(NLDO) - Developing high-quality human resources is an urgent and long-term task, requiring the joint efforts of the entire political system and all sectors and levels.

On the morning of October 8, in Hanoi, the National Political Publishing House Truth coordinated with the Central Propaganda and Mass Mobilization Commission, the Ministry of Health and Hanoi Medical University to organize a national scientific conference "Strategic breakthrough in human resources, especially high-quality human resources in the new context".

High-quality human resources in the digital age

The workshop aimed to clarify the theoretical and practical basis, assess the current status of human resource development, point out limitations and bottlenecks and propose breakthrough solutions to serve the process of preparing documents for the 14th National Party Congress.

In his opening speech at the workshop, Mr. Vu Thanh Mai, Deputy Head of the Central Propaganda and Mass Mobilization Commission, emphasized that to realize the aspiration of building a strong and prosperous Vietnam in the mid-21st century, developing high-quality human resources plays a pivotal role and is a prerequisite.

The Party has identified three strategic breakthroughs, in which human resource development, especially high-quality human resources, is considered a pillar and prerequisite.

Sharing this view, Associate Professor, Dr. Vu Trong Lam, Director and Editor-in-Chief of the National Political Publishing House Truth - presented a paper on building a team of staff in the context of digital transformation.

He emphasized that staff members need to have strategic thinking, technological capacity, quick adaptability and skills to work in a digital environment. "Each staff member needs to become a "digital transformation nucleus", both professionally competent and proficient in soft skills," he said.

Many opinions at the workshop said that developing high-quality human resources is both an urgent and long-term task, requiring the synchronous participation of the entire political system, sectors and levels.

Delegates also shared experiences in human resource development linked to labor market needs, digital transformation, and training models combining research and application, and agreed that high-quality human resources are the key factor determining national competitiveness.

Building high-quality medical human resources

As a high-quality medical human resource training institution with more than 123 years of development, Associate Professor, Dr. Phan Thi Thu Huong, Chairwoman of the Council of Hanoi Medical University, said that human resource development, especially high-quality human resources, continues to be identified as one of the key strategic breakthroughs in the era of national development.

Particularly in the healthcare sector, an industry directly related to people's health, life and quality of life, high-quality human resources are not only a pillar but also a vital factor.

This team needs to possess deep expertise, critical thinking, the ability to quickly adapt to developments in science and technology, while maintaining medical ethics.

Delegates contributed ideas and suggestions at the workshop

Associate Professor, Dr. Le Dinh Tung, Vice Principal of Hanoi Medical University, said that currently the country has more than 210 medical human resource training facilities, including 66 universities, 139 vocational training facilities, and 9 research institutes.

Vietnam is currently among the countries with the highest ratio of health workers per 10,000 people in the region. This index increased from 29.2 in 2001 to 35.1 in 2010 and reached 49.5 in 2020. To date, 98.6% of villages have active health workers; 87.7% of communes have doctors.

By 2019, the country had 475,100 medical staff, of which more than 87,400 had medical degrees or higher, and 27,700 had university degrees or higher in pharmacy. However, the distribution of human resources was uneven among regions, with the Mekong Delta having the lowest ratio - 37.8 medical staff/10,000 people (more than 65,000 people serving 17.27 million people).

Compared to the region, the ratio of medical staff per 10,000 people in Vietnam is still lower than Thailand, Singapore, Malaysia and the Philippines, and equivalent to Indonesia.

Regarding human resources in science and technology in the medical sector, the country currently has more than 400 professors and associate professors; 1,977 doctors of medicine, 273 doctors of pharmacy, along with a large team of first and second degree specialists and researchers working at schools, institutes and hospitals nationwide.

Prof. Dr. Phung Huu Phu, former Deputy Head of the Central Propaganda Department, highly appreciated the sense of responsibility, careful preparation and enthusiastic discussions of the delegates. He emphasized that developing high-quality human resources is not only an urgent requirement but also a long-term, continuous task, requiring the synchronous participation of the entire political system, all levels, sectors, agencies and units.

The workshop clarified many theoretical and practical issues, proposed important policy suggestions to serve the leadership and direction of the Party and State in the human resource development strategy, especially high-quality human resources. The results and recommendations at the workshop will be an important basis for policy making, contributing to the realization of the goal of rapid and sustainable national development in the new era.
