At the meetings in Ke Sat commune and Hai Duong ward, voters of the communes and wards were informed of the expected content of the 10th session of the 15th National Assembly and the activities of the city's National Assembly delegation since the 9th session. Voters expressed their excitement at the results the city has achieved in recent times, especially the efforts and initial results of implementing the 2-level local government.
Voters proposed many recommendations focusing on issues of economic development, environment, social security, lack of teachers, upgrading medical facilities to ensure good health care for the people; environmental pollution and waste treatment; effective implementation of two-level local government; handling of headquarters after merger; amending some inadequate regulations to improve the institution.
Some voters suggested having appropriate policies and mechanisms to encourage cadres and civil servants to effectively perform the tasks of local governments at two levels in the new situation; policies to attract talented people to work in the locality; and attention to allocating budget to renovate and expand commune and ward headquarters to meet long-term requirements.
Voter of residential group 14, Tan Hung ward, Do Van Uyen, proposed that the city strengthen capacity, especially digital transformation capacity, for commune and ward-level specialists; improve the quality of the one-stop shop; have a mechanism to rotate and receive cadres with information technology qualifications to the grassroots level.
Voters of Hai Duong ward requested the city to consider a proposal to shorten the time sequence to speed up the implementation of the Hai Phong City Master Plan for the 2021-2030 period, with a vision to 2050, to ensure project implementation and effective exploitation of surplus land after the merger.
After listening to opinions, Vice Chairman of Hai Phong City People's Committee Tran Van Quan and leaders of departments and branches received and clarified issues of concern to voters.
Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City Le Tien Chau assessed that voters had given enthusiastic, responsible, frank and quality opinions. At the same time, Mr. Le Tien Chau affirmed that the City Party Committee and Government always determined the spirit of harmonious and fair development between localities to ensure that all people benefit from the results of the merger. The city committed that every person will benefit from the city's development results. In the coming time, the city will amend a series of social security policies in the direction of applying policies that are superior and more beneficial to people and businesses.
The City Party Secretary requested that departments, branches and local authorities fully receive and handle the voters' recommendations. The City National Assembly Delegation will supervise the handling. In response to the shortcomings raised by voters, the city leaders pledged to basically overcome them in 2025, focusing on the following contents: Handling traffic insecurity on some routes; increasing investment in medical facilities; solving waste and environmental problems; improving the quality of education; renovating the dike system and irrigation works... in accordance with voters' recommendations.
Sharing the difficulties and pressures that commune-level cadres are facing, the Secretary of the Hai Phong City Party Committee suggested that each cadre should improve their initiative and innovate their creative thinking to promote local development. The Secretary of the City Party Committee also requested the government to resolutely and strictly handle violations in the land sector; check and verify the contents reflected by voters related to Party development work to promptly resolve them.
For issues under the Central authority, the City National Assembly Delegation will synthesize and discuss them at the forums of the next session and send recommendations to the Central ministries and branches for timely consideration and handling.
* At the meetings in Kien Thuy and Tien Lang communes, voters in all localities agreed that the implementation of the Party and State's policy on streamlining the apparatus and improving the effectiveness and efficiency of the political system has been seriously implemented. The administrative apparatus operates more effectively, creating initiative in management and operation. The arrangement of staff is basically suitable for professional qualifications, capacity and strengths, contributing to improving the efficiency of work handling. Coordination between specialized departments has been improved, limiting the previous duplication and overlap. In particular, the Commune-level Public Administration Service Center has made an important contribution to improving the quality of service to people and businesses.
Besides, delegates also contributed ideas to help the two-level government operate smoothly and effectively, contributing significantly to saving resources of the state and people.
Voter Vu Ngoc Ngung, Tan Minh commune, proposed that the National Assembly study and promulgate comprehensive policies and mechanisms on organizational structure, payroll and human resource structure. Along with that, the Central Government should develop appropriate salary and remuneration policies to attract talents and retain highly qualified civil servants working at the grassroots level; at the same time, allocate resources to invest in digital infrastructure, equipment and modern facilities for the Commune-level Public Administration Service Center, contributing to building a professional administration that operates effectively, efficiently and effectively to serve the people and businesses better and better.
Voter Do Duc Minh, Head of the Economic Department of Nghi Duong Commune, said that the implementation of streamlining the payroll according to the Government's decrees has led to a reduction in the number of civil servants, while the workload and nature of the work are increasingly large, requiring high expertise. Some specific fields such as culture, information, science and technology, land, construction... are lacking specialized human resources, affecting the quality and progress of work.
Voters of Nghi Duong commune proposed that the National Assembly, the Government and the city continue to research, adjust and issue specific policies to improve the living standards and motivate the staff serving public administration to contribute. Relevant agencies continue to review, supplement, adjust and increase the number of positions in accordance with the practical requirements of state management at the commune level after the merger, meeting the requirements of long-term tasks and avoiding work overload.
On behalf of the Hai Phong City National Assembly Delegation, National Assembly Delegate Nguyen Hong Dien, Minister of Industry and Trade; National Assembly Delegate Do Manh Hien, Standing Deputy Secretary of the City Party Committee, received opinions and suggestions from local voters, and expressed their respect for the valuable contributions of voters during the operation of the 15th City National Assembly Delegation. This is an important factor that helps the Delegation propose to the National Assembly and central agencies to pass many important Resolutions for Hai Phong. These resolutions are the lever to promote the city's economic and social development, especially the marine economy. Members of the Hai Phong National Assembly Delegation also acknowledged and received voters' opinions and will report at the 10th Session of the 15th National Assembly.
