Vehicle registration and license plate fee collection levels from October 22, 2023
(1) For cars:
- Passenger cars with 9 seats or less (including pickup trucks):
+ Area I: 20 million VND/time/vehicle (current Circular 229/2016/TT-BTC stipulates the collection level of 2 million - 20 million VND/time/vehicle)
+ Area II: 1 million VND/time/car
+ Area III: 200,000 VND/time/car
- Trailers and semi-trailers registered separately:
+ Area I: 200,000 VND/time/vehicle (currently regulated fee is 100,000 - 200,000 VND/time/vehicle)
+ Area II: 150,000 VND/time/car
+ Area III: 150,000 VND/time/car
- For other cars:
+ Area I: 500,000 VND/time/vehicle (currently regulated fee is 150,000 - 500,000 VND/time/vehicle)
+ Area II: 150,000 VND/time/car
+ Area III: 150,000 VND/time/car
(2) For motorcycles:
- Value up to 15 million VND:
+ Area I: 1 million VND/time/vehicle (currently regulated collection rate is 500 thousand - 1 million VND/time/vehicle)
+ Area II: 200,000 VND/time/car
+ Area III: 150,000 VND/time/car
- Value from 15 million VND to 40 million VND:
+ Area I: 2 million VND/time/vehicle (currently regulated collection rate is 1 million - 2 million VND/time/vehicle)
+ Area II: 400,000 VND/time/car
+ Area III: 150,000 VND/time/car
- Value over 40 million VND:
+ Area I: 4 million VND/time/vehicle (currently regulated collection rate is 2 million - 4 million VND/time/vehicle)
+ Area II: 800 thousand VND/time/car
+ Area III: 150,000 VND/time/car
(3) For three-wheeled motorbikes specifically for the disabled: Exempt from fees (currently the fee is 50,000 VND/time/vehicle)
Note: The above fee rates are applied uniformly throughout the country. In provinces and centrally run cities that have issued legal documents stipulating fee rates different from the above regulations on the basis of specific mechanisms and policies permitted by the National Assembly to be applied locally, the fee rates prescribed in such legal documents shall apply.
Cases exempted from vehicle registration and license plate fees from October 22
Pursuant to Article 6 of Circular 60/2023/TT-BTC, the following cases are exempt from vehicle registration and license plate fees:
(i) Diplomatic missions, consular offices, representative offices of international organizations belonging to the United Nations system.
(ii) Diplomatic officers, consular officers, technical administrative staff of foreign diplomatic missions and consular offices, members of international organizations within the United Nations system and their family members who are not Vietnamese citizens or do not permanently reside in Vietnam are granted diplomatic identity cards, official identity cards or consular certificates by the Ministry of Foreign Affairs of Vietnam or local foreign affairs agencies (authorized by the Ministry of Foreign Affairs).
In this case, when registering for a certificate or vehicle license plate, the registrant must present to the registration agency a diplomatic identity card, official identity card or consular certificate according to the regulations of the Ministry of Foreign Affairs.
(iii) Other foreign organizations and individuals (representative agencies of intergovernmental international organizations outside the United Nations system, representative agencies of non-governmental organizations, delegations of international organizations, members of other agencies and organizations) not subject to the subjects specified in points (i) and (ii), but are exempted from paying or do not have to pay fees for granting vehicle registration certificates and license plates according to international commitments, international treaties to which the Socialist Republic of Vietnam is a member or international agreements between the Vietnamese signatory and the foreign signatory. In this case, the organization or individual must provide the registration agency with: A copy of the international commitment, international treaty or international agreement.
(iv) Three-wheeled motorbikes specially designed for the disabled (currently not exempted).
Note about areas I, II and III when registering a vehicle
Regions I, II and III are determined by administrative boundaries, specifically as follows:
- Region I includes: Hanoi City, Ho Chi Minh City including all districts and counties under the city regardless of inner city or suburbs.
- Region II includes: Centrally-run cities (except Hanoi and Ho Chi Minh City) including all districts and counties under the city regardless of inner city or suburb; provincially-run cities and towns including all wards and communes under the city or town regardless of inner city or suburban wards or communes.
- Area III includes: Areas other than Area I and Area II mentioned above.
Organizations and individuals with headquarters or residence in any area must pay fees for vehicle registration certificates and license plates according to the prescribed fee rates corresponding to that area.
In the case of granting registration certificates and license plates for new vehicles that win auctions, the winning organization or individual must pay the fee for granting registration certificates and license plates for vehicles as follows: Registration for granting certificates and license plates in area I applies the fee rate in area I; registration for granting certificates and license plates in areas II and III applies the fee rate in area II.
For police cars and motorbikes used for security purposes registered in area I or registered at the Traffic Police Department, Ministry of Public Security, the fee rate in area I will apply.
The value of a motorbike used as the basis for applying the fee for vehicle registration certificate and license plate is the price for calculating the registration fee at the time of registration.
