Speed ​​up the completion of social housing development targets

Tay Ninh province aims to complete 80,240 social housing units by 2030 to meet the housing needs of workers in industrial parks and clusters and low-income people, contributing to ensuring social security and sustainable development.

The Provincial People's Council has surveyed the need for social housing to issue a special Resolution on supporting mechanisms and policies to promote the development of social housing.

Many positive results in social housing development

According to information from the Provincial People's Committee, in recent years, with flexible management solutions, the province has always been a bright spot in socio -economic development and investment attraction. Up to now, the whole province has more than 37,000 operating enterprises with a total registered capital of more than 912,000 billion VND, more than 3,000 DDI projects with a capital of nearly 689,000 billion VND and 1,892 FDI projects with a total capital of more than 24 billion USD.

The rapidly developing industrial, commercial and service sectors have become the main driving force for growth, economic restructuring and labor attraction. However, this has also created certain pressures on solving housing needs for workers and low-income workers.

In response to the demand for social housing, the Prime Minister approved the Project to invest in building at least 1 million social housing apartments for low-income earners and industrial park workers in the 2021-2030 period and issued Decision No. 444/QD-TTg, dated February 27, 2025, assigning the social housing target to the province to complete 80,240 apartments in the 2025-2030 period, including 70,740 apartments in Long An province (old) and 9,500 apartments in Tay Ninh province (old).

Immediately after the Prime Minister approved the Project to invest in building at least 1 million social housing apartments for low-income earners and industrial park workers in the 2021-2030 period, the Provincial Party Committee, People's Council, and People's Committee issued many documents directing the implementation of the Project under the direction of the Prime Minister.

In particular, the province established a Steering Committee for Social Housing Development, included social housing development targets in the province's socio-economic development target system as a basis for implementation, annual summary and evaluation, and issued an annual social housing implementation plan to ensure the implementation of targets assigned by the Government.

In particular, the Provincial Party Standing Committee issued Resolution No. 94 dated August 26, 2024 on social housing development in the province for the period up to 2025, with a vision to 2030.

In 2025, the province plans to invest in 13 projects, with a scale of 49,235 hectares, corresponding to 3,743 completed apartments.

Implementing the Resolution of the Provincial Party Committee, all levels and sectors in the province have focused on implementing many solutions, mechanisms and policies to develop social housing for workers and low-income people. In particular, the province has focused on reviewing and planning land funds, planning social housing construction in industrial parks and residential areas, urban areas, initially attracting investment and implementing a number of projects, thereby partially solving the housing needs of workers and creating a premise to promote the development of social housing types in the coming time.

Up to now, the province has completed 13 social housing projects for workers and low-income earners with a construction scale of 4,358 units. Of which, Long An province (old) completed 7 projects with 1,958 units; Tay Ninh province (old) completed 6 projects with 2,400 units.

At the same time, in 2025, the province plans to invest in 13 projects with a scale of 49.235 hectares, equivalent to 3,743 completed apartments. Of which, the projects that have been started include the Ihoa Vina Social Housing Area for Industrial Workers with a scale of 0.37 hectares/48 apartments; the Social Housing Area in Long An Ward with a scale of 0.4377 hectares/31 apartments; the Social Housing Area in Luong Hoa Residential Area with a scale of 0.71 hectares/400 apartments; the Housing Area for Industrial Workers and Workers in Cau Tram Industrial Park with a scale of 16.7 hectares/947 apartments; the My Hanh Social Housing Area with a scale of 0.149 hectares/175 apartments and the Golden City Social Housing Apartment Complex in Tan Ninh Ward with a scale of 3.35 hectares/1,441 apartments.

In addition, the province also plans to prepare investment and start construction of 7 social housing projects in 2025 with a scale of 27.515 hectares/6,740 apartments as well as plans to approve investment policies and investors for 14 projects with a scale of 131.88 hectares/30,017 apartments.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Van Ut affirmed that the province always identifies social housing development as one of the important tasks in economic development associated with social security and sustainable development. In particular, the province commits to continue reviewing, allocating appropriate land funds, simplifying procedures, attracting investors and creating all favorable conditions to accelerate the progress of social housing projects in the province to ensure the completion of assigned targets.

Ensure completion of social housing development targets

According to Deputy Director of the Department of Construction Nguyen Van Trang, the 2024 Housing Law has removed many obstacles for localities and businesses in investing in social housing development. In addition, the National Assembly also issued Resolution No. 201 on piloting a number of specific mechanisms and policies for social housing development, and the Government issued Decree No. 92/2025/ND-CP to remove difficulties in implementing social housing projects.

In particular, on the local government side, the Provincial People's Council also issued a mechanism to support the implementation of social housing investment projects in the province in Resolution No. 15 and Resolution No. 87 of the Provincial People's Council. In particular, the Provincial People's Council agreed to issue specific mechanisms to support social housing such as the provincial budget will support 100% of compensation costs, site clearance for projects to create clean land funds, bidding to select investors to build social housing and support 100% of investment in building technical infrastructure systems outside the social housing investment projects. "These are very favorable conditions, a premise for the implementation of social housing projects in 2025 and the following years to achieve the set goals" - Deputy Director of the Department of Construction Nguyen Van Trang affirmed.

However, Mr. Nguyen Van Trang also said that the development of social housing still faces many difficulties and problems related to site clearance, planning adjustment, and capital sources. However, the biggest bright spot is that up to now, land use planning, construction planning, the inclusion of social housing indicators in commercial housing projects, and planning indicators for the location of independent social housing projects have been implemented synchronously, creating a premise for effective implementation in 2025 and the following years.

“There is a very positive bright spot when currently, social housing projects implemented in the province are being accelerated by investors, striving to have products to reach low-income people in 2025. At the same time, there are currently many investors interested in social housing projects in the province” - Deputy Director of the Department of Construction Nguyen Van Trang informed.

Most workers and laborers today still live in cramped boarding houses built by private individuals.

To complete the goal of completing 80,240 social housing units by 2030, the Department of Construction is currently advising the Provincial People's Committee to comprehensively deploy key tasks and solutions for implementation. In particular, the province focuses on synchronously and effectively implementing pilot mechanisms and policies for social housing development as stipulated in Resolution No. 201 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.

For commercial housing projects, the province requires investors to prioritize the implementation of 20% land fund and complete procedures to ensure conditions for construction commencement in 2025 according to the approved social housing project.

In addition, the province also proposed to speed up the planning process, promptly complete the procedures for approving investment policies for concentrated social housing areas and organize the selection of investors according to regulations.

For localities with strong industrial development such as Duc Hoa, Duc Hue, Ben Luc, Can Giuoc, Tan An, Thu Thua, the Provincial People's Committee requires departments, branches, and People's Committees of communes to focus on reviewing the planning and implementation of the construction of concentrated social housing areas with synchronous technical and social infrastructure, arranging local budgets to organize site clearance, create clean land funds, and call for social housing investment according to the Resolution of the Provincial Party Committee and Provincial People's Council.

“Currently, the Department of Construction is actively coordinating with departments, branches and localities to guide investors to register for loans to implement projects in 2025 and the following years. For social housing projects that have started construction, the procedures for selecting subjects, approving selling prices and opening sales will be implemented immediately so that social subjects can receive houses immediately after the project is completed, accepted and put into use to create all favorable conditions for people and social subjects to soon have housing and stabilize their lives,” Mr. Nguyen Van Trang added./.

According to information from the Provincial People's Committee, implementing the Provincial Party Committee's Resolution on social housing development in the province, the Provincial People's Committee has directed provincial departments, branches and localities to review and plan 79 land plots with a scale of 598.17 hectares for social housing. At the same time, the Provincial People's Committee has approved the investment policy of 32 projects. Of which, Long An province (old) has 28 projects with a scale of 225.34 hectares corresponding to 44,433 apartments, Tay Ninh province (old) has 4 projects with a scale of 15.87 hectares corresponding to 2,708 apartments, expected to be completed in the period of 2025-2030. In addition, the province also planned 23 locations of land plots for independent social housing development with a scale of 200.37 hectares corresponding to 33,942 apartments, expected to be completed in the period of 2025-2030. In which, 7 projects with a scale of 97.85 hectares were identified to receive 100% support from the province for compensation and site clearance costs, creating clean land funds, and bidding to select investors to build social housing according to the Resolution of the Provincial People's Council.
