
The working group surveyed the entire project route, starting from the Luong Son - National Highway 1 intersection to the end of the route.
Through on-site inspection, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep assessed that although the project progress has changed, it is still slow, many construction items are still in disarray, while site clearance work has not been completed along the entire route. Some sections have been handed over but there are no construction workers.

According to the design, the National Highway 28B Upgrade and Expansion Project is about 68km long, of which the Km0-Km28 section is a level 3 plain road, the Km28-Km69 section is a level 3 mountainous road, with asphalt concrete road surface structure.

Lam Dong Department of Construction said that up to now, the locality has reclaimed and mobilized people to hand over the land for 62/68km (91.17%), the remaining 6km are mainly densely populated sections in Luong Son commune.

Representatives of the People's Committees of the communes said that site clearance work still faces many difficulties, which is the main reason for the slow progress of the project.

After the field survey, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep had a working session with Project Management Board 5, departments and localities where the project passes through.

According to the report of Project Management Board 5, up to now, the project implementation value has reached about 615/1,083 billion VND (excluding contingency), equivalent to 57% of the contract value. Of which, the asphalt concrete pavement has reached 37.65 km (54%), while the bridge and alignment works are still under construction but the progress is still slow.

At the meeting, representatives of the People's Committees of the communes reported on the progress of site clearance and the difficulties that caused the work to be slow in some sections. The construction unit admitted that some items were still slow, and pledged to speed up the progress in areas where the site was available; at the same time, it recommended that the province promptly hand over the remaining areas.
Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep acknowledged the efforts of localities and the Project Management Board in removing difficulties and promoting progress. Up to now, the communes have basically resolved most of the problems related to land clearance, relocation of electric poles and clearance of areas related to railway signals.
Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep emphasized that accelerating the progress of the National Highway 28B upgrading and renovation project is an urgent task, contributing to ensuring convenient traffic, inter-regional connectivity and promoting socio -economic development.
The Ministry of Construction also requested that the Project must be completed in 2025. Therefore, he requested that departments, branches, localities and construction units make more efforts and implement urgently and resolutely to ensure progress.
The Vice Chairman of the Provincial People's Committee requested the communes, the Compensation and Site Clearance Board and the Project Management Board to complete all site clearance work in October. In particular, the investor was required to review and reorganize construction on site; strictly handle contractors who do not implement on schedule; and at the same time, have alternative plans to speed up the project implementation progress.
