The Department of Education and Training (DET) of Dak Lak province has issued a document guiding the implementation of collections and rectifying overcharging in educational institutions from the 2025-2026 school year.

Accordingly, for other services, including school boarding and after-hours childcare, the Department of Education and Training requires schools to comply with Resolution No. 34/2023 of the People's Council of Phu Yen province (old).
According to Resolution 34, the cost of hiring a cook and organizing the management of boarding students' meals and accommodation is 120,000 VND/student/month and purchasing supplies and equipment for boarding students is 100,000 VND/student/year.
Receiving the guidance document, many schools in Dak Lak province were "confused" because they thought the above fee was too low and could not maintain boarding activities for students.
A leader of Nguyen Duc Canh Primary School (Buon Ma Thuot Ward) said the school has about 940 boarding students with 20 catering staff and nannies.
"In reality, employees work 8-10 hours a day. If we follow the Department of Education and Training's guidelines, the employee's salary will be just over 2 million VND/month. At this time, many people will definitely quit their jobs and the school will not be able to organize boarding schools" - the school leader informed.
According to a report from Tran Phu Primary School (Buon Ma Thuot ward), with a collection rate of 120,000 VND/student/month, the actual salary for a service staff is only over 2.8 million VND/month.
In addition, this school plans to build 27 double beds for students to take naps, but the amount collected according to the Department's document is only enough to buy cooking utensils, blankets, pillows, and mats, but not enough to build beds.
"The school encountered many difficulties and problems in contracting labor to organize lunch and break for students and investing in purchasing initial facilities for them" - the school's report stated.
Many school leaders in Dak Lak believe that the fee according to Resolution 34 is lower than the regional minimum wage according to Decree 128 of the Government, which is unreasonable. In addition, the fee for facilities of 100,000 VND/student/year is low, causing difficulties in purchasing facilities and providing quality boarding services for students.
"I do not understand why the Dak Lak Department of Education and Training is applying Resolution 34 issued in 2023 while since July 1 this year there has been a decree on regional minimum wages. Therefore, we hope the Department will review and adjust to suit" - a primary school leader expressed his opinion.
Mr. Nguyen Ngoc Lan, Vice Chairman of Buon Ma Thuot Ward People's Committee, confirmed that the ward has received many complaints from principals. The schools all said that the fee is too low, not suitable for the area and not enough to ensure the maintenance of the boarding kitchen. Therefore, he directed the professional agency to base on the reality to prepare a document for the ward to send to the Department of Education and Training and report to the Provincial People's Committee for consideration.
The representative of the Dak Lak Department of Education and Training said that the unit has grasped the information about the Department's document guiding revenue and expenditure at the beginning of the school year. This person explained that the old Dak Lak province does not have a resolution regulating revenue and collection levels for services serving and supporting educational activities in schools. Therefore, the Dak Lak Department of Education and Training will advise on adjusting Resolution 34 to suit the actual situation.
