(Chinhphu.vn) - On the morning of May 3, at the Party Central Committee Headquarters, under the chairmanship of General Secretary To Lam, the Politburo and the Secretariat met to give opinions on the situation and progress of implementing Resolution 11 of the 13th Central Committee, and the conclusions of the Politburo and the Secretariat on the reorganization of the apparatus and administrative units at all levels.

Based on the summary report of the Central Organizing Committee and through monitoring and grasping the situation and progress of implementation of the Party Committees, Provincial Party Committees, and Municipal Party Committees directly under the Central Committee, the Politburo and the Secretariat have basically agreed and acknowledged a number of achieved results. Specifically, since the 11th Central Conference up to now, based on the policies and orientations of the Central Committee, the Politburo, and the Secretariat on the implementation of the arrangement and merger of provincial and communal administrative units and the organization of the 2-level local government system, the Party Committees of the Government, the National Assembly , the Fatherland Front, the Central mass organizations, and the Party agencies at the Central level have urgently advised on the promulgation and promulgation, according to their authority, of directives and instructions, specifying the contents and tasks of implementation; closely coordinating with agencies, units, and localities; promptly participate in guiding and adjusting the arrangement plan to ensure adherence to the direction, requirements and progress set out, contributing to creating favorable conditions in the process of implementing the Central Resolution and grasping the situation and implementation results; commend the Central Organizing Committee, the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations, provincial and municipal Party Committees, etc. for proactively and actively implementing the work, ensuring the quality and progress set out.

Localities have proactively monitored and updated orientation policies, closely followed the progress and requirements of competent authorities to proactively implement, and carefully prepared plans for rearranging administrative units at all levels.

The process of developing the Project was closely coordinated by the localities in the merger area, following the correct procedures and ensuring progress according to regulations. Up to now, the collection of public opinions on the provincial and communal level arrangement and merger projects has been completed with an average consensus rate of about 96%. All district, commune and provincial People's Councils nationwide have issued Resolutions approving the Projects with a majority consensus rate of 100%.

Based on the synthesis of projects of localities, it shows that, in terms of the number of commune-level administrative units, after the rearrangement, the whole country is expected to reduce from 10,035 to more than 3,320 units (equivalent to 66.91%). In which, the locality with the highest reduction rate is 76.05%, the locality with the lowest reduction rate is 60%.

Regarding local party organizations, it is expected that the provincial level will reduce 29 provincial and municipal party committees (from 63 to 34 provincial and municipal party committees); reduce more than 260 agencies and units directly under the provincial party committee. End the operations of 694 district party committees and more than 4,160 agencies and units directly under the district party committee. Establish more than 3,320 new commune party committees (2,595 communes, 713 wards, special zones), and establish a maximum of 10,660 agencies and units directly under the commune party committee.

Regarding the number of cadres and civil servants at the provincial and communal levels (including the Party, mass organizations and government sectors), it is expected that after the reorganization: the provincial level will reduce more than 18,440 cadre and civil servant positions compared to the number of positions assigned by competent authorities in 2022. The communal level (commune, ward, special zone) will reduce more than 110,780 cadre and civil servant positions compared to the total number of positions at the district and communal levels in 2022 due to job placement, staff streamlining, and retirement according to regulations. The activities of about 120,500 non-professional workers at the communal level nationwide will end.

According to the Project on reorganizing and streamlining the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and the State (central, provincial, and communal levels), it is expected that after reorganizing and streamlining the apparatus, the activities of the Fatherland Front and organizations will be closer to the people; initially overcoming the situation of overlapping functions, tasks, and the "inverted pyramid" apparatus.

Regarding the organizational apparatus, it is expected to reduce 90 central department-level focal points; 344 provincial department-level focal points; 1,235 provincial room-level focal points; for mass organizations assigned by the Party and State, streamline 215/284 internal focal points (reduce 43%); transfer more than 22,350 staff from the district level to work at the commune level, contributing to the implementation of the new administrative model and the policy of strongly orienting activities to the grassroots and residential areas.

* Timely payment according to the regime and policies on implementing organizational restructuring as prescribed.

In general, leadership and direction work has been deployed vigorously and synchronously from early on and from afar. The Politburo and the Secretariat have promptly oriented specific policies and tasks; Party committees and competent authorities have issued complete guidance documents and detailed regulations, creating a favorable legal corridor for localities to organize implementation.

Dissemination and propaganda work has been widely and consistently implemented, helping to raise awareness and unify will in the political system; creating high consensus and support from cadres, party members and people of all walks of life for the policy of rearranging the apparatus and administrative units at all levels and organizing a 2-level local government model.

The reorganization process and initial results have contributed to ensuring the successful implementation of the following goals: Fundamentally perfecting the organizational structure of the political system from the central to grassroots levels; promoting administrative reform, improving management and operational efficiency; streamlining the apparatus and saving the budget; creating new space for socio-economic development, ensuring national defense and security... of the country; creating breakthroughs in planning and infrastructure development; enhancing the national position, promoting investment and high technology attraction in Vietnam.

The Politburo and the Secretariat basically agreed with the proposals and recommendations stated in the reports; at the same time, they required Party committees and organizations at all levels to be determined and focus on implementing tasks and solutions in accordance with the conclusions, plans and instructions of the Central Committee, the Politburo and the Secretariat, ensuring the successful implementation of the set goals.

In particular, it is required that Party committees, agencies, and units at the Central level and provincial and municipal Party committees continue to: Lead and direct the organization of grassroots Party congresses, directly superior to grassroots Party organizations, and prepare to organize provincial Party congresses to ensure progress and requirements according to Directive No. 45-CT/TW of the Politburo (note to do well in building documents and personnel in places of merger and consolidation); do well in political and ideological work for cadres, civil servants, public employees, and workers in agencies and units; seriously, fully, and correctly implement policies and regulations for cadres, civil servants, public employees, and workers affected by the rearrangement process; strengthen propaganda and mobilization work for the masses, proactively and promptly handle arising issues; seriously and effectively implement the contents of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo, promote the application of technology, digital transformation, document digitization... to improve the efficiency of management and provision of public services before, during and after the arrangement; focus on leading and directing socio-economic development, ensuring the correct implementation of the set goals; balance the budget, arrange funds, promptly make payments according to the regime and policies on implementing the arrangement of the organizational apparatus as prescribed./.
