People hope to soon deploy Binh Khanh Aquatic Center Area, Ben Thanh

Proposal to reassign construction inspectors to communes

Reporting to the delegation, the leader of Binh Khanh commune said that the operation of the 2-level local government model, in addition to advantages, has also posed many challenges. The working headquarters of the Party Committee, People's Council, People's Committee and Vietnam Fatherland Front Committee of the commune are currently more than 15km apart; many departments and offices have to temporarily borrow the Cultural - Sports Center to operate, causing difficulties in leadership, management and regular coordination between agencies.

The facilities are not yet synchronized, many items are degraded, the electricity, water and internet systems are unstable, the IT equipment is old, does not meet the requirements of digital transformation, and especially cannot deploy the "paperless meeting room" model.

Despite many difficulties, the staff of the commune basically meets the requirements of expertise and working capacity. However, due to the sharp increase in workload, most of the staff still have to hold multiple positions, especially lacking personnel in charge of inspection, complaints, denunciations and anti-corruption work.

In addition to the organizational work, the commune also conveyed many opinions of local people, hoping that the city would soon implement key infrastructure projects such as Can Gio bridge, Ben Thanh - Can Gio metro line, or the traffic intersection connecting Rung Sac road with Ben Luc - Long Thanh expressway, Binh Khanh Aquatic Center Area.

The locality also recommended that the city pay attention to investing in a centralized office for the Party Committee - People's Council - People's Committee - Fatherland Front of the commune, and promptly guide the establishment of public service units and commune-level project management boards to ensure the progress and quality of public investment projects. In addition, the commune proposed to soon arrange a construction inspection force under the Department of Construction to the commune to manage and maintain construction order, urban order, and protect the environment in public places in the area.

Adjust the appropriate staffing levels

The leader of An Thoi Dong commune also said that the locality still needs to supplement and synchronize equipment and working space (such as desks, chairs, filing cabinets, waiting chairs...) at the commune's Public Administration Service Center to be more professional and serve the people better.

Notably, due to the geographical characteristics and the distance between the communes, the commune has to maintain two working offices. This causes difficulties in organizing meetings and handling urgent work. In addition, some areas such as services - trade, education in the commune still lack specialized staff, causing some civil servants to have to take on many jobs, affecting the quality of performing tasks.

Therefore, the commune recommends that the city promptly consider the policy of investing, repairing and upgrading the office system; and propose adjusting the staffing standards for cadres and civil servants in accordance with the characteristics of the locality, the large workload and the wide scope of management.

Concluding the supervision session, comrade Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee, highly appreciated the efforts of the Party Committees of the two communes in overcoming difficulties and effectively operating the two-level local government. He praised the sense of responsibility and initiative of the collectives and individuals in performing their tasks, and at the same time suggested continuing to promote that spirit to comprehensively complete the targets and tasks set out in the Resolution of the Commune Party Congress.

He requested the two communes to carefully review the recommendations raised at the meeting; issues under the authority of the commune level need to be proactively handled and resolved; issues beyond the authority must be fully summarized and reported for consideration and timely direction by superiors. In addition, the two communes need to continue to pay attention to Party building, develop new Party members and consolidate and improve the quality of activities of grassroots Party organizations.
