According to the Regulations, the Department of Construction manages the following types of roads: Provincial roads, national highways that are decentralized and assigned for management; service roads, side roads separated from national highways (except for some works on the route assigned to the People's Committees of communes and wards for management); other roads assigned by the Provincial People's Committee.

The Provincial Industrial Parks Management Board manages public transport roads within the boundaries of industrial parks (except for roads managed by the Department of Construction) and other roads assigned by the Provincial People's Committee.
The People's Committee at the commune level manages the urban road system, roads connecting industrial parks and industrial clusters (except for roads managed by the Department of Construction), communal roads and village roads in the management area; other roads and some works on the road routes assigned by the Provincial People's Committee.
Regarding traffic connection with local roads, the connection to the road must comply with the planning approved by the competent State management agency according to regulations. Particularly for the connection to the road not included in the prescribed planning, the new connection intersection location must ensure the following specific distance:
- For grade III roads or higher: Not less than 1,500m
- For grade IV roads or lower: Not less than 1,000m.
- There is no regulation on the minimum distance between two adjacent connection points to village roads or residential group roads, but the connection must be fully equipped with traffic safety facilities and road signaling systems to ensure traffic order and safety.
- In case of serving national defense and security tasks, road routes and sections passing through areas with high mountains, deep ravines, rivers, streams, canals, ditches, dikes, lakes, dams, irrigation works, hydroelectric works, railways, historical and cultural relic areas, important works but with difficulties in building service roads, side roads, branch roads or serving urgent socio-economic development requirements of the locality, the distance may be reduced compared to the above regulations.
Intersections are designed and constructed in compliance with technical regulations and standards; suitable for the road level and ensuring traffic safety and road capacity. If there is enough land to build a speed lane, a speed lane must be arranged for vehicles entering the intersection to turn right.
The plan for management, operation, exploitation and maintenance of road infrastructure is prepared and approved annually according to regulations, using State budget capital managed by the Department of Construction.
