From resolution to action: Dong Nai resolutely realizes social security in housing

Dong Nai is one of the largest industrial and urban centers of the country, so the need for social housing for workers, laborers, and low-income groups is quite high and urgent.

Ensuring housing security for people, thereby contributing to maintaining stability and sustainable development is the goal the province is aiming for.

Decision to pave the way for social housing to flourish

Dong Nai province currently has 43 industrial parks in operation, attracting more than 700,000 workers, of which about 60% are workers from other provinces in need of accommodation. If we add the freelance workforce, officials, civil servants, public employees and other low-income earners, the estimated demand for social housing is up to 600,000-650,000 people, equivalent to about 150,000-160,000 apartments.

Recently, the Standing Committee of the former Dong Nai Provincial Party Committee issued Resolution No. 07-NQ/TU dated August 22, 2022, setting the target of building 10,000 social housing units and workers' housing in the 2021-2025 period. After that, the Provincial People's Council issued a resolution with similar goals; the Provincial People's Committee established a working group and issued a plan for social housing development until 2025. Next, for the first time, the Provincial People's Committee organized a Social Housing Investment Promotion Conference; a design competition for workers' housing and social housing with the aim of finding investors with capacity and experience, housing models that meet the criteria of durability - beauty - affordability for low-income people.

In April 2023, the Prime Minister approved the Project to invest in building at least 1 million social housing units for low-income earners and industrial park workers in the 2021-2030 period. Along with that are a series of important macro policies such as: amending laws on land, housing, and real estate business; mobilizing commercial banks to provide preferential loans; increasing tax incentives and procedures for investors; expanding access to social housing for buyers...

Thanks to the new mechanism from the Central Government and the resolutions and plans issued by the province before, social housing in Dong Nai has begun to improve. By the end of August 2025, the province had started construction on about 12,000 social housing units and worker accommodation. Notably, on September 27, to celebrate the 1st Provincial Party Congress for the 2025-2030 term, the province simultaneously broke ground on 7 social housing projects with a scale of nearly 7,000 apartments, basically completing the target of 10,000 social housing units set by the Provincial Party Committee Resolution. This is an important stepping stone to reach the target of 66,700 social housing units in the 2021-2030 period assigned by the Government to the province.

The Party Committee, government and people of Dong Nai are making efforts to realize the social security commitment of developing 10,000 social housing units in the 2021-2025 period according to the Provincial Party Committee's resolution and 66,700 units in the 2021-2030 period according to the Government's project. With high political determination and the support of businesses and the community, the province believes that it will complete the goal, contributing to building a green, prosperous, civilized and modern Dong Nai; where all people have the opportunity to settle down, work and develop comprehensively.

Determined to complete 65,000 houses

According to Director of the Department of Construction Nguyen Anh Tuan, from now until 2030, the Prime Minister assigned Dong Nai to complete the construction of nearly 64,700 social housing units. The province aims to complete 65,000 units, higher than the assigned target. Up to now, 37 projects with a scale of 38,000 social housing units have been approved by the province for investment. In the coming time, the Department of Construction and other departments and branches will continue to review and advise the Provincial People's Committee to approve new projects, while speeding up the progress of projects that have been approved in order to complete the target by 2030.

Mr. Dau Van Dien, Chairman of the Board of Directors of Hanoi Construction Corporation - JSC said: To contribute to the implementation of social security goals with Dong Nai province and the whole country, the enterprise has recently launched two social housing projects with a scale of nearly 3,300 apartments in An Phuoc commune. Both projects are oriented to become model social housing areas in Dong Nai, ensuring reasonable prices - good quality - synchronous infrastructure. According to Mr. Dien, the implementation of these projects not only helps workers and laborers have stable housing but also maintains jobs and income for the construction workforce, while contributing to infrastructure development and reducing housing pressure for the province.

Currently, the province has planned 1,200 hectares of land for social housing construction, including 765 hectares of independent projects and 430 hectares from the 20% land fund of commercial projects. This is a prerequisite, an important resource for smooth project implementation, meeting the housing needs of workers, laborers and low-income groups, achieving the target of 65,000 social housing units in the next 5 years.

In the 2021-2030 period, the Government assigned Dong Nai province to complete 66,700 social housing units. By the end of September 2025, the province approved the investment policy of 37 projects with a scale of 38,000 apartments, of which many projects have been completed, are being implemented and have just started.

Towards the goal of sustainable security

Dong Nai has identified social housing development as an urgent task, both a state management responsibility and a social morality. Currently, there are 5 solutions that the province is focusing on implementing, including: reviewing and arranging convenient land funds, near industrial parks, synchronous infrastructure; requiring commercial projects to implement 20% of land funds for social housing; continuing to apply tax exemption and reduction policies, land use fee incentives, credit support for investors; publicizing and transparent approval criteria, creating conditions for workers to borrow preferential loans to buy houses and solutions to strengthen supervision, strictly handle violations, and prevent policy exploitation. At the same time, the province recommends that the Central Government continue to have special mechanisms, credit support, tax incentives and synchronous infrastructure investment for projects.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha said: Developing social housing is a major and consistent policy of the Party and State, demonstrating profound humanity, closely linked to the goal of sustainable development. Dong Nai province always identifies this as a key political task, accompanying businesses and people to improve their lives and ensure social security.

Attending the launching ceremony of projects and works to welcome the 1st Congress of the Dong Nai Provincial Party Committee, term 2025-2030, towards the 14th National Congress of the Party, taking place on September 27, 2025 in An Phuoc commune, Deputy Minister of Construction Bui Xuan Dung highly appreciated Dong Nai's early issuance of resolutions and plans for social housing development before the Government had a project. The Deputy Minister of Construction also requested the province to continue directing departments and branches to facilitate procedures, land funds, site clearance, while ensuring the quality and infrastructure of social housing projects.
