One of the key tasks carried out by the province is information, education and communication on preventing the harmful effects of alcohol and beer. In the period 2015-2025, the whole province has deployed 176 communication campaigns at all levels, 56 mobile communication campaigns, issued 115 messages, nearly 149,000 leaflets, over 5,200 radio news bulletins, nearly 3,000 news bulletins, articles, television reports and nearly 2,400 banners and outdoor signs on this content.
Many important messages were strongly conveyed such as: Do not drink alcohol before and while driving; do not sell alcohol to people under 18 years old; comply with the time and place where drinking and selling alcohol are not allowed... Columns such as Traffic Safety, Health is Gold, Safe Journey on the infrastructure of Quang Ninh Newspaper, Radio and Television have helped people understand the harmful effects of alcohol on health, family and society.
In particular, many reports and articles reflecting reality have created a strong spread such as: Quang Ninh resolutely handles violations of alcohol concentration, handles alcohol concentration: No forbidden areas, the effectiveness of "strong" handling of violations of alcohol concentration... contributing to raising people's awareness of law compliance.
In agencies and units, the implementation of the regulation of not drinking alcohol at work is thoroughly implemented. 100% of agencies and units include the regulation prohibiting drinking alcohol before and during working hours and at the workplace in the internal rules, regulations and emulation and reward standards.
Every year, the Department of Home Affairs organizes surprise inspections on discipline, administrative discipline, and office culture. The results of the surprise inspections did not detect any cases of officials, civil servants, and public employees violating the regulations on drinking alcohol during working hours, breaks, or immediately before working hours.
Advertising, promotion and sponsorship activities of alcohol and beer businesses are also strictly managed. Authorities have increased inter-sectoral inspections of alcohol and beer businesses and advertising establishments; 100% of inspected establishments strictly complied with the provisions of the Law on Prevention of Harmful Effects of Alcohol and Beer.
The police force's patrolling and control work has been regularly and continuously deployed, strictly handling violations of alcohol concentration when participating in traffic on roads and waterways. Many peak periods have been deployed before, during and after the Lunar New Year to limit traffic accidents related to alcohol and beer. Notably, during the inspections of the People's Public Security regulations, the functional forces have blown the breathalyzer of officers and soldiers right at the workplace, the results showed that there were no violations.
The health sector is also actively implementing screening, counseling, and intervention to reduce the harmful effects on people at risk of health problems due to alcohol use. Medical facilities advise pregnant women, breastfeeding women, people under 18 years old, and even alcoholics about the harmful effects and preventive measures.
Quang Ninh focuses on integrating the work of preventing the harmful effects of alcohol and beer with the movement of the whole people uniting to build a cultural life. 100% of residential areas in the province have included the content of preventing the harmful effects of alcohol and beer in village rules and regulations, mobilizing people to limit the use of alcohol and beer in weddings, funerals and festivals.
In addition, mediation teams and domestic violence prevention groups promptly intervene when alcohol-related violence occurs, contributing to protecting women, children and vulnerable groups.
With a series of drastic and synchronous solutions, Quang Ninh has made a clear change in people's awareness and behavior about the harmful effects of alcohol and beer. The number of traffic accidents related to alcohol and beer has decreased significantly. In the coming time, the province will continue to promote propaganda, tighten advertising management, strictly handle violations of alcohol concentration, and at the same time strengthen public health care. This is an important foundation for building a civilized, safe, healthy society, minimizing the consequences of alcohol and beer.
