Digital transformation in legal dissemination and education
In August 2025, the Prime Minister issued Decision No. 26/2025/QD-TTg stipulating the composition, tasks and powers of the Council for Coordination of Legal Dissemination and Education towards merging the Council for Coordination of Legal Dissemination and Education and the Inter-sectoral Coordination Council for Legal Aid in Litigation Activities.
Reporting at the meeting, Deputy Minister of Justice Nguyen Thanh Ngoc, Vice Chairman of the Council, said that in the first 9 months of 2025, the work of disseminating and educating the law nationwide achieved many outstanding results. Ministries, branches and localities issued 40 directives and instructions; organized more than 216,000 direct propaganda activities, attracting nearly 24 million participants; deployed nearly 5,000 legal competitions with more than 2.2 million participants; published over 16 million legal propaganda documents. Nationwide, 16,630 legal aid cases were carried out (an increase of 21% over the same period).
The Ministry of Justice - the Standing body of the Council has advised the Prime Minister to approve the Project on Digital Transformation in the dissemination and education of law for the period 2025 - 2030. The National Law Portal has been in operation for 4 months; in three months (from June 1 to the end of August), there were nearly 660,000 visits and 156,000 questions related to law were answered (via AI application).
Contributing his opinion at the meeting, Minister of Justice Nguyen Hai Ninh said that when operating a two-level local government, the workload is large, especially at the commune level, which has many new tasks and new legal documents. In the past, the organization of training, fostering, promulgation of handbooks, and sending officials directly to the grassroots have been carried out, but this work needs to continue, especially at the commune level, to effectively enforce the law, so that people and businesses can grasp the regulations and conveniently exercise their rights and obligations according to the law.
From a local perspective, according to a representative of Dong Nai province, in the context of implementing a two-level local government, digital transformation is a prerequisite. Also at the meeting, some opinions proposed to strengthen the work of grasping the actual situation, removing difficulties, guiding the implementation of legal dissemination and education, and providing legal support to people, small and medium enterprises, business households, and individual businesses, especially in the context of implementing two-level local government.
Mr. To Hoai Nam, Permanent Vice President and General Secretary of the Vietnam Association of Small and Medium Enterprises, emphasized that the information and dissemination of laws to people and businesses must be "simplified, easy to understand", and have a variety of transmission channels. From there, he proposed that businesses, business households, and people need a channel to "ask if they don't understand", a two-way interaction channel with authorities about legal regulations, especially newly issued regulations and documents. Authorities and those working in propaganda and dissemination need to proactively reach out to those who need to grasp legal regulations.
Building a culture of compliance with the law
Concluding the meeting, Deputy Prime Minister Le Thanh Long said that recently, the Politburo issued Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era, which clearly stated the focus on building a culture of law compliance. This is considered a revolution in the work of law-making and law enforcement.
The Deputy Prime Minister also noted some highlights in the dissemination and education of law, including digital transformation and the application of information technology; policy communication has directly entered into life. A large volume of legal documents has been amended and supplemented in a very short time to operate the two-level local government organization.
However, according to the Deputy Prime Minister, there are still some limitations such as: The implementation of legal education at training establishments, legal aid and legal support for small and medium enterprises is not close. Guidance on the dissemination, education of law and application of law is sometimes not timely. The application of information technology still has many points that need to be further overcome...
In the coming time, Deputy Prime Minister Le Thanh Long requested the Ministry of Justice - the Standing body of the Council, to propose plans, introduce experts, and determine financial mechanisms for the development and implementation of policy communication columns on key national press agencies.
The Ministry of Justice shall preside over the research, development and submission to the Prime Minister for promulgation of the Project on Building a Culture of Law Compliance among Officials, Civil Servants and People under the direction of the Prime Minister; at the same time preside over and closely coordinate with relevant ministries and branches to successfully organize the Ceremony to Respond to Vietnam Law Day 2025; continue to effectively operate the National Law Portal.
The Ministry of Home Affairs focuses on developing a training program to update legal knowledge for cadres, civil servants, and public employees and implementing it from 2026. The Ministry of Education and Training is researching to include the content of the Constitution, law, and the rule of law in the training and fostering program.
