Where there is leadership, there is control.

For the first time since the province's re-establishment, the Quang Nam Provincial Party Committee has issued a specialized Resolution on inspection work (KT-GS) and Party discipline for 2021 - 2025 and focused on directing comprehensive implementation in all fields, with the viewpoint that where there is leadership, there is KT-GS.

To concretize this viewpoint, Quang Nam has established a working group to assist the Party's internal affairs work of the district-level Party Committee, which has been put into regular operation, and has initially proactively advised the Party Committee's Standing Committee to lead and direct agencies, units, and localities to thoroughly grasp and seriously implement documents and regulations of all levels on internal affairs work, anti-corruption and negativity.

In Que Son, the Party Internal Affairs Working Group advised and directed the inspection of land procedure settlement at units and localities; reviewed the contents of inspection, supervision, especially in areas prone to violations and pressing issues of concern to cadres, party members and people.

Including: inspecting the implementation of the BBB cattle production and breeding plan (Que An); directing the review and final handling of inspection conclusions and recommendations of the State Audit.

Talking about the effectiveness of the working group after more than a year of establishment, Mr. Dinh Nguyen Vu - Secretary of Que Son District Party Committee said that the working group has helped to seriously urge the implementation of inspection and supervision work, focusing on implementing the conclusions after inspection and supervision.

Advise and direct grassroots party organizations, agencies and units to continue to effectively implement the emulation plan on directly detecting and advising on handling corruption and negative cases and complex, prominent issues of security and order in the district in the period of 2022 - 2025.

Monitor and urge the resolution of petitions, anti-corruption and anti-negativity work, and monitor 6 cases assigned by the Standing Committee of the District Party Committee. Up to now, the Standing Committee of the District Party Committee has proposed and agreed to remove 3 cases from the monitoring list of the team.

In recent times, the coordination between the Party Committee's Inspection Committee (IC) and relevant agencies has basically been tight, synchronous, and effective, limiting overlaps and duplication in performing functions and tasks, contributing to improving the quality of the Party's inspection and supervision work.

Quang Nam strengthens inspection and supervision, Party discipline, and the fight against corruption and negativity in accordance with the Central Committee's directive that inspection and supervision be expanded, but must have a focus and key points. Focus on inspection and supervision in areas prone to violations, on the responsibilities of leaders and key officials at all levels in the assigned fields and areas; on pressing, prominent issues with many public opinions.

According to Mr. Truong Cong Thanh - Chairman of the Duy Xuyen District Party Committee's Inspection Commission, the Standing Committee of the District Party Committee regularly leads and directs the District Party Committee's Inspection Commission and relevant agencies to strictly implement the contents of the regulations; organizes conferences to review and evaluate the results achieved, points out the limitations and shortcomings in the implementation process and discusses solutions to overcome them.

Agencies promptly provide information and documents to promptly detect, inspect, review and handle violations of party organizations and party members. In the first 6 months of 2024, there were 4 cases of party members being prosecuted by the People's Procuracy, the District Party Committee's Inspection Commission suspended party activities according to its authority. Party committees and Inspection Commissions from the district to the grassroots level disciplined 11 party members.

The content of the KT-GS focused on areas and areas prone to negativity, places with prominent problems, causing outrage in society; many complicated, pending, long-standing cases of public concern were examined, concluded and thoroughly handled.

Party organizations, cadres, and party members who violate discipline are handled in accordance with the Party's guidelines, processes, principles, and procedures, and strict discipline and order is maintained. Inspection and supervision, and the fight against the abuse of power and position in personnel work are taken seriously, contributing to correcting limitations and shortcomings, and having the effect of warning, deterring, and preventing violations in personnel work.

According to the Standing Deputy Head of the Provincial Party Committee's Inspection Commission Nguyen Quang Khanh, Party committees, Party organizations, and Inspection Commissions regularly disseminate and propagate the work of inspection, supervision, and Party discipline, creating a strong change in awareness, responsibility, and political determination of cadres and Party members, especially the heads of Party committees, Party organizations, agencies, units, and localities.

Most of the annual economic and technical programs and plans of Party committees, Party organizations, and Inspection Commissions at all levels have a focus and key points and are basically implemented to ensure progress, quality, and efficiency are improved.

The Party Inspection Committees at all levels have directed, monitored, and guided the Party Committees and the lower-level Party Inspection Committees to perform their tasks well in accordance with Regulation No. 195, dated June 18, 2019 of the Secretariat on the direction of the higher-level Party Inspection Committees to the lower-level Party Inspection Committees in the work of Party inspection, supervision, and discipline, and Regulation No. 22, dated July 28, 2021 of the Party Central Committee on the work of Party inspection, supervision, and discipline.

In particular, directing the lower-level Party Inspection Committee to carry out the key task of inspecting lower-level Party organizations and Party members when there are signs of violations, providing professional guidance on the review process, disciplinary action, and resolution of related complaints.

"Strengthening close coordination between the Party's economic and supervision work with the State's inspection and audit work, investigation, prosecution and trial of law enforcement agencies and supervision of the People's Council, the Fatherland Front and socio-political organizations," Mr. Khanh emphasized.

From the beginning of the 2020 - 2025 term up to now, Party committees and Party organizations at all levels have inspected the implementation of Party policies and regulations for 1,662 Party organizations and 3,795 Party members; inspected signs of violations of 12 Party organizations and 27 Party members; supervised 1,532 Party organizations and 3,179 Party members on specialized topics. Party committees' inspection committees at all levels inspected 213 Party organizations and 642 Party members when there were signs of violations... Through inspections, Party committees, Party committees' inspection committees at all levels and Party cells have disciplined 11 Party organizations (8 reprimands, 3 warnings) and 940 Party members (693 reprimands, 142 warnings, 14 dismissals, 91 expulsions) according to their authority.
