Many National Assembly delegates proposed tax reduction for all types of press.

On the morning of November 28, the National Assembly discussed in the hall the draft Law on Corporate Income Tax (amended).

The special role of the press needs to be considered.

At the discussion session, many delegates proposed reducing taxes for all types of press to 10%.

Delegate Thach Phuoc Binh ( Tra Vinh ) said that press agencies currently operate with non-profit goals but are still subject to the 20% corporate income tax rate like normal businesses. This causes great financial pressure, especially when advertising revenue is decreasing due to competition with digital platforms.

In addition, according to the delegate, the current Law on Corporate Income Tax does not have separate regulations for press agencies, leading to the application of tax rates like normal enterprises without considering the special role of the press.

Mr. Binh proposed applying a preferential tax rate of 10% to income from activities outside of political duties such as advertising and event organization.

At the same time, Mr. Binh also proposed exempting corporate income tax on sponsorships and aid for press agencies; having special support policies for local press agencies, especially in remote areas, where socio-economic conditions are difficult and financial autonomy is low or very low.

Sharing the same view, according to delegate Pham Van Hoa (Dong Thap), the press is currently operating in a very difficult situation, not only do 800-900 press agencies compete with each other, but they also have to compete for advertising with digital platforms.

The delegate said that the income of reporters and the operation of the editorial office are currently very difficult. Mr. Hoa proposed to classify the press as small and medium-sized enterprises to receive tax incentives.

Opportunities to support press agencies to do their jobs better

Regarding this issue, delegate Do Chi Nghia (Phu Yen) said that the press is a political and social activity, and has a very important role in guiding public opinion.

However, the delegate said that the work of the press is currently extremely difficult; the lives and incomes of officials and reporters have decreased significantly and the operations of press agencies are facing many challenges.

According to delegates, press agencies are facing pressure to compete for information on social networks and from other sources of information, requiring much better quality press information and greater investment of effort.

The delegate said that the reduction in income also greatly affected the press agencies and the minds of many journalists who love their jobs. If the Drafting Committee conducted a survey, it would be clear that the press's income had decreased and the lives of journalists were difficult.

“The nature of journalism is that it requires working day and night, especially for female reporters; even a small reduction in income can greatly affect the spirit and life of women. Women also love their jobs and are passionate about their work, but they also have to take care of their families, their children's education, and their living needs,” said delegate Nghia.

The delegate affirmed that this tax reduction will be an opportunity to support press agencies to better perform their duties.

Mr. Nghia proposed reducing taxes for all types of press to 10%. “This will be a strong encouragement for press agencies and when taxes are reduced, it will increase trust, increase cultural values, and make journalists more enthusiastic and love their jobs,” he said.
