Developing transport infrastructure in An Giang to adapt to climate change

On the afternoon of October 18, Ho Chi Minh City University of Economics coordinated with the People's Committee of An Giang province to organize a scientific seminar on the current situation and solutions to innovate methods of mobilizing and effectively using resources to develop transport infrastructure in An Giang to adapt to climate change.

According to the Department of Construction of An Giang province, the province identifies the development of transport infrastructure as one of three strategic breakthroughs, the "backbone" for socio -economic development, ensuring national defense, security and expanding regional development space.

An Giang is the upstream area of ​​the Mekong River, directly affected by floods, saltwater intrusion and riverbank erosion. The province has determined that transport development must “actively adapt” to climate change from planning to design, construction and management.

Each new traffic project is calculated with high foundation level, drainage, anti-erosion materials, ensuring sustainability, safety and environmental friendliness, while contributing to reducing greenhouse gas emissions, in line with the national green growth strategy...

Speaking at the seminar, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung said that in the orientation of developing foreign transport infrastructure, An Giang province identified 3 key connection directions: connecting with the Kingdom of Cambodia, connecting with Ho Chi Minh City and connecting with provinces in the Mekong Delta region.

Professor, Dr. Nguyen Dong Phong, Vice Chairman of the State Council for Professor Titles - Economics, former Party Secretary, former Chairman of the Council of Ho Chi Minh City University of Economics spoke at the seminar.

At the same time, An Giang continues to improve the transport infrastructure system in the province, especially researching and implementing the traffic route connecting Rach Gia ward and Long Xuyen ward.

However, the state budget is difficult to fully meet the investment needs for developing the transport infrastructure system. Therefore, the effective use of resources, especially mobilizing social resources to participate in developing transport infrastructure is very important.

In addition, one of the most important issues today is that the transport infrastructure has not yet adapted to climate change. “Through the scientific discussion, An Giang hopes to coordinate with the University of Economics Ho Chi Minh City to find solutions to mobilize and maximize the effective use of resources in developing transport infrastructure associated with climate change adaptation,” said Chairman of the People’s Committee of An Giang province Ho Van Mung.

Professor, Dr. Nguyen Dong Phong, Vice Chairman of the State Council for Professor Titles - Economics, former Party Secretary, former Chairman of the Council of the University of Economics Ho Chi Minh City affirmed that the Mekong Delta has great potential and contributes greatly to the economic development of the country. However, this region is facing many challenges, in which the transport infrastructure has not met the development requirements.

In recent years, especially implementing Resolution No. 13-NQ/TW, dated April 2, 2022 of the 13th Politburo on socio-economic development orientation, ensuring national defense and security in the Mekong Delta region to 2030, with a vision to 2045, many projects have been and are being implemented, opening up new opportunities for regional development.

The University of Economics Ho Chi Minh City was assigned by the State to preside over the implementation of the national science and technology project “Current situation and solutions to innovate methods of mobilizing and effectively using resources to develop transport infrastructure in the Mekong Delta to adapt to climate change”. In addition to An Giang, the University of Economics Ho Chi Minh City is implementing this project in the provinces of Vinh Long, Dong Thap, and Can Tho City.

At the seminar, representatives of the Department of Construction, Department of Finance, Department of Agriculture and Environment presented papers, deepening the contents of the current situation and planning orientation of An Giang's transport infrastructure until 2030 and vision to 2045; mobilizing resources for the development of An Giang province's transport infrastructure; the impact of climate change on An Giang province's transport infrastructure system... Along with that, exchanging and sharing practical experiences, proposing breakthrough solutions to promote the construction and development of An Giang province's transport infrastructure.
