OCOP Ninh Binh 2025: Promoting local values, enhancing agricultural product brands

Implementing Decision No. 1569/QD-TTg of the Prime Minister and Plan No. 101/KH-UBND dated October 12, 2025, Ninh Binh province is simultaneously implementing the "One Commune One Product" (OCOP) Program in 2025 with the determination to create a new breakthrough in rural economic development after administrative unit rearrangement.

This year's program is considered an important turning point, not only elevating local products but also affirming a sustainable direction: from ecological agriculture to multi-value economy , linking production with tourism and indigenous culture.

Unleashing potential - Increasing the value of hometown products

From traditional craft villages, typical raw material areas to small-scale production facilities, OCOP Ninh Binh in 2025 aims to develop at least 10-20 products with 3 stars or more, of which 1-2 products are eligible to be proposed for 5-star recognition by the Central Government.

The new point this year is that the program is closely linked to the administrative arrangement process. The merged communes and wards will review and develop potential products associated with local advantages - such as clean agricultural products, handicraft products, processed foods, or typical tourist gifts.

“OCOP is not only an agricultural program but also a community program,” emphasized a representative of the Department of Agriculture and Environment. Each OCOP product is the crystallization of indigenous knowledge, skills and creativity of rural people.

At the same time, the province encourages production entities to apply technology, digital transformation, trace origin and register for intellectual property protection, in order to improve the reputation, quality and competitiveness of products in the market.

Synchronized implementation – Taking OCOP further

Right from the beginning of the fourth quarter of 2025, localities have urgently established Steering Committees, provided professional training and supported subjects in completing product dossiers. In communes and wards, the OCOP atmosphere has become vibrant with people's meetings, consulting conferences, and product exhibition fairs.

Ms. Nguyen Thi Thoa - owner of Gia Vien vermicelli production facility shared: "We are carefully instructed from design, labeling to food safety assurance process. Participating in OCOP helps products have the opportunity to enter supermarkets and connect with local tourism."

The plan specifies the progress: commune level to complete the dossier before October 20, evaluation and classification at provincial level before December 31, 2025. Products that score from 90 to 100 points will be proposed to the Central Government for national OCOP recognition.

To support consumption, the province has stepped up trade promotion, connecting supply and demand, participating in fairs inside and outside the province, and expanding the points of introduction and sale of OCOP products that meet the standards of the Ministry of Industry and Trade. In particular, OCOP Ninh Binh will be connected with tourism, becoming a "gift carrying the soul of Ninh Binh" in the journey of tourists.

Sustainable development – ​​Enhancing the OCOP Ninh Binh brand

Not only stopping at product recognition, Ninh Binh focuses on maintaining, checking and monitoring quality after being classified. Products that do not meet standards will be recalled, and the province will publicize the inspection results on the OCOP data system.

The Department of Agriculture and Environment plays a focal role, coordinating with departments and branches such as Science and Technology, Industry and Trade, Tourism, Health... to accompany OCOP subjects throughout the entire cycle - from ideas, production to market.

Funding is allocated in the 2025 budget estimate, while additional funding is mobilized from projects and legal socialized sources. The goal is to build a modern, transparent OCOP ecosystem, strongly applying digital transformation and product traceability.

With a new approach, the Ninh Binh OCOP program not only creates economic value but also has profound social significance: preserving the homeland's identity, improving the lives of rural people and affirming the position of Ninh Binh products on the national OCOP map.
