
On the afternoon of September 11, at the City Convention and Performance Center, comrade Ho Duc Phoc, member of the Party Central Committee, Deputy Prime Minister, Head of Working Group No. 5 of the Government led a working delegation to Hai Phong to urge and remove difficulties and obstacles in production, business, import and export, infrastructure construction, promote growth, and accelerate disbursement of public investment capital.

Reporting at the meeting, Hai Phong City Party Secretary Le Tien Chau said that in the context of facing many difficulties and a huge amount of work after the merger, the city still strives to ensure the socio-economic development targets assigned by the Central Government, achieving many important results.
After the merger of Hai Phong and Hai Duong, the political system of Hai Phong city has been ensured to be synchronous and united. The socio-economic indicators of Hai Phong in the first 8 months of 2025 are at a high level compared to the national average.

Specifically, GRDP in the first 6 months of the year increased by 11.2% over the same period last year. The Industrial Production Index (IIP) in 8 months increased by 11.51%; total export turnover is estimated at 31.8 billion USD, up 6.25%; cargo output through the port reached 120.14 million tons, up 12.25%. Total state budget revenue in the area in 8 months reached 132,239 billion VND, equal to 89.7% of the Central Government's estimate, 89.1% of the City People's Council's estimate in 2025 and increased by 29.5% over the same period in 2024.
In the context of general difficulties, Hai Phong's investment attraction achieved positive results with 1,923 million USD of FDI, equal to 94.4% compared to the same period in 2024. In particular, domestic investment attraction had a large growth step, reaching more than 324,502 billion VND.
The security and social order situation is stable. Hai Phong is also a leading locality in implementing national target programs, ensuring social security with poverty eradication and temporary housing eradication programs all reaching their targets early.
In response to the need to find new growth drivers, Hai Phong city is speeding up the establishment of the Southern economic zone with a free trade zone, Nam Do Son port, Tien Lang international airport, etc. At the same time, it is actively coordinating the implementation of many key projects, especially the Lao Cai - Hanoi - Hai Phong railway project, etc.
Key projects and works are focused on implementation with many creative solutions and effective methods, creating breakthrough momentum to promote economic growth. Many regional and inter-regional transport infrastructure projects are being implemented, expected to open up new development spaces for Hai Phong.
Regarding public investment capital disbursement, by August 31, Hai Phong disbursed VND 21,749.4 billion, reaching 60.6% of the capital plan assigned by the Prime Minister, reaching 55.3% of the capital plan assigned by the city, higher than the same period in 2024.
Regarding social housing, the city has exceeded the target assigned by the Government for the period of 2021 - 2025. Currently, the city has 26 projects with a scale of about 28,820 apartments with investment policies and completing investment procedures. The city continues to call for investment in the following projects, ensuring the completion of the target assigned by the Government of 32,845 apartments for the period of 2026 - 2030.
At the meeting, city leaders and departments and branches pointed out a number of difficulties and obstacles in the production, business and import-export activities of the city's enterprises, including the impact of the US's additional tax policy on some groups of goods imported from Vietnam. Difficulties in recruiting highly skilled labor and skilled workers in industrial zones. Strong fluctuations in input material prices also cause product prices to increase, directly affecting the production and business plans of enterprises.
In the field of infrastructure investment implementation, especially key infrastructure and social housing, there are also some difficulties due to the lack of filling materials. The preferential interest rate for loans to buy social housing is still high, making it difficult for people to access. The disbursement of public investment capital and the implementation of national target programs also face some obstacles and difficulties because the process of adjusting and supplementing the medium-term public investment plan from the central budget for the period 2021 - 2025 has not been completed, so the city has not yet allocated the public investment capital plan for 2025 to a number of projects.

Site clearance for some projects is still slow because some central units located in the city have not yet handed over the site. It is necessary to adjust and unify legal documents on site clearance compensation and land price list after the merger of Hai Phong city and Hai Duong province...
At the meeting, delegates reviewed the GRDP growth scenario and solutions to strive to achieve and exceed Hai Phong's GRDP growth target according to Resolution No. 226/NQ-CP of the Government. Objectively and frankly assess the current situation in each field; analyze the root causes of difficulties and problems; propose practical and feasible solutions to resolve them in the short term and orient for the long term.
Concluding the meeting, Deputy Prime Minister Ho Duc Phoc emphasized that Hai Phong is one of the three growth poles of the country. The city has the third largest economic scale in the country, the second largest import-export scale, and the third largest budget revenue. Therefore, Hai Phong plays a very important role in the national economy. The merger of Hai Phong and Hai Duong opens up a large economic space and development potential for the new Hai Phong city.
He suggested that Hai Phong should continue to focus on developing economic pillars such as industry, seaports, and logistics. In addition to exploiting international seaports, the city needs to take advantage of its rivers and pay attention to promoting the development of inland waterway logistics. In the energy sector, Hai Phong needs to promote its advantages and develop renewable energy types such as wind power, gas power, etc.
Along with that, review and adjust the city planning to maximize the potential and advantages of new development space after merging localities and orienting new socio-economic zoning.
For free trade zones, the city needs to proactively establish working groups, send officials to study and refer to implementation experiences in other countries around the world. It is necessary to pay attention to lessons learned in resolving consequences related to the environment, social order and safety, etc. Thereby, consider and select investors in the direction of green production, environmental friendliness, sustainable development, etc.
In the coming time, Hai Phong needs to continue to promote disbursement of public investment capital; effectively exploit the market; strengthen decentralization, decentralization, administrative procedure reform, national digital transformation; promote private investment; effectively and thoroughly handle backlogged projects; and accelerate the implementation of national target programs.
The Deputy Prime Minister also noted the need to ensure that local governments at two levels operate smoothly and effectively; invest in information technology and modern machinery and equipment to serve administrative work; and build a team of professional, capable, qualified and ethical grassroots cadres.
The city needs to continue to pay attention to the fields of protecting sovereignty, peace, security and order and improving people's lives. Create conditions and have solutions to attract investors in the fields of health and education.
Regarding the city's recommendations, Deputy Prime Minister Ho Duc Phoc assigned relevant ministries and branches to urgently study, resolve, and provide specific, definitive, and clear instructions as soon as possible so that Hai Phong can soon remove obstacles and difficulties.
