Recently, Associate Professor Huynh Quyet Thang, Director of Hanoi University of Science and Technology, signed Decision No. 12160/QD-DHBK promulgating the academic integrity regulations of Hanoi University of Science and Technology. With this regulation, Hanoi University of Science and Technology is the first training and research institution in the country to require "not to buy or sell scientific research results in any form".

One week after joining the Ministry of Science and Technology and the Ministry of Education and Training in organizing a workshop on integrity in research, Hanoi University of Science and Technology issued regulations on scientific integrity.

Do not publish scientific products for hire or through others

According to Decision 12160, Hanoi University of Science and Technology sets out 12 requirements in Article 4 regulating the Code of Conduct in scientific research and training activities that staff, lecturers, students, etc. of the University must implement. One of the 12 requirements is "not to buy or sell scientific research results in any form" (Clause 9).

With the requirement of "honesty and transparency" (clause 6) in the research process, Hanoi University of Science and Technology has listed the acts of plagiarism and self-plagiarism that are strictly prohibited. Accordingly, the scope of the concept of plagiarism is not only copying (verbatim or in part) from others, or citing sources inaccurately/incompletely... but also "using and publishing products that are hired or done by others under one's own name".

Regarding the status of authors and co-authors of scientific works, Hanoi University of Science and Technology requires "not to arbitrarily include other people's names, not to forge other people's signatures in the list of research members, project files, and science and technology (KHCN) tasks, not to include unrelated people in the list of research members", "must have the opinions of co-authors on whether or not to include their names in scientific publications if there is no other agreement", "comply with copyright regulations when publishing academic products"...

In addition, Hanoi University of Science and Technology also requires its staff, lecturers, and students to "respect other people's ideas; not copy or turn other people's ideas into their own ideas or proposals", "not fabricate or falsify research subjects, research data, scientific records and resumes"...

Do not engage in writing or research for hire in any form.

One of the 12 requirements in Article 4 of Decision 12160, Hanoi University of Science and Technology stipulates: "Staff of Hanoi University of Science and Technology must write the name of the unit as Hanoi University of Science and Technology in scientific publications, and must not write the name of the unit as an organization or unit other than Hanoi University of Science and Technology.

For staff who are graduate students, doctoral students, post-doctoral researchers at other domestic and international educational and training institutions, they can register at the same time at Hanoi University of Science and Technology and the educational and training institution where they are studying and researching. Graduate students and doctoral students of the University can register at the same time as Hanoi University of Science and Technology and their work unit.

The requirement to correctly state the name of the working organization along with the author's name when publishing scientific works is emphasized once again in Clause 4, Article 5 (LCHT in scientific research and training cooperation): "In published products, the name of the unit must be stated as Hanoi University of Science and Technology and the name of the unit or organization that has a cooperative relationship according to the cooperation agreement/contract may be stated. In other cases, this can only be done with written approval from the Director of Hanoi University of Science and Technology".

Also in Article 5, Hanoi University of Science and Technology requires staff, lecturers, and students to "respect and uphold the spirit of integrity of Polytechnicians in all academic cooperation and association activities", "not to arbitrarily transfer ideas and research tasks registered after participating in the association agreement/contract to partners or third parties without permission from the competent authority of the University". In particular, staff, lecturers, and students... of Hanoi University of Science and Technology "do not participate in writing/researching for hire, encourage, or support violations of LCHT in any form".

Violations of LCHT may be subject to criminal prosecution.

It can be seen that Decision 12160 has quite complete content related to handling violations if there are any non-LCHT behaviors. It stipulates the roles and tasks of the functional departments of Hanoi University of Science and Technology. Accordingly, the focal points for receiving information about signs/violations of LCHT include the two departments of Science and Technology (related to research products) and Training (related to training products); the Inspection, Legal, and Internal Audit departments are the focal points for receiving petitions, comments, recommendations, complaints, and denunciations of behaviors with signs of LCHT violations throughout the University.

Individuals inside and outside Hanoi University of Science and Technology have the right to reflect, make recommendations, complain, and denounce acts that show signs of violating the Code of Conduct by cadres, civil servants, and students of Hanoi University of Science and Technology.

At the same time, Hanoi University of Science and Technology will have a scientific integrity advisory council whose function is to advise the Director of Hanoi University of Science and Technology in assessing and evaluating the level of violations of scientific integrity.

After receiving information about signs of LCHT violations, the receiving unit will make a preliminary assessment, work with relevant individuals, make a record of the incident and report to the University Director. Depending on the severity of the incident and supporting documents, the University Director will direct the consultation of the council or assign the relevant departments to propose a handling plan.

Depending on the nature and severity of the violation, the violator will be subject to disciplinary action or transferred to a competent authority for administrative or criminal handling in accordance with the provisions of law and the rules and regulations of Hanoi University of Science and Technology.

Individuals who violate the Code of Conduct may also be subject to additional sanctions according to specific regulations of each field: scientific research, training, emulation and rewards... Academic products determined to violate the Code of Conduct must be edited, supplemented, or revoked according to the decision of the director of Hanoi University of Science and Technology.
