Bac Ninh Provincial Party Congress: Striving to become a centrally-run city before 2030

After 2 days of urgent and serious work, on the afternoon of September 30, the 1st Bac Ninh Provincial Party Congress, term 2025-2030, completed the entire program and was a great success.

The Congress announced the Politburo's Decision to appoint Senior Lieutenant General Nguyen Hong Thai, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense to cease participating in the Central Military Commission for the 2020-2025 term, cease holding the position of Deputy Minister of National Defense and related positions according to the structure; transfer, assign, and appoint to participate in the Executive Committee, Standing Committee of the Provincial Party Committee, hold the position of Secretary of the Bac Ninh Provincial Party Committee for the 2025-2030 term and appoint to participate in the Party Committee of Military Region 1.

On the same day, the Politburo decided to transfer, assign, and appoint comrade Nguyen Van Gau, member of the Party Central Committee, Secretary of the Bac Ninh Provincial Party Committee, to join the Central Military Commission for the 2025-2030 term; comrade Nguyen Van Gau will continue to direct the 1st Bac Ninh Provincial Party Congress. After the end of the congress, comrade Nguyen Van Gau will receive a new assignment.

The Congress also announced the Politburo's Decisions on appointing members of the Executive Committee, Standing Committee, and Deputy Secretary of the Bac Ninh Provincial Party Committee for the 2025-2030 term. Accordingly, the Executive Committee of the Bac Ninh Provincial Party Committee for the 2025-2030 term consists of 71 comrades; the Standing Committee of the Provincial Party Committee consists of 18 comrades; the Bac Ninh Provincial Party Committee's Inspection Committee consists of 14 comrades, comrade Tran Huy Phuong holds the position of Chairman of the Provincial Party Committee's Inspection Committee and 7 Vice Chairmen. 37 official delegates and 1 alternate delegate were appointed to attend the 14th National Congress of the Party.

In the closing session, the Congress voted to approve the draft Resolution, agreeing on the basic contents of the assessment of the results of 5 years of implementing the Resolution of the Provincial Party Congress for the 2020-2025 term; the viewpoints, goals, tasks and solutions for the 2025-2030 term stated in the Political Report of the Provincial Party Executive Committee (after the merger) for the 2020-2025 term presented to the Congress.

The 1st Congress of Bac Ninh Provincial Party Committee determined the general goals for the coming term as follows: Building a united, clean and strong Party Committee and political system of Bac Ninh province; rapid, comprehensive and sustainable socio-economic development; ensuring national defense and security; constantly improving and enhancing the material and spiritual life and living environment of the people; confidently moving forward with the whole country in the new era of national development; making Bac Ninh a centrally-run city before 2030 and by 2045 a green, civilized city imbued with Kinh Bac cultural identity.

Specifically, the Congress set out 26 specific targets for 2030, including 10 economic targets, 7 social targets, 5 environmental targets, 3 targets for Party building and the political system, and 1 target for security. On that basis, the Congress set out 5 key tasks, 3 breakthroughs, and 4 main groups of solutions for the 2025-2030 term.

Firstly, continue to promote the building and rectification of a clean and strong Party and political system in all aspects; focus on perfecting a streamlined organizational apparatus that operates effectively, efficiently and effectively; improve the quality of Party organizations and Party members; consolidate and strengthen the people's trust and attachment to the Party and the political system.

Second, restructure the economy, establish a growth model based on thinking and vision for a new development space. Focus on building and perfecting synchronous mechanisms and policies, resolutely remove bottlenecks, unblock resources, and promote development.

Comrade Nguyen Duy Ngoc, Politburo member, Party Central Committee Secretary, Chairman of the Party Central Committee Inspection Commission, on behalf of the Politburo and the Party Central Committee Secretariat, attended and directed the Congress.

Focus on developing the private economy quickly, sustainably and effectively; taking science, technology, innovation and digital transformation as the driving force and the most important breakthrough solution for development; improving the effectiveness of foreign affairs and international integration, focusing on economic diplomacy. Harmoniously resolving the relationship between economic growth and the effective use of natural resources and environmental protection.

Third, focus on reviewing, adjusting, and perfecting the provincial planning on the basis of inheritance and connectivity in development orientation, commensurate with the urban level of a centrally-run city, linking with the country's key growth poles; forming economic corridors to maximize the role, potential advantages of the regional level, and key national projects in the area, ensuring inclusive, harmonious, and sustainable development between regions and localities; speeding up the completion of the criteria for a class I urban area and a centrally-run city.

Fourth, strongly and comprehensively develop the cultural values ​​and people of Bac Ninh province, aiming at the values ​​of "truth - goodness - beauty", imbued with national spirit and homeland identity, becoming an important driving force, endogenous strength to promote sustainable socio-economic development of the province; ensure rights to health, culture, education and social security, improve the material and spiritual life of the people of all ethnic groups in the province.

Fifth, continue to build a strong, comprehensive, revolutionary, disciplined, elite, and modern armed force; build Bac Ninh province into a secure, safe, friendly, and integrated one; promote the role of foreign affairs in socio-economic development.

In his closing speech at the Congress, comrade Nguyen Van Gau, Secretary of the Bac Ninh Provincial Party Committee, emphasized that the documents approved by the 1st Congress were collective works, crystallizing wisdom, demonstrating the will, belief, and development aspirations of the Party Committee and people of all ethnic groups in the province, determined to turn Bac Ninh into a centrally-run city before 2030.
