According to Deputy Minister of Finance Do Thanh Trung, the Ministry of Finance has received, edited and completed the draft report to the Politburo on removing difficulties for backlogged projects.
Remove in the spirit of Resolution 68
Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that the Politburo has concluded and directed to focus on removing obstacles for backlogged projects to put them into operation, promote production and business, and support enterprises, in line with the innovation spirit of Resolution 68.
Up to now, the Government has resolutely deployed and unlocked huge land and financial resources. Under its authority, the Government and localities have removed obstacles for 1,154 projects with a total registered capital of about 675,000 billion VND and hundreds of thousands of hectares of land that had been frozen.
Next is the effectiveness in preventing waste. Typically, the two projects of Bach Mai Hospital and Viet Duc Hospital, Facility 2, which have been "shelved" for 10 years, are now being dismantled, resolving a huge amount of assets.
Along with that, the Government has identified many shortcomings in policies and institutions, especially regulations on land and bidding, which are overlapping and lacking connectivity and need to be improved.
Removing difficulties for projects does not mean legalizing violations. According to the direction of the Politburo, all violations have been inspected, examined and strictly handled according to regulations.
This strengthens the trust of people and businesses, demonstrates the spirit of a creative Government, supports businesses to overcome the risk of bankruptcy, ensures jobs, removes difficulties for banks, and maintains macroeconomic stability.

Proposal to expand the pilot mechanism to remove obstacles for projects
The Permanent Deputy Prime Minister said that the main problem was due to unreasonable procedures and regulations. New legal documents have partly overcome these shortcomings. With the pilot results from Conclusion 77 and Resolution 170, many localities have proposed to expand the application mechanism.
"Resolution 170 only allows it in 5 provinces and cities. This is a cautious and necessary step to gain experience before expanding it nationwide," the Deputy Prime Minister emphasized.
He said that summarizing Conclusion 77 and Resolution 170 is very important to expand implementation according to the wishes of localities, people and businesses, and needs to be done urgently.
Therefore, Mr. Binh suggested that the standing agency of the Steering Committee receive opinions and complete the report to the Politburo. The viewpoint is to be certain, scientific, cautious, listen to agencies, businesses and people, so that the policy is successful, bringing resources of millions of billions of VND into the economy from now until early next year.
