Adjusting provincial planning must find the most optimal solution.

The Chairman of the Provincial People's Committee requested to develop scenarios and roadmaps for each option in the work of adjusting the Lam Dong Provincial Planning for the period 2021 - 2030, with a vision to 2050, in order to find the most optimal option to ensure the quality of Lam Dong Provincial Planning, promoting the potential, natural advantages and the role and position of the province, with a long-term and sustainable vision.

Provincial planning adjustments are required to be inheritable, but have breakthrough ideas to effectively promote resources.

Orientation of planning adjustment work

Previously, the Government Office issued Notice No. 412/TB-VPCP dated August 11, 2025, requesting: Urgently review and adjust the planning of provinces and cities in accordance with the new administrative boundaries and the organization of two-level local governments, in order to develop the economy - society, ensure national defense - security. The planning adjustment must be strictly implemented according to regulations, but must not be delayed, disrupting the development programs and plans being implemented in the area; to be completed before December 31, 2025. Resolution No. 66.2/2025/NQ-CP dated August 28, 2025 of the Government stipulates the contents of handling difficulties and problems in adjusting national planning, regional planning, provincial planning, period 2021 - 2030 that have been decided or approved before July 1, 2025 when implementing the arrangement of administrative units and organization of 2-level local government during the period when the Law on Planning (amended) has not been promulgated, in order to ensure consistency, unity, inheritance, and stability in the national planning system.

After the Government 's Notice No. 412 and Resolution No. 66.2, the Provincial People's Committee directed the Department of Finance and relevant units to proactively review and update relevant contents to adjust the provincial planning. At the same time, the Department of Finance was assigned to preside over and coordinate with relevant units to review and report on the work of establishing and adjusting the provincial planning and other relevant planning, and report to the Provincial Party Standing Committee on the work of establishing and adjusting the planning for the period 2021 - 2030, with a vision to 2050.

The Provincial People's Committee has directed departments, branches, People's Committees of communes, wards and special zones to continue to effectively implement the approved provincial planning to ensure that it does not affect the progress of projects, programs and tasks that have been decided and approved according to the provisions of Resolution No. 227/2025/QH15 dated June 27, 2025 of the National Assembly ; at the same time, directed the review of the provincial planning contents that need to be adjusted.

Next, the Provincial People's Committee issued Plan No. 2389/KH-UBND dated August 25, 2025 on implementing the adjustment of Lam Dong province's planning, period 2021 - 2030, vision to 2050 and established the Council for appraising the adjusted provincial planning estimate and the Steering Committee for preparing the adjusted provincial planning.

Many planning adjustments

In addition to technical and statistical contents such as: collection and processing of documents and data; reviewing, analyzing, evaluating and forecasting specific factors and conditions of the province in the new context; assessing the current status of socio-economic development, current status of land use, current status of urban and rural systems... Re-evaluating the role and position of the province in relation to the region and the country; synthesizing strengths, weaknesses, opportunities and challenges; key issues that need to be addressed in the province's planning in the new context to 2030 with a vision to 2050. At the same time, adjusting the development perspective, development goals of the province to 2030, with a vision to 2050; key tasks and breakthroughs... related to the development orientation of important sectors and fields in the province that have been mentioned...

Many adjusted contents are focused on such as plans for organizing socio-economic activities; planning of urban and rural systems and functional areas; plans for environmental protection, nature conservation and biodiversity; protection, exploitation and use of resources; exploitation, use and protection of water resources; prevention and overcoming of consequences of damage caused by water; prevention and control of natural disasters and response to climate change in the area; adjustment of land use allocation and zoning plans... The adjusted contents will affect the province's project portfolio and implementation priority order; map system, diagrams and planning database.

The most discussed issue in the meeting on the planning adjustment of Lam Dong province for the period 2021 - 2030, with a vision to 2050, was the selection of a consulting unit to prepare the planning adjustment and the bidding method. Accordingly, with the nature of the planning adjustment work, it is possible to carry out bidding; but at present, choosing a consulting unit to prepare the planning adjustment is difficult because the planning period is too short, the planning work must be careful to ensure sustainable inheritance, ensure the quality of the planning, provide appropriate strategic development orientations... while still having breakthrough ideas, commensurate with the potential strengths of the province after the merger...
