Dear comrades,
Today, I am very pleased to attend the conference to review 1 year of operation of the Provincial Steering Committee for Anti-Corruption and Negative Activities, with the full presence of all members of the Central Steering Committee for Anti-Corruption and Negative Activities and members of the Provincial Steering Committee, with more than 2,500 delegates, connected online from the Central to the local level.
This is a great conference of great significance, demonstrating our solidarity, unanimity and determination in the fight against corruption and negativity from the central to local levels.
On behalf of the Party and State leaders, and with my personal feelings, I would like to warmly welcome and thank you for attending the Conference and contributing many enthusiastic and responsible opinions. I would like to send to all of you my warm greetings, sincere regards and best wishes.

The Central Internal Affairs Committee - the Standing Agency of the Central Steering Committee on Anti-Corruption and Negative Activities has carefully, thoroughly and fully prepared the contents and documents for the Conference. The opinions of the delegates expressed high agreement with the content of the Report, at the same time supplementing and clarifying many issues; raising some valuable experiences, good practices and proposing, recommending, emphasizing some tasks and solutions, aiming to further improve the effectiveness of the Provincial Steering Committee and the work of anti-corruption and negative activities at the local and grassroots levels in the coming time.
To conclude the Conference, I would like to make some general comments and analyze and clarify some issues so that we can unify leadership, direction, organization and implementation, and do better in the coming time. For ease of understanding and follow-up, I would like to focus on answering the following 3 questions:
(1) Why do we have to hold this Conference?;
(2) Looking back at 1 year of operation of the Provincial Steering Committee, what are the outstanding results achieved; what are the limitations and difficulties; what are the causes and what experiences have been drawn?;
(3) What are the requirements for the Provincial Steering Committee and the work of preventing and combating corruption and negativity at the local level in the coming time, and what must we do to fulfill those requirements?

I- Why do we hold this Conference?
In answer, I would like to give 3 reasons as follows:
(1) As we all know, the 5th Central Conference of the 13th tenure decided to establish a provincial Steering Committee on anti-corruption and anti-negativity to comprehensively direct the work of anti-corruption and anti-negativity at the local and grassroots levels.
I still remember when discussing this policy, there were also concerns about the effectiveness of the operation, because we had previously organized a Provincial Steering Committee, only the leadership mechanism was different; moreover, at the local level, it was often influenced by familiar relationships, family, relatives, and neighbors, so it was more difficult than at the Central level.
So, after 1 year of establishment, how have the Provincial Steering Committees been operating, and what results have they brought? Through today's Conference, we can look back and evaluate what has been done and what has not been done; thereby affirming whether the policy of establishing a Provincial Steering Committee is necessary, correct, and appropriate? This is the first reason why this Conference is held.
(2) Although the time of establishment and operation is not much, only 1 year, but clearly recently, many Provincial Steering Committees have made a lot of efforts, great efforts, high determination, valuable experiences, good practices that need to be promoted and replicated; but there are also some places where operations still have difficulties and problems that need to be resolved.
Therefore, our Conference this time is an opportunity for us to exchange and share experiences; guide and remove difficulties and obstacles; and exchange and discuss to find solutions to further improve the operational efficiency of the Provincial Steering Committees and the fight against corruption and negativity at the local and grassroots levels.
This is a necessary and practical task at this time, and is also the second reason why today's Conference is held.
(3) Recently, public opinion has wondered why, even though we have fought corruption and negativity so fiercely and severely punished many officials and party members who have violated the law, there are still a number of serious and complicated corruption and negativity cases and incidents involving many officials at both the central and local levels?
Public opinion is also upset and worried about the situation where a number of cadres and party members, especially leaders and managers at all levels, work half-heartedly, push things around, avoid things, and are afraid of making mistakes?
The situation of harassment and causing trouble when solving work for people and businesses ("petty corruption") still occurs and has not been prevented or handled effectively? I have said that there is a group of cadres, civil servants and employees who have direct relations with the people who are authoritarian, arrogant, harassing, causing all kinds of trouble and difficulties for the people; some people with positions and power maintain a mandarin and patriarchal style, and are like "little kings" in charge of a locality or unit.
These are pressing issues and also the people's requests and demands for our work of preventing and combating corruption and negativity. Although we have done well, we need to do even better in the future. That is also the purpose, the request and the third reason why we organized this Conference.

II- Reviewing the activities of the Provincial Steering Committee for Anti-Corruption and Negativity after 1 year of establishment: What are the results? Causes and lessons learned?
Dear comrades,
Through listening to the Report and the comments of many comrades at today's Conference, we are pleased to see that, after only 1 year of establishment, the Provincial Steering Committee has implemented relatively comprehensively all aspects of work according to the assigned functions and tasks, and achieved very important initial results, contributing to creating increasingly clearer changes in the work of preventing and combating corruption and negativity at the local and grassroots levels. The specific results in the Report have been fully stated, I would like to summarize and summarize some of the following outstanding results:
Firstly, the comrades promptly established the Steering Committee, arranged the organizational structure, built working regulations, assigned tasks to members, built programs and work plans, and soon put them into operation in a systematic, methodical and effective manner.
In just a short time, within 2 months, all 63/63 localities have established provincial Steering Committees, with the personnel participating in the Steering Committee basically ensuring standards and structure, in accordance with Central regulations.
This shows that comrades have seriously deployed and implemented the Central's policy, demonstrating consensus and high determination in promoting the fight against corruption and negativity at the local and grassroots levels.
The good news is that many provincial Steering Committees have creatively applied the experiences of the Central Steering Committee, promptly developed working regulations, assigned tasks to Steering Committee members, completed internal procedures and regulations, and operated in a very disciplined and methodical manner, creating a new change in the awareness and actions of cadres and party members, especially the leaders and the Standing Committee of the Steering Committee; the comrades sitting here themselves must be very exemplary, resolute, and strong in the fight against corruption and negativity at the local and grassroots levels, creating very good changes, gaining the people's consensus, support, and high appreciation.
This is an initial positive result, demonstrating the spirit of "Supporting the front and the back, unanimity between top and bottom, and smooth operation".
Second, the Provincial Steering Committees have promptly and actively implemented the assigned tasks, especially focusing on leading and directing the promotion of inspection, supervision, investigation, and handling of corruption and negative cases; creating new changes in the work of detecting and handling corruption and negative cases at the local and grassroots levels; initially overcoming the limitations that we have long said are "hot above, cold below".
The comrades focused on directing the strengthening of inspection, supervision and examination of areas prone to corruption and negativity or areas with many public opinions, petitions, letters reflecting, recommendations, complaints and denunciations about corruption and negativity; strictly inspecting and handling party organizations and party members with signs of violations related to serious and complicated corruption and negativity cases and incidents as required by the Central Steering Committee.
The provincial Steering Committees have directly conducted nearly 150 inspections and supervisions on the work of preventing and combating corruption and negativity; through inspections and supervisions, many violations have been discovered; and recommendations have been made to handle many violating party organizations and party members. Some Steering Committees have conducted many inspections and supervisions, such as: Lam Dong, Hai Phong, Nghe An, Can Tho, Lang Son,...
Focus on directing the final settlement of many corruption and negative cases that have been lingering for a long time, involving local leaders and causing public outrage, which could not be handled before, and now that the Steering Committee and the Standing Committee of the Provincial Steering Committee have been able to handle them, is that right? In just one year, after being established, the Provincial Steering Committees have reviewed and put 600 corruption and negative cases under monitoring and direction for focused direction and handling.
Many localities have discovered, prosecuted, investigated and handled many major cases, many officials under the management of the Provincial Party Committee and City Party Committee, including former Secretaries, former Chairmen, Vice Chairmen of the Provincial People's Committee, members of the Provincial Party Committee Standing Committee, Department Directors, Secretaries and Chairmen of District People's Committees such as: Hanoi, Ho Chi Minh City, Phu Yen, Khanh Hoa, Thanh Hoa, Lao Cai, Hoa Binh, Quang Ninh, Ha Nam, Da Nang, Ba Ria - Vung Tau, Dong Nai, An Giang...
It can be seen that the results of detecting and handling corruption and negativity at the local level have clearly changed since the Provincial Steering Committees were established and put into operation; the number of newly discovered and prosecuted corruption and negativity cases has increased (Since its establishment, localities nationwide have prosecuted 530 cases, 1,858 defendants for corruption, a 1.5-fold increase in the number of cases and an increase of more than 800 defendants compared to 2021); the number of serious and complicated cases and the number of officials holding leadership and management positions, both incumbent and retired, who have violated the law and been detected and handled are also higher, there is no longer the situation of "light above, heavy below", "safe landing" as before; contributing significantly to gradually overcoming the situation of "hot above, cold below", now "hot above" and below are also getting hotter and hotter.
This is also the most convincing answer to the concerns and worries of a number of cadres, party members and people about the performance of the Provincial Steering Committee.
Third, along with focusing on directing and promoting the work of detecting and handling corruption and negativity, the provincial Steering Committees have also paid attention to directing propaganda and education work; promoting the role of elected bodies, the Fatherland Front, the press and the people in preventing and combating corruption and negativity.
Many provincial Steering Committees have paid attention to directing timely information on the results of inspection, supervision, investigation, and handling of corruption and negative cases; directed People's Councils at all levels, the Fatherland Front and member organizations to strengthen supervision of areas prone to negativity and corruption, causing much resentment among the people; supervised the cultivation and training of qualities and ethics of cadres and party members; requested competent agencies to handle information reported by the press on corruption and negative cases; actively participated in supervision, social criticism, and contributed ideas to building the Party and building a clean and strong government.
Fourthly, comrades have paid attention to directing the strengthening of coordination and improving the effectiveness of the operations of agencies and functional units in preventing and combating corruption and negativity. Especially directing Party committees, Party organizations and functional agencies to strengthen coordination and synchronously and effectively implement the mechanism for detecting and handling violations in the process of inspection, supervision, audit, investigation, prosecution, trial and execution of sentences by the Standing Committee of the Central Steering Committee.
Since the establishment of the Provincial Steering Committee, the competent authorities have, through inspection and examination, detected and transferred to the investigation agency more than 280 cases with signs of crime, nearly 3 times higher than 1 year before the establishment of the Provincial Steering Committee. Directed the development and promulgation of many coordination regulations between local competent authorities in the work of preventing and combating corruption and negativity, contributing to improving the effectiveness of detecting and handling corruption, ensuring strictness, synchronization and timeliness between Party discipline and administrative discipline, organization and criminal handling of violating cadres and Party members.
Under the direction of the Steering Committee, the authorities have also coordinated more closely, smoothly and effectively, avoiding the situation that we used to say before: "your rights, my rights", "crabs rely on their claws, fish rely on their fins", no one is willing to give in to the other; preventing and fighting corruption and negativity has truly become a movement, a trend that cannot be done, which has been welcomed, agreed and supported by public opinion and the people, because there is a new factor, the Provincial Steering Committee, in the fight against corruption and negativity at the local and grassroots levels.
Fifth, although it has just come into operation, the Provincial Steering Committee has promoted the role and responsibility of the Standing Committee of the Steering Committee and the members of the Steering Committee, creating a combined strength, as I said, no one can stand outside.
The Provincial and Municipal Party Committees' Internal Affairs Committees have promoted their role as the Standing Body of the Steering Committee, proactively, closely and with many innovations in performing their tasks, especially in advisory work, helping the Steering Committee to develop and organize the implementation of working regulations, programs and work plans; coordinated in advising to bring many cases and incidents to the Provincial Steering Committee for monitoring and direction, contributing to improving the quality and effectiveness of the Provincial Steering Committee's operations.
On this occasion, on behalf of the Party and State leaders, I would like to warmly welcome, congratulate the achievements and commend the efforts, attempts and practical contributions of you, comrades.

The initial results achieved after one year of establishment are a practical basis, affirming that the policy of establishing a Provincial Steering Committee on preventing and combating corruption and negativity is correct, necessary, timely, and has received the consensus, support, and high appreciation of public opinion, cadres, party members, and people.
So what are the causes and lessons learned so that we can continue to improve the effectiveness of the Provincial Steering Committee in the coming time? Based on the reports and comments of comrades, I would like to summarize and emphasize the following causes and lessons:
First, it is the inheritance and continuation of the experience after 10 years of operation of the Central Steering Committee on anti-corruption and negativity. The provincial Steering Committee must have working regulations, programs, and appropriate plans; scientific, strict, methodical, and disciplined working methods and procedures; assign specific and clear tasks; perform the correct functions and tasks and, as I often say, "play the right role, know the lesson".
The Steering Committee must be a strong, united, and highly unified collective; each member of the Steering Committee, especially the Head of the Steering Committee, must be truly exemplary, honest, courageous, highly determined, practice what they preach, and be effective in what they do.
Second, it is necessary to ensure unified, close, and decisive leadership and direction of the Provincial Steering Committee; promptly detect and direct the handling of weak links, difficult tasks, and problems; select key areas and important tasks to focus on directing and creating breakthroughs; regularly inspect and urge; promptly transfer and replace any cadres who do not complete their tasks and arrange suitable cadres.
Third, there must be real solidarity, close and harmonious coordination between functional agencies in carrying out tasks according to the program, plan and direction of the Steering Committee; promptly correct weak links and links; when there are different views, we must discuss together and when there is agreement, we must be determined to implement; even if personal opinions are different, but the collective has discussed, agreed and decided, it must be done; work together and do it resolutely.
Fourth, there must be the participation of the entire political system and society, especially fully promoting the role and responsibility of elected agencies and representatives, the Fatherland Front, socio-political organizations; media and press agencies; enterprises, businessmen; and the consensus and support of the people in preventing and combating corruption and negativity. We must rely on the people, listen to the people, and focus on resolving people's reflections, recommendations, complaints, denunciations, and frustrations about corruption and negativity.
Fifth, promote the role and responsibility of the Standing Agency of the Provincial Steering Committee in advising on the implementation and serving the activities of the Steering Committee. In reality, the Provincial Steering Committee has the same structure, leadership, direction and operation mechanism, but some localities do well, some do not, one of the important factors is the effectiveness of the Standing Agency.
Therefore, the Provincial and Municipal Party Committees' Internal Affairs Committees must be proactive, creative, courageous, resolute, dare to confront, boldly advise, innovate methods and approaches, strengthen close coordination with functional agencies; both advise on the implementation of specific, regular, daily tasks of the Steering Committee and the Standing Committee of the Steering Committee, and at the same time focus on researching and advising on major, long-term issues to improve the effectiveness of the work of preventing and combating corruption and negativity in the locality.

III- Regarding requirements, tasks and solutions to continue to further improve the operational efficiency of the Provincial Steering Committee and the work of preventing and combating corruption and negativity at the local and grassroots levels in the coming time.
Dear comrades,
Besides the achieved results, it must be admitted that, in the past time, the activities of our Provincial Steering Committee still have shortcomings and limitations, as stated in the Report.
We sincerely hope that comrades will seriously and frankly look back at the good and bad things they have done, carefully analyze the causes to see more clearly their responsibilities and find effective solutions to overcome shortcomings and limitations; continue to further improve the quality and effectiveness of the Steering Committee's operations, contributing to creating more positive and stronger changes in the fight against corruption and negativity; build a truly clean and strong Party and State, firmly consolidate the people's trust, and contribute to the successful implementation of the Resolution of the 13th National Party Congress.
Our Conference has reached a consensus and high consensus on the tasks and solutions for the coming time as stated in the Report. I would like to emphasize and note the following issues:
Firstly, it is necessary to thoroughly grasp and have a deeper understanding of the position, role, functions, tasks and powers of the Provincial Steering Committee; it must operate in a disciplined, methodical and substantial manner, in accordance with its functions and tasks; and its work efficiency must be increasingly high.
The Provincial Steering Committee is established by the Standing Committee of the Provincial Party Committee and the Municipal Party Committee, and is responsible to the Standing Committee of the Provincial Party Committee and the Municipal Party Committee and the Central Steering Committee for leading, directing, and organizing the implementation of the work of preventing and combating corruption and negativity in the locality. It can be said that the Provincial Steering Committee is the "extended arm" of the Central Steering Committee, with the function of directing, coordinating, urging, inspecting, and supervising the work of preventing and combating corruption and negativity in the locality.
Therefore, comrades must firmly grasp the functions, tasks, organize the work, and activities of the Steering Committee in a very scientific, strict, methodical, and orderly manner, ensuring substance, with specific and clear results, avoiding ostentation, formality, "establishing for the sake of it", "if it works, it will work"; especially avoiding the situation of "head of an elephant, tail of a mouse", when it is launched it is boisterous, but later it becomes sparse and gradually cools down.
To do so, it is necessary to have a systematic and strict working program, plan, and regulations; regularly check and urge; clearly assign tasks to members of the Steering Committee; at the same time, promptly develop and promulgate all internal working regulations and procedures, strictly comply with the working regime; after each session, there must be a conclusion notice and direction, urging the implementation to bring about specific results, so that cadres, party members, and people can see the clear changes through each session, meeting of the Steering Committee, Standing Committee of the Provincial Steering Committee.
At the recent meeting of the Central Steering Committee, I said that the establishment of the Provincial Steering Committee itself was already a deterrent; I asked comrades to further raise their sense of responsibility, resolutely fight against corruption and negativity; not to wait or rely on superiors. The Central Committee does not do things for you, the Central Steering Committee only directs and guides professional matters, but does not replace the work of the Provincial Steering Committees, except for major, difficult, complicated cases involving many localities, or involving both the Central Committee and localities, then the Central Steering Committee directs and coordinates the handling.
Of course, the Central Steering Committee, directly and specifically here the Central Internal Affairs Committee - the Standing Agency of the Central Steering Committee, must strengthen guidance, inspection, supervision, and urging; if any place does not do it, or does not do it thoroughly, it must propose handling of responsibility, first of all the responsibility of the head of the Steering Committee at the provincial level in that place.
Second, it is necessary to continue to direct the further enhancement of the responsibility of Party committees, the vanguard and exemplary nature, and persistently build a culture of integrity among cadres and Party members; direct the correction and overcoming of the mindset of fear of mistakes, shirking, avoidance, and half-hearted work of a number of cadres and Party members, especially leaders and managers at all levels.
Continue to direct the work of building and rectifying the Party and the political system better; prevent and repel the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation"; strongly fight against individualism, selfishness, and "group interests".
Party committees and organizations must have a high level of combativeness; proactively prevent, self-detect and handle corrupt and negative behaviors.
The heads of Party committees, Party organizations and collective leaders of agencies, organizations, units and localities must always be exemplary and resolute; self-reflect and self-correct; match words with actions; directly lead and direct, proactively prevent, promptly detect and strictly handle acts of corruption and negativity. Avoid the situation of "your own feet are still dirty, yet you hold a torch to rub other people's feet!"
Each member of the Steering Committee, Party Committee, and Party organization needs to identify key areas and areas, places with many public opinions, reflections, petitions, and letters about corruption and negativity to focus on leadership and direction; direct the improvement of the effectiveness of self-inspection, detection, and handling of corruption and negativity within the organization; strictly handle agencies, organizations, units, and individuals that avoid, condone, cover up, and assist corruption and negativity.
If any agency, unit or locality fails to detect corruption or negativity through self-inspection and supervision, but later the Central inspection, supervision, inspection and audit teams detect corruption or negativity, the head of the Party Committee, Party organization, agency, unit or locality must take responsibility and must be severely disciplined.
Focus on leading and directing the building of a culture of integrity, no corruption, no negativity among cadres, party members, civil servants, public employees and the people. First of all, it is necessary to build awareness of self-compliance and strict implementation of Party regulations and State laws on preventing and combating corruption and negativity; proactively handle conflicts of interest; build and implement a code of conduct and professional ethics; criticize, condemn, and actively fight against corruption and negativity; respect integrity and honor; feel ashamed when oneself and relatives are involved in corruption and negativity.
Every cadre and party member must uphold the responsibility of setting an example, be conscious of self-cultivation and moral training; strictly implement the Party's regulations on setting an example and on what party members are not allowed to do; the higher the position of a cadre, the more pioneering and exemplary they must be.
At the same time, we must fight to eliminate the idea of retreat, believing that if we fight against corruption and negativity too strongly, it will hinder development and discourage creativity; manifestations of "holding back", "defending", "shielding", keeping safe, avoiding, shirking responsibility, and being afraid of making mistakes among a number of cadres and civil servants, especially leaders and managers at all levels.
Urgently direct the inspection, review, rectification, and immediate remedy of this situation; strictly handle the responsibilities of the heads of a number of agencies, units, and localities to set an example, create a general alert, warning, deterrence, and prevention. I have said it many times, and I would like to repeat it now: "If anyone has that mindset, please step aside and let someone else do it."
Third, focus on directing the timely detection and handling of weak links, difficulties, and bottlenecks; urgent and pressing issues of public concern; and create more positive changes in the detection and handling of corruption and negativity at the local and grassroots levels.
First of all, comrades need to continue to direct the strengthening of inspection, supervision, investigation, settlement of complaints, denunciations, recommendations, and reflections on corruption and negativity to promptly detect and strictly handle violations early and from afar, not allowing small violations to accumulate into major violations.
Combine the inspection and supervision of Party committees, Party organizations, and inspection committees at all levels with strengthening and improving the effectiveness of the inspection and supervision work of the Provincial Steering Committee and the Party's advisory and support agencies; focus on areas prone to corruption, negativity, or areas with public opinion about corruption, negativity, and degradation of political ideology and lifestyle ethics.
When violations are discovered, they must be dealt with resolutely, strictly, and synchronously between Party discipline, State and organization administrative discipline, and criminal handling; there are no forbidden zones, no exceptions, regardless of who the person is, and they must not be subject to the corrupt influence of any organization or individual.
Resolutely direct and strictly handle officials, civil servants and employees who harass, extort and cause trouble for people and businesses; overcome by all means the "petty corruption" that causes resentment in society and hurts people's feelings and trust.
To fight corruption and negativity, we must first resolve the people's pressing issues; we must resolutely handle large, serious, and complicated corruption and negativity cases and incidents, and we must persistently and thoroughly handle negative incidents directly related to the legitimate rights and interests of people and businesses.
Truly respecting and promoting the people's right to mastery is a strategic policy, a fundamental issue in our Party's line. Whatever is beneficial to the people, we must do our utmost; whatever is harmful to the people, we must avoid at all costs. We must love and respect the people, then the people will love and respect us, as Uncle Ho taught.
Focus on leading and directing the early detection and timely and strict handling of corruption and negative cases and incidents; especially directing the removal of difficulties and obstacles, speeding up the investigation, prosecution and trial of cases under the supervision and direction of the Central Steering Committee and the Provincial Steering Committee. In particular, focus on directing and coordinating the final handling of cases and incidents related to Viet A, AIC, FLC, Van Thinh Phat companies, vehicle inspection and cases and incidents related to leaders and managers at all levels, contributing to the good preparation of personnel for the Party Congresses at all levels in the next term; resolutely not allowing personnel with violations, corruption and negativity to enter Party committees at all levels.
Fourth, lead and direct to further promote the role of agencies, elected representatives, the Vietnam Fatherland Front and socio-political organizations, the press and the people in the fight against corruption and negativity.
Lead and direct the strengthening and further improvement of the effectiveness and efficiency of the supervisory activities of People's Councils at all levels; the supervisory and social criticism role of the Vietnam Fatherland Front and socio-political organizations.
Strengthening questioning and explanation sessions on the detection and handling of corruption and negativity; focusing on monitoring the moral training, lifestyle and exemplary conduct of leaders, managers, party members, civil servants and public employees in the political system; creating favorable conditions for people to directly reflect and denounce corruption and negativity, and give suggestions to party committees on personnel work.
Leaders of Party committees and authorities at all levels must strengthen their accountability and strictly implement the Party and State's regulations on receiving and dialogue with citizens; receive and promptly direct the resolution of issues that people reflect, recommend, complain and denounce, especially those related to the ethics and lifestyle of officials and Party members. The Provincial Steering Committee needs to set up a hotline or appropriate method to receive information on anti-corruption and anti-negativity work from the people.
Fifth, continue to advise and direct the improvement of the organizational structure, improve the capacity and operational efficiency of the Steering Committee, the Standing Agency and functional agencies in the work of preventing and combating corruption and negativity.
Continue to improve the organization, enhance the capacity and operational efficiency of the Provincial Steering Committee. Please note that comrades and members of the Steering Committee must first of all be truly exemplary, clean, honest, brave, upright, not tempted by any interests and not afraid of any impure obstacles, dare to speak, dare to act, and resolutely act for the common good.
If you comrades are not exemplary, restrain yourself, and get involved in corruption and negativity, who can we talk to? Who can we handle? Therefore, we must constantly pay attention to improving the Steering Committee, promptly adjust and replace weak members who do not meet the requirements.
The Provincial and Municipal Party Committees' Internal Affairs Committees - the Standing Body of the Steering Committee must strive to affirm their position and role as the center connecting and coordinating functional agencies in advising on leadership and direction of the work of preventing and combating corruption and negativity in the locality; proactively, actively and creatively advise on the effective implementation of the tasks and powers of the Steering Committee; closely, specifically, persistently and resolutely advise on the handling of corruption and negativity cases and incidents in the locality; regularly monitor and urge Party committees, Party organizations and functional agencies to implement the conclusions and directions of the Steering Committee and the Standing Body of the Provincial Steering Committee; promptly report to the Central Steering Committee and the Central Internal Affairs Committee for direction and guidance in removing difficulties and obstacles.
Strengthen coordination and improve the effectiveness of functional agencies in preventing and combating corruption and negativity. Seriously and effectively implement the Politburo's regulations on power control; prevent and combat corruption and negativity in inspection, examination, auditing, investigation, prosecution, trial, execution of judgments, etc.
Direct the development and completion of regulations and rules to effectively prevent negative and unhealthy impacts on the operations of these agencies. It is necessary to pay attention to directing the development of a team of cadres who do anti-corruption and anti-negativity work with true courage, integrity, and cleanliness; not subject to any impure pressure from any organization or individual; or any temptation or bribery from criminals.
I have said it many times, now I would like to repeat: We must prevent and fight corruption and negativity, and practice integrity right in the agencies that prevent and fight corruption and negativity. At the same time, we must have reasonable remuneration policies; create favorable conditions and motivation for the team of cadres who work to prevent and fight corruption and negativity to strive, wholeheartedly and wholeheartedly with their work.

More than anyone else, the comrades sitting here and attending the Conference at the connecting points across the country are the core, vanguard, and leading force in the fight against "internal invaders". I hope that, after this Conference, you comrades will further promote your sense of responsibility, excellently fulfill your responsibilities before the Party, the people and the country, create a more positive and stronger change in the work of preventing and combating corruption and negativity, especially in your localities and bases, meeting the wishes and expectations of the people regarding the establishment of a Provincial Steering Committee for Anti-Corruption.
Preventing and combating corruption and negativity is an extremely difficult and complicated battle, but with the participation of the entire political system and the consensus and support of the people, corruption and negativity will definitely be prevented and pushed back, because "There is still a way to climb a high mountain. There is still a way to go even though the road is dangerous" ([1]). That is the spirit and we must promote it more strongly, more resolutely, and more effectively.
Once again, I wish you good health, happiness and success. I wish the Steering Committee for Anti-Corruption and Negativity in provinces and cities across the country to have new will, new determination, new experience and especially new results in the coming time.
