Digital transformation is a prerequisite for innovation in propaganda and dissemination of law.

Not only stopping at traditional propaganda sessions, 2025 marks a strong shift in legal dissemination and education (LED) when digital technology is brought into service of people and businesses.

According to the Central Council for Coordinating Law Dissemination and Education , in the first 9 months of 2025, the work of legal dissemination and education achieved many positive results, contributing to spreading awareness about the role of law in social life. Ministries, branches and localities issued 40 directives and instructions; organized more than 216,000 direct propaganda activities, attracting nearly 24 million participants; launched 5,000 legal competitions with more than 2.2 million entries and published more than 16 million propaganda documents.

Notably, the application of information technology and digital transformation in legal dissemination has achieved remarkable results. The National Law Portal, officially operating since May 2025, has recorded more than 660,000 visits and more than 41,000 registered accounts. In particular, the Legal AI system has received and processed about 156,000 questions and answers, helping people and businesses access legal information more quickly, accurately and in a more friendly way.

In addition to the bright spots, the Ministry of Justice assessed that the implementation of legal education in schools and legal aid for small businesses and business households is not uniform. Policy communication and dissemination of "hot" legal issues are still not timely and not closely following reality, while the coordination mechanism between the drafting agency and the press is not effective, lacking the basis for ordering media.

According to the Ministry of Justice, the main reason is that some leaders are not really interested, resources for legal dissemination work are limited, especially in terms of funding and specialized human resources. In addition, in the context of many localities restructuring their organizations and streamlining their apparatus, legal dissemination work has not been given due priority.

Another major challenge is that the communication method has not kept up with the technological trend. The application of digital platforms and multimedia communication is still slow, while this is an effective channel to spread the law to young people, workers, and start-up businesses.

Proposals from local and business

According to Mr. Le Truong Son, Vice Chairman of Dong Nai Provincial People's Committee, the locality is implementing legal dissemination work with an approach to three specific groups: religious people, ethnic minorities in difficult areas and workers in industrial zones. "To bring the law into life, we also need to speak the right language of each target group, be flexible in method and content," Mr. Son emphasized.

Dong Nai also considers digital transformation as a prerequisite for innovating the method of disseminating law. Mr. Le Truong Son proposed choosing the theme “Digital Transformation” for Vietnam Law Day 2025, focusing on digitizing legal documents and management processes, making it easier for people to look up and access information.

Similarly, in Hanoi, Ms. Pham Thanh Huong, Deputy Director of the Department of Justice, said that identifying digital transformation in legal propaganda and dissemination as an inevitable need, recently, Hanoi City has assigned the Department of Justice and related departments and branches to develop an implementation plan to promote propaganda via social networks, on the platform "Digital Capital Citizen" - iHanoi. This is a premise to enhance online interaction methods in the digital environment between citizens, businesses and the government.

From a business perspective, Mr. To Hoai Nam, Permanent Vice President and General Secretary of the Vietnam Association of Small and Medium Enterprises, said: "It is necessary to optimize the transmission of legal information to small and medium enterprises through many different channels - television, social networks, handbooks, magazines, and must closely follow the practical needs of businesses."

Mr. Nam emphasized that digital transformation in disseminating laws is necessary. But more importantly, it is necessary to create a two-way interaction mechanism so that businesses can ask questions and receive feedback when encountering problems with regulations.

Regarding this issue, the Central Council for Coordination of Legal Dissemination and Education said that the Council will strengthen coordination with key press agencies, promote digital transformation in legal dissemination and education, expand the application of artificial intelligence (AI), and perfect the National Law Portal into an effective online search and Q&A channel for people and businesses.

At the same time, the Council will also innovate policy communication work in a fast, correct, accurate and attractive direction, linked to the 2026 legislative program of the National Assembly and Resolution 66-NQ/TW on legal dissemination and education; implement the Inter-sectoral Legal Support Program for small and medium-sized enterprises, business households and individuals, contributing to improving the legal capacity of the business community, promoting compliance with the law in production and business.

In terms of institutions, the Ministry of Justice - the standing body of the Council - is focusing on consulting on amending the Law on Legal Aid to fully institutionalize the Party's new policies, overcome difficulties and create a modern, flexible legal corridor, suitable for national governance requirements in the digital age.
