On September 3, Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1891/QD-TTg of the Prime Minister approving the Plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Public Security in 2025.

Accordingly, the Prime Minister has approved the reduction and simplification of administrative procedures related to production and business activities in three areas: Electronic identification and authentication; immigration management; and ensuring traffic order and safety.

Reduce the time to issue Certificate of eligibility to conduct electronic authentication service business

Specifically, for the procedure of issuing a Certificate of Eligibility for Electronic Authentication Services Business, the processing time is reduced from 46 days to 31 days. The procedure of changing the Certificate of Eligibility for Electronic Authentication Services Business reduces the processing time from 40 days to 27 days. The procedure of reissuing a Certificate of Eligibility for Electronic Authentication Services Business reduces the processing time from 3 days to 2 days.

Shorten the time for issuing, reissuing and exchanging driving licenses

The Prime Minister also approved a reduction in the time for processing procedures for granting a driving license from 7 working days to 4.5 working days (a reduction of 2.5 working days); a reduction in the time for processing procedures for exchanging a driving license from 5 working days to 3.5 working days (a reduction of 1.5 working days); a reduction in the time for processing procedures for re-issuing a driving license from 5 working days to 3.5 working days (a reduction of 1.5 working days).

At the same time, the Prime Minister also decided to abolish the procedure for re-issuing a driving test license for type 1, type 2, and type 3 driving test centers in cases where the license is damaged, lost, or the name of the testing center is changed because when the paper version of the driving test license is damaged or lost, the electronic version will be used; in case of changing the name of the testing center, it will be adjusted in the electronic environment.

According to the plan to simplify administrative procedures, the procedures: First-time online vehicle registration for domestically assembled and imported vehicles; changing and re-issuing vehicle registration certificates and license plates using partial or direct online public services;... are supplemented with regulations that vehicle registration results are integrated on the individual's VNelD and vehicle registration fees and charges are reduced by 30% according to the fees and charges currently applied in provinces and centrally run cities.

At the same time, the Prime Minister approved a 30% reduction in vehicle registration fees and charges according to the fees and charges currently applied in provinces and centrally-run cities when performing the following procedures: Temporary vehicle registration is performed using the full online public service; temporary vehicle registration is performed using the partial online public service or directly.

Pilot vehicle ownership transfer on the Public Service Portal

Regarding the procedure for issuing vehicle registration certificates and license plates in case of change of vehicle owner (vehicle name transfer registration), the simplified contents include: Piloting the implementation of electronic ownership transfer transactions for vehicle name transfer on the Public Service Portal; implementing the implementation in localities with complete marriage data.

Replacing notarized and certified vehicle sales contracts with electronic data to transfer vehicle ownership on the Public Service Portal aims to save costs and implementation time for people.

Supplementing regulations on vehicle registration results being integrated on individual VNelD and reducing vehicle registration fees by 30% according to the fees and charges currently applied in provinces and centrally run cities.
