Promoting the spirit of emulation festival of the Culture, Sports and Tourism sector

On September 25, at the Hanoi Opera House, the Ministry of Culture, Sports and Tourism solemnly held the 4th Patriotic Emulation Congress, period 2021-2025, and launched the patriotic emulation movement for the period 2025-2030. The event had the participation of more than 300 delegates, who are outstanding individuals and groups nationwide, to honor the achievements, orient the future and spread the new emulation spirit throughout the industry.

In the opening speech of the Congress, Party Central Committee member, Minister of Culture, Sports and Tourism Nguyen Van Hung emphasized: In the call for patriotic emulation, Uncle Ho advised: "Emulation is patriotism, patriotism requires emulation, those who emulate are the most patriotic". That call has become a command of the heart, a sacred call, urging every cadre, civil servant, public employee and worker of the Industry to strive to emulate and achieve many results.

The 4th Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism is an important political event, a great festival, a place to gather, commend and honor typical and advanced collectives and individuals in the patriotic emulation movement of the Ministry for the period 2021 - 2025. At the same time, together, we will arouse, spread and multiply the flame of patriotic emulation that Uncle Ho lit.

With the consistent motto: "Decisive action - Aspiration to contribute", with a spirit of learning and modesty, Minister Nguyen Van Hung happily reported to the Congress that in culture, we have competed to preserve and cultivate identity, nurture the national soul, proactively integrate and promote culture to international friends; in sports, we have competed to practice to make the flag and colors famous, enhance the position of the Fatherland in the international arena; in tourism, we have competed to innovate and create so that Vietnam becomes a safe, friendly and attractive destination, becoming a bright spot in the socio -economic picture for many years; the press and media have become "The conduit of knowledge - Connecting the trust between the Party, the State and the People"; in training, scientific and technological research have achieved many results, creating quality human resources. State management areas are focusing on the mission of preserving the national soul, arousing the desire for development, spreading the trust, intelligence and Vietnamese mettle.

Minister Nguyen Van Hung said that from the practice of emulation movements, many good models, creative ways of doing things, and typical factors have appeared in each field of work. In the past 5 years, the Ministry has presented nearly 400 Labor Medals, nearly 800 Certificates of Merit from the Prime Minister, 26 collectives were awarded "Emulation Flags of the Government"; the President awarded 16 Ho Chi Minh Awards, 112 State Awards, 124 People's Artists, 268 Meritorious Artists, 65 People's Artisans, and 563 Meritorious Artisans.

In particular, at the 80th Anniversary of the Industry's Traditional Day, the Ministry was honored to be awarded the First Class Labor Medal - a noble award recognizing outstanding achievements in the 2021 - 2025 period and many other forms of commendation from the Central to the grassroots level.

Besides the achieved results, we frankly realize that: The implementation of patriotic emulation movements at some times and in some units is still not specific; it has not yet fully aroused the potential, intelligence, and latent abilities within each subject, each cadre, party member, civil servant, public employee, and worker.

According to Minister Nguyen Van Hung, the 4th Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism took place in the context where the Party, the State and the entire political system have been synchronously implementing historic policies and strategic breakthroughs to bring the country firmly into a new era - an era of strong and prosperous development.

In particular, in the near future, based on the Ministry's recommendations, the Politburo will issue a Resolution on the revival and development of Vietnamese culture in the new era. The Resolution's birth is the foundation and even stronger motivation for the Ministry and the Department of Culture, Sports and Tourism to develop strongly.

Facing the requirements and tasks of the times, the Ministry of Culture, Sports and Tourism has many new and difficult tasks. In which, the implementation of patriotic emulation movements plays a very important role, constituting the internal strength, strongly arousing and awakening the desire to contribute of each organization, each unit, each individual.

According to Minister Nguyen Van Hung, we need to deeply and thoroughly understand the position and role of patriotic emulation movements. Specifically:

Compete to give correct, timely and creative advice, creating an increasingly synchronous system of institutions and legal policies, creating development for the Ministry and the Industry.

Compete to create unique and humanistic works of art that reflect the depth of political, economic, cultural and social life of the country and the times.

Compete to build a cultural environment in all fields - from office culture, press culture, business culture, political culture, to cultural life in each residential area and neighborhood group - to become increasingly civilized, friendly, and rich in identity.

Compete to move towards a professional, humane and modern press and publishing industry.

Compete to create breakthrough policies to strongly develop tourism.

Compete to build an increasingly modern and dual-use cultural and sports institution system to better serve the people's cultural and entertainment needs.

Compete to create marks and miracles in sports to demonstrate national strength.

Compete in the task of cultivating people, creating high-quality human resources, applying science and technology to serve the development needs of the Industry.

And above all, compete to jointly implement the action declaration of the Ministry and Industry: "Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge", contributing significantly to realizing the aspiration to build a strong, prosperous, democratic, fair, civilized, prosperous and happy Vietnam.

Speaking at the Congress, Deputy Prime Minister Le Thanh Long emphasized that emulation has a profound and broad meaning, awakening people's creative potential, while promoting patriotism and international spirit towards a common goal. During his lifetime, President Ho Chi Minh once advised: "The purpose of patriotic emulation is to make the resistance war win quickly and the nation-building succeed quickly. Emulation is patriotism, patriotism requires emulation, and those who emulate are the most patriotic people".

Following Uncle Ho's teachings, over the years, the patriotic emulation movement has always developed strongly and extensively, with many innovations in content and methods; it has encouraged and motivated the whole nation to strive to compete, overcome difficulties and challenges, and achieve great achievements of historical significance in the cause of innovation, construction and protection of the Fatherland.

The Deputy Prime Minister emphasized that the Ministry of Culture, Sports and Tourism has played an active role in contributing to the emulation movement and the country's achievements with many important achievements.

Notably, the mindset has continued to strongly shift from "doing culture" to "state management of culture". Institutions, mechanisms and policies on culture, sports and tourism have been supplemented, newly developed, increasingly perfected, comprehensive and profound; the system of legal documents is relatively complete with 433 legal documents.

The work of preserving, embellishing and promoting traditional cultural values ​​and cultural heritage has achieved many results, many major cultural events have been successfully organized, mobilizing the participation of the masses. Many valuable cultural heritages of Vietnam have been recognized and listed by UNESCO. The system of cultural institutions has been basically formed from the central to local levels, contributing to gradually narrowing the gap in cultural enjoyment between regions.

Cultural industries continue to develop. Foreign activities in culture, sports and tourism, promoting the image of the country, people and Vietnamese culture and arts abroad continue to be promoted.

Tourism has recovered strongly after the pandemic, and in recent years has grown beyond its set targets, and is considered an economic bright spot; in the first 8 months of 2025, the total number of international tourists to Vietnam reached nearly 14 million, an increase of nearly 22% over the same period in 2024; total revenue is estimated at over 700,000 billion VND. Vietnam tourism has received many international awards from prestigious international organizations around the world.

Mass sports continue to develop strongly, spreading to all ages and regions. High-performance sports have achieved some positive results. The 2025 happiness index increased by 8 places compared to 2024; Vietnam's Human Development Index (HDI) has improved significantly, much higher than that of countries with the same income level.

In particular, the Ministry has successfully coordinated the organization of many major events of the country such as: the 70th anniversary of Dien Bien Phu Victory, the 50th anniversary of Southern Liberation and National Reunification Day, the 80th anniversary of the successful August Revolution and National Day September 2.

"We commend the efforts and warmly congratulate the achievements that the Ministry of Culture, Sports and Tourism has achieved in recent times, contributing positively to the overall development achievements of the whole country. In particular, today's Congress honors 300 typical advanced examples - those who have not only become the pride of the culture, sports and tourism sector, but also contributed to making the country famous, a source of encouragement and motivation for all classes of people to continue to enthusiastically compete and make more achievements in the new era of development of the country," said the Deputy Prime Minister.

The Deputy Prime Minister emphasized that in the coming time, the new development context will bring opportunities and advantages but also pose many difficulties and challenges; requiring all sectors and levels, including the culture, sports and tourism sector, to continue to unite and make efforts, turning emulation movements into a driving force for innovation, creativity and dedication; so that each emulation movement becomes a specific and practical action, associated with the tasks of each agency, unit and locality, contributing to building a comprehensive, modern and integrated sector.

Basically agreeing with the direction, tasks and solutions set out by the Congress, the Deputy Prime Minister also noted some additional contents.

Firstly, continue to preserve and promote the nation's traditional cultural values, build a healthy cultural life; link the movement "All people unite to build a cultural life" with the National Target Program on building new rural areas and civilized urban areas. Focus on drafting the Politburo's Resolution on Revival and Development of Vietnamese Culture in the New Era. Quickly decide on investment in the National Target Program on Cultural Development according to authority. Launch and implement creative emulation, spread initiatives on preserving and conserving cultural heritage, create a healthy cultural environment and promote the development of cultural industry and entertainment industry.

Second, develop sustainable, creative, professional, civilized tourism, becoming a key economic sector. Strongly promote emulation movements, encourage localities and businesses to innovate in each tourism product and service; build a smart tourism ecosystem, develop green tourism products, and enhance Vietnam's position on the world tourism map.

Third, promote the movement "All people exercise following the example of great Uncle Ho", linking physical training and sports competition with improving health, stature and quality of human resources. Organize emulation movements in high-performance sports, aiming at professionalization and socialization, focusing on investment in strong sports, gradually improving the position of Vietnamese sports.

Fourth, further promote the role of press and publishing as a sharp tool of the Party and State on the ideological and cultural front, a trusted forum for the people and a bridge to promote the image of Vietnam to the world. Build a digital media ecosystem, multi-platform electronic publishing, apply new technology to serve the people quickly, accurately and modernly.

Fifth, promote digital transformation; synchronously deploy digital technology applications in the management and digitization of heritage, museums, libraries, and cinema; develop online cultural promotion platforms, and move towards building large databases throughout the industry; innovate sports training with modern technology; apply digital technology in management, operation, emulation and rewards, ensuring publicity, transparency, and timeliness.

Sixth, comprehensively innovate the emulation and reward movement in a practical and effective manner, linked to political and professional tasks. Rewards must be public, transparent, timely, focusing on direct workers, cadres who are close to the grassroots, remote areas, and especially difficult areas. Strengthen propaganda, multiply advanced models, and spread the spirit of patriotic emulation throughout society.

With the spirit of "pioneering, breaking through, creating space for the development of Culture, Sports and Tourism", Deputy Prime Minister Le Thanh Long hopes and believes that all cadres, civil servants, public employees, artists, and those working in culture, sports and tourism will further promote the good traditions and achievements; continue to promote the spirit of pioneering, breaking through, creating space for the development of culture, sports and tourism, contributing to the country's rapid and sustainable development in the new era.

At the Congress, Deputy Prime Minister Le Thanh Long, on behalf of the Party and State leaders, awarded the title of Hero of Labor to Mr. Mai Duc Chung, former Head Coach of the Vietnam Women's National Football Team; and awarded the Government's Emulation Flag for 2024 to three groups under the Ministry of Culture, Sports and Tourism, namely the Department of Cultural Heritage; the Department of Organization and Personnel and the Vietnam Contemporary Arts Theater.

Minister of Culture, Sports and Tourism Nguyen Van Hung, authorized by the Prime Minister, presented the Prime Minister's Certificates of Merit to 02 groups and 08 individuals. Leaders of the Ministry of Culture, Sports and Tourism also presented Certificates of Merit to more than 70 groups and individuals with outstanding achievements in the 2021-2025 period.

At the Congress, launching the patriotic emulation movement of the Ministry of Culture, Sports and Tourism for the period 2025 - 2030, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy stated: Promoting the important achievements of the patriotic emulation movement over the past 5 years, implementing the Party's guidelines and policies, the State's policies and laws on emulation and rewards; effectively implementing Directive No. 39/CT-TTg dated October 15, 2024 of the Prime Minister on promoting the patriotic emulation movement to welcome the Party Congresses at all levels towards the 14th National Congress of the Party, the 11th National Patriotic Emulation Congress, the Ministry of Culture, Sports and Tourism launched the patriotic emulation movement for the period 2025 - 2030 with the motto of action: "Innovation - Creativity - Breakthrough - Determination to compete to build a comprehensive and sustainable development of the Culture, Sports and Tourism sector".
