Sharing with Thoi Dai, Mr. Nguyen Chien Thang, Deputy Secretary of Quang Tri Provincial Party Committee, recently affirmed that after 3 months of operating the new government model, localism does not exist among cadres, party members and people of all walks of life in the province.

-Sir, after the merger of Quang Binh and Quang Tri, many development opportunities for the province have been mentioned. However, opportunities always come with challenges, so what are the outstanding challenges that you and the Standing Committee of the Provincial Party Committee pay special attention to?

- The merger of Quang Binh and Quang Tri provinces into the new Quang Tri province opens up many opportunities for the province to develop in a new space with many new potentials and advantages. However, along with that, there are also many challenges for the Party Committee and the People of the province, including 2 outstanding challenges that need special attention.

Firstly, after the merger, although the space has been expanded with many potentials and advantages, Quang Tri still faces the risk of falling behind economically compared to other provinces in the region. In fact, in recent times, the Party Committee, government and people of the province have made many efforts to promote socio-economic development and improve people's lives, but the results achieved are still modest.

Therefore, one of the problems for the Provincial Party Committee in the 2025 - 2030 term is how to lead and direct the promotion of a positive, proactive and creative spirit to effectively exploit the potentials and strengths of the province, especially in the fields of energy, logistics, tourism, green agriculture, creating breakthrough development for Quang Tri to become a new growth pole in the Central region.

Second, promoting the effectiveness and efficiency of the merged apparatus when operating the two-level local government to ensure the leadership, direction and management role of Party committees and authorities at all levels in implementing goals and tasks. To do so, the arrangement of the apparatus organization must be very methodical and scientific, avoiding overlap, while at the same time consolidating and strengthening solidarity and unity in leadership and direction is an important requirement to develop the province into a strong and prosperous one.

-One of the key issues raised by General Secretary To Lam on June 29, 2025, right before the implementation of the two-level government model, is the vital significance of solidarity with localities after the merger. How do you disseminate this content in the Provincial Party Committee?

- In the article "The Power of Unity", the General Secretary emphasized that "History has assigned us the extremely important task of creating a streamlined, effective and efficient apparatus to meet the requirements of rapid and sustainable development of the country in the new period. To complete that task, there is no weapon more powerful and effective than the unanimity of the entire political system and the support of the entire people".

During the working session on June 25, 2025 with the Standing Committees of the former Quang Binh and Quang Tri Provincial Party Committees right before the merger, the General Secretary also emphasized the need to "firmly consolidate trust within the entire Party, promote solidarity between regions, people of all walks of life, and generations", "resolutely not to let localism, group interests, or internal divisions appear".

Thoroughly grasping this viewpoint of the General Secretary, the Standing Committee of the Quang Tri Provincial Party Committee has regularly paid attention to and focused on propaganda and education work to consolidate and strengthen solidarity and unity in the awareness, thoughts and actions of each cadre, party member and people, especially the heads of party committees and authorities at all levels. --General Secretary To Lam also raised a prominent challenge: local mentality. If this issue is not thoroughly resolved, it will have a negative impact on the unification process. How do you assess this current situation in Quang Tri?

- After the administrative boundary merger, in some places there are still certain concerns related to the new name, the location of the headquarters or the arrangement and allocation of personnel. However, thanks to good propaganda, education, raising awareness and responsibility of cadres and party members, especially the exemplary role of the leader in the merger process, a high level of unity has been created in the entire political system. Therefore, the initial concerns did not cause negative impacts. On the contrary, the positive results in all aspects of work after nearly 3 months of operating the 2-level local government model have confirmed that localism does not exist among cadres, party members and people of all walks of life in the province.

-Human psychology is the most difficult aspect to grasp and solve, and the Party leader himself expressed concern about the "fake news" after the merger. Sir, to minimize this situation, how should the cadre work in Quang Tri be carried out?

- As the General Secretary has frankly pointed out, the "fake face" mentality is one of the most complicated and difficult to resolve manifestations after the merger. Because this is not a problem of institutions or organizational models, but a problem of people, thoughts and emotions, soft factors but can create hard cracks internally if not handled skillfully.

Therefore, Quang Tri province is very aware of this issue and determines that doing a good job in personnel work is the key to minimizing the manifestations of insincerity and lack of solidarity after the merger. Therefore, personnel work is carried out with the following key points:

Firstly , we take unity and harmony as the highest principle. We not only arrange the apparatus based on titles, but also focus on creating cohesion and consensus among cadres from different localities.

Second , select cadres based on qualities and abilities, ethics and ability to gather.

Third , we encourage officials to speak the truth, give real opinions and take real actions. We organize democratic dialogues where officials from the merged localities can express their opinions and give each other constructive opinions.

Fourth, the role of the leader must be truly exemplary and impartial. The Quang Tri Provincial Party Committee pays special attention to monitoring the public ethics and leadership style of the leaders after the merger.

How has this been implemented by the Provincial Party Committee's leadership in Quang Tri to ensure solidarity, succession, and exploit the potential of youth?

- Ensuring the principles of inheritance and internal solidarity, between innovation and stability, the Quang Tri Provincial Party Committee always aims to maintain solidarity and unity in the entire political system. The selection and arrangement of cadres after the merger must be based on practical capacity, moral qualities, dedication and trust in the collective; at the same time, careful calculations must be made to avoid major disruptions, ensure organizational stability, and still create space for innovation and creativity.

- Focus on rejuvenating the staff in a selective and systematic way, based on actual capacity and ability to undertake the job. Young staff who are trained and challenged through many positions will have many opportunities to participate in key positions, especially staff with scientific and technical qualifications.
