In Duong No ward, families assigned people to pump water underground, while people on the roof held the mouth of the bags, tied them tightly, and placed them in pre-calculated positions. Each roof was reinforced with dozens of water bags.

Mr. Nguyen Luan (Hue City) said that this method is more convenient and safer than carrying sand and rocks onto the roof like before. Plastic bags are light when not inflated, easy to move, quick to operate, and do not puncture the metal roof. When the storm passes, just drain the water and you can clean up immediately.

Many other households have also applied this measure, making use of available materials to proactively prevent storms and minimize damage.

* On the afternoon of September 27, hundreds of people and functional forces participated in transporting materials to reinforce key positions along the coast of Dan Hai commune ( Ha Tinh province) to respond to storm No. 10.
Mr. Tran Quynh Thao, Chairman of Dan Hai Commune People's Committee, said that on the afternoon of September 27, the locality mobilized more than 200 people including local people, organizations, Party committees, authorities, armed forces and vehicles to urgently transport more than 400 cubic meters of stone from Nghe An province; 200 cubic meters of sand and various materials, bamboo stakes, wooden stakes, sacks... to reinforce landslide sites, protect 200-250m of vulnerable coastline, the section passing through Tan Ninh Chau village and Thai Phong village.

The reinforcement will continue until September 28 and is a temporary solution to proactively respond before storm No. 10 makes landfall.
In the long term, Ha Tinh province is proposing that the Ministry of Agriculture and Environment and the Prime Minister consider investing funds to build solid works in the above area to proactively prevent natural disasters, prevent landslides, protect the Hoi Thong dike and the lives of people living in the dike.

On August 24 and 25, the local authorities of Dan Hai commune mobilized hundreds of people and vehicles to transport hundreds of sacks containing sand, boulders, steel cages, bamboo poles, and wooden poles to urgently reinforce some vulnerable coastal landslide locations in the Dan Hai commune section with a length of more than 200m. However, after the impact of storm No. 5, some locations continued to be eroded and eroded by high tides and large waves, with the risk of spreading, threatening the safety of the nearby Hoi Thong sea dike.
