Attending and chairing the conference were Mr. Pham Hung Thai, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation and Ms. Hoang Thi Thanh Thuy, Deputy Head of the Provincial National Assembly Delegation.
At the meeting, delegate Hoang Thi Thanh Thuy, on behalf of the delegation, reported to voters the expected content and program of the 10th Session, along with the results of the activities of the Provincial National Assembly Delegation since the 9th Session up to now.
Many practical opinions and recommendations were raised by voters. Voter Trinh Huy Nam (Binh Loi hamlet) suggested completing the electricity system to the gates of people's houses to ensure fairness, because households far from the main power line have to spend a lot of money to install electricity. Voters also reflected that the payment of policies for meritorious people is still slow, affecting their lives.
Voter Nguyen Van Tuan (Xom Moi 1 hamlet) proposed to shorten the procedures for bank loans to avoid the prolonged situation that causes people to incur costs. Voter Tran Van Hung (An Tho hamlet) was upset because the road along the Tay canal had been degraded for many years due to damage caused by cassava transport vehicles, but the people's petition has not been processed yet.
In addition, some voters said that drug addiction treatment at home has not been completely effective; the procedures for granting land use right certificates are still cumbersome, especially the regulation requiring taking photos of the graves of grandparents who died tens or hundreds of years ago; there should be a policy to support those who participated in military service in the period 1979 - 1989. Many opinions also reflect the situation of medical examination and treatment under health insurance still lacking medicine, people have to buy more themselves; commune-level medical facilities are lacking, going to the provincial level for examination is far away, so it is necessary to invest in modern satellite medical centers.
Responding to voters' opinions, Chairman of the People's Committee of Hao Duoc Commune Nguyen Thanh Dai said: Regarding the cost of extending electricity over long distances, the commune will coordinate with the Electricity Department to find solutions to reduce costs for households. The payment of policies for meritorious people is delayed due to the review process after the merger of units, the commune commits to promptly remedy the situation. Regarding the shortage of health insurance drugs, people are requested to report directly so that the commune can promptly coordinate to handle the situation. As for the damaged canal and dyke system, the commune has a repair plan but has not been assigned as the investor; it is expected that by 2026 it will be assigned by the province to implement.
At the meeting, Mr. Pham Hung Thai, Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Tay Ninh province emphasized: The delegation will receive, research and assign the Department of Home Affairs to coordinate with the commune to review, if there is enough basis, it will propose to the National Assembly and competent agencies to supplement support policies for subjects participating in military service in the period 1979 - 1989.
Regarding the shortage of health insurance drugs and the capacity of the grassroots health system not meeting the demand, Mr. Thai affirmed that the Central Government has a direction to resolve the issue in the coming time. In the immediate future, the commune needs to review the current situation, assess the strengths and limitations, and report to the Department of Health to promptly find solutions; at the same time, focus on promoting internal resources and improving the professional qualifications of the medical staff to better serve the people during the period of waiting for large investments.
Regarding the reflection on the procedure for granting Land Use Right Certificates when inheriting, which requires taking photos of graves, Mr. Thai said that this is a mechanical regulation, causing frustration for the people; he requested the Chairman of the Commune People's Committee to check, if any unreasonable things are discovered, he should propose adjustments to both ensure the rights of the people and meet the requirements of administrative reform, avoiding causing trouble. Regarding the procedure for bank maturity, Mr. Thai requested the commune to assign officers of the Public Administration Center to resolve it quickly, limit the delay, and create maximum convenience for the people.
Regarding the West Canal bank road in An Tho hamlet, Mr. Thai emphasized that this is an urgent need; he requested the commune to urgently survey the number of affected households and coordinate with the Irrigation Enterprise to consider capital sources for early repair. Regarding large transport vehicles causing damage to the road, in the immediate future, the commune needs to coordinate with related enterprises to support and handle the problem immediately while waiting for a long-term investment project.
Regarding the issuance of Land Use Right Certificates at Ninh Dien Youth Village, Mr. Thai said that the Delegation will recommend that the authorities review, measure and soon issue Land Use Right Certificates to the people.
