Research on increasing the reward rate for gender-specific emulation movements of Trade Unions

The Education sector currently has more than 40,000 educational institutions, with nearly 1.6 million cadres, teachers and workers (CBNGNLĐ), of which women account for about 83%. With a large number of female CBNGNLĐ, the role of women has made an important contribution to the reform of education and training. Therefore, the emulation movement among female CBNGNLĐ, especially the emulation movement "Good at school work - Good at housework" is focused on, directed, guided and widely implemented by the Vietnam Education Trade Union (VTU).

As one of the typical movements with the most obvious gender characteristics of the education sector, the emulation movement "Good at public work, good at home work" was concretized by the Education Trade Union into the movement "Good at school work, good at home work" which was actively implemented by units and schools, with the active participation of a large number of female employees, increasingly gaining depth, promoting the good qualities and great potential of women in educational activities, training, management, scientific research, building a prosperous, equal, progressive and happy family, contributing to socio-economic development and realizing the goal of gender equality, increasingly affirming the position of women in the career of cultivating people.

In the period of 2021-2025, the emulation movement "Good at school, good at home", associated with emulation movements and campaigns of the Industry, such as: "Good worker, Creative worker", "Innovation and creativity in management, teaching and learning", "Each teacher is an example of morality, self-study and creativity" associated with propaganda "Women actively study, work creatively, build happy families", "Training the moral qualities of Confidence - Self-respect - Loyalty - Responsibility", "Women foster good values ​​of Vietnamese families" and "Building Vietnamese women of the new era" associated with "Studying and following Ho Chi Minh's ideology, morality and style".

According to the leaders of the Education Trade Union, with the two contents of "Good at school work" and "Good at housework", the emulation movement has created motivation for women in the education sector to strive to compete, promote all their intellectual abilities and enthusiasm to complete assigned tasks, and at the same time fulfill the role of women in the family and society. Especially from this movement, women have actively studied and improved their political and professional qualifications to meet the requirements of education and training innovation.

Many women have been promoted and appointed as managers in localities, units and schools and have promoted their roles and affirmed their positions. Many women are always actively innovating research work, participating in building educational development programs and projects, and the profits from research projects in which women are the main subjects and participate in are very large, having a positive impact on the industry, on social life and on national development. In addition, the movement has encouraged and motivated women in the whole industry to build prosperous, progressive and happy families, to care for and raise children scientifically and to actively participate in social activities.

They all identify their responsibilities in building a family, always preserving and nurturing their home, caring for and raising good, studious children. Most female teachers have good, studious children, many of whom have achieved national and international excellent student titles. The role and position of female employees are increasingly affirmed, recognized and honored by society. Many of them have been commended at all levels; the Party and the State have awarded them noble titles: People's Teacher, Excellent Teacher...

To achieve that achievement, the Education Trade Union leaders have taken advantage of the leadership attention of Party committees at all levels, the close coordination of professionals and departments, branches and organizations to flexibly apply to the actual situation of each unit and school; especially, trade unions at all levels need to do a good job of advising and being creative in implementing emulation movements, promoting the roles and responsibilities of groups and individuals. Focus on advising and proposing, grasping the situation at the grassroots level.

Along with that, propaganda, mobilization and education work to raise awareness of female employees about the meaning and importance of emulation movements, associated with commendation, honor and reward are of great concern. Trade unions at all levels also attach importance to discovering and building advanced models for training and replication; increasing the use of information channels, media events, social networking sites... to propagate and create a strong spread in the industry, community and society. At the same time, the Education Trade Union also strengthens the work of inspection, supervision, preliminary and final review of emulation movements; emulation, commendation and commendation work must be timely, ensuring publicity, transparency and accuracy, at the same time giving comments and correcting groups and individuals who have not performed well to have timely remedial measures; paying attention to consolidating and perfecting the team of female employees to effectively advise the Trade Union Executive Committee on women's work.

In particular, the content and form of organizing emulation movements are increasingly innovated, closely following the political tasks of the Industry and the trade union and suitable to the characteristics of the unit's operations in each period, each school year theme and concretized into criteria to evaluate the quality and effectiveness of the movement. At many grassroots trade unions, women's clubs have been established and have many attractive activities, creating an environment for female employees to have the opportunity to exchange and share.

In the coming time, in order for the emulation movement "Good at public work, good at housework" among female workers, civil servants and laborers to develop more and more closely to reality, the leaders of the Education Trade Union propose that the Women's Committee, Vietnam General Confederation of Labor consider, edit and add 1 individual reward criterion, which is: Female civil servants and laborers have 1 recognized "Good at public work - Good at housework" initiative or 1 accepted scientific topic, scientific project, scientific and technological work. The results after being recognized and accepted are effectively applied from the grassroots level up.

In addition, the Education Union also proposed that the Women's Union should also study regulations to increase the reward rate, especially for emulation movements with gender specific characteristics to encourage and motivate the movement to be more and more effective; have specific regulations on the female certificate "Good at public work, good at housework" in an appropriate form for sectors and localities to concretize and apply appropriately, which is meaningful to the emulation movement.
