations and over 92% of grassroots Party Committees completed their tasks well or better, exceeding by 12% the target set by the Provincial Party Congress Resolution. On average, the annual rate of meeting the criteria for excellent task completion for grassroots Party organizations is 13%, and for grassroots Party Committees is 14.2%.
However, in reality, many Party committees, Party organizations, and Party members still do not fully realize the importance of this work, leading to the preparation of collective and individual reviews in some places not being very good, the review process is not in-depth, and does not frankly address the issue. The situation of avoidance, deference, fear of conflict, "easy on others, easy on us" still occurs in some places. And somewhere, there is still the case of taking back the report of the previous year, "copying" it into this year's report, meaning that the pros and cons of a year are "inherited" from one year to another. Not stopping there, in some places, collective reviews are not linked to individual responsibility, the year-end assessment is an opportunity to "degrade" each other's reputation, an opportunity to dig up, raise viewpoints... but not in a constructive spirit for the criticized person to absorb. And there is a reality that many places "fall into" is only focusing on reviewing the performance of professional tasks but paying little attention to reviewing ideology, moral qualities, and lifestyle, so the detection and prevention of signs of degradation in political ideology, morality, lifestyle, and signs of "self-evolution" and "self-transformation" are not timely...
Improve the substance of review and classification work
In early October, the Central Executive Committee issued Regulation No. 124-QD/TW on annual review, assessment and classification of quality for collectives and individuals in the political system. Regulation 124-QD/TW replaced Regulation No. 132-QD/TW dated March 8, 2018. The purpose of Regulation No. 124-QD/TW is to promote the spirit of self-criticism and criticism, self-reflection, self-correction, to see strengths to promote, limitations and shortcomings to overcome; to proactively detect and prevent signs of degradation, "self-evolution", "self-transformation", corruption, waste, and negativity, contributing to improving the leadership capacity and fighting strength of Party organizations, cadres and Party members, and building a clean and strong Party. To raise awareness and responsibility of Party committees, Party organizations, leadership collectives, organizations, agencies and units, especially the heads and each cadre and Party member; ensure honesty, impartiality, objectivity, publicity, and achieve substantial results. The content of the party member review is to clarify the results achieved, shortcomings, weaknesses, limitations, and causes, solutions, and time to overcome them. Notably, the Regulation emphasizes taking the results of the collective assessment and classification as the basis for determining the rate of the classification levels of affiliated units and individuals; taking the results of the assessment and classification of the quality of cadres, civil servants, and public employees as the basis for interconnection in assessing and classifying the quality of party members; thereby having a basis for building assessment and classification criteria in the direction of reducing qualitative and increasing quantitative through specific products, ensuring objectivity and fairness in assessment and classification. At the same time, supplement the basis for review, assessment, and classification of the content on: Exemplary character, sense of organization and discipline, communication culture, working style and manners of individuals; spirit of innovation, dynamism and creativity for the common good in accordance with the regulations of the Politburo .
At the national online conference to disseminate and implement the new documents of the Central Committee on Party building and organization work held on November 16, Comrade Truong Thi Mai, Politburo member, Standing member of the Secretariat, Head of the Central Organization Committee, emphasized: Since the beginning of the term, the Executive Committee, the Politburo, and the Secretariat of the Central Party have issued many documents on personnel work, aiming to "close" issues related to this work, including Regulation No. 124 of 2023 to overcome limitations when implementing Regulation No. 132. Regarding the scope and subjects of application, Regulation 124 clearly defines that it is reserved for Party committees, Party organizations, leadership and management collectives, organizations, agencies, units and individuals in the Party system; while the State system is subject to the Law on Cadres, Civil Servants and the Law on Public Employees.
The Standing Secretariat requested that when implementing Regulation No. 124, it is necessary to continue the spirit of self-criticism, self-criticism, self-reflection, and self-correction, and to proactively prevent mistakes and violations, rather than letting consequences occur and then dealing with them. At the same time, it is necessary to improve the substance of the work of evaluation, self-criticism, and criticism.
At this time, agencies, units and localities in the political system are preparing for the year-end emulation assessment and review. For Regulation No. 124-QD/TW to be truly effective, each party member and Party cell needs to prepare well the review content and avoid doing it carelessly. To do that, it is necessary to carefully study the review guidance documents in accordance with the correct order and procedures, and at the same time promote the pioneering and exemplary role in "self-criticism and criticism". Only then will the work of evaluating and classifying party members and Party cell be serious, substantial and highly effective.
