On the Cau River, there was a particularly large flood, the water level in Thai Nguyen at 5:00 p.m. on October 7 exceeded the level III alarm by about 2.37m, about 0.56m higher than the historical flood peak in 2024 and continued to rise.
Flooding has occurred in Bac Ninh, Lang Son, Cao Bang, and is particularly serious in Thai Nguyen. Floods on the Thai Binh river system are rising, potentially threatening the safety of the dike system, including the Hanoi area.

Faced with this reality, implementing the Prime Minister 's Official Dispatch No. 189/CD-TTg, Chairman of Hanoi People's Committee Tran Sy Thanh requested Directors, Heads of departments, branches and sectors and Chairmen of People's Committees of districts, communes and wards to continue to strictly implement the direction of the Central and the City on natural disaster prevention and control, search and rescue; and at the same time urgently overcome the consequences of storms No. 10 and No. 11.
The telegram emphasized that localities must immediately deploy flood prevention and control measures according to the warning level, focusing on checking deeply flooded areas, areas at risk of landslides, flash floods, and flash floods to proactively evacuate residents, especially the elderly, children, and vulnerable people, from dangerous areas. "Ensuring the safety of people's lives is the first and foremost priority," the telegram stated.
In addition, units and localities must be ready to deploy dike protection plans, paying special attention to Cau River and Ca Lo River - where flood water levels often rise quickly and incidents have occurred in recent years. The City Chairman requested strict protection of key vulnerable points, dike locations where incidents have occurred but have not been resolved, and dike sections close to rivers that are at risk of bulging, leaking, and unsafe; mobilizing maximum forces, means, and materials to handle promptly from the first hour, following the "4 on-site" motto, not allowing incidents to spread.
Chairman Tran Sy Thanh requested that all measures be taken to reach deeply flooded and isolated areas to promptly provide food relief to households at risk of hunger, and absolutely not let people fall into hunger and thirst.
The Director of the Hanoi Department of Agriculture and Environment is assigned to monitor and coordinate with relevant units to promptly provide information on flood and rain situations to authorities, localities and people; at the same time, direct the work of flood, flash flood, landslide prevention, dyke protection, safe and effective operation of reservoirs and irrigation dam systems.
The Commander of the Capital Command and the Director of the Hanoi Police Department were assigned to direct the military and police forces in the area to prepare human resources, vehicles, supplies, equipment, food and necessary provisions, coordinate with functional agencies and local authorities to support people in flood prevention and control, search and rescue, and quickly overcome the consequences of natural disasters.
Departments, branches, units and localities, according to their functions and tasks, continue to closely monitor, regularly update the situation, synchronously and effectively deploy response measures, promptly report to competent authorities to handle issues beyond their authority, in order to ensure absolute safety for people and the dike system of the capital.
