Speed ​​up and effectively implement Vietnam - Laos cooperation projects

On the morning of October 3, at the Government Headquarters, Deputy Prime Minister Nguyen Chi Dung chaired a meeting with ministries, agencies, localities and enterprises to review the implementation of Vietnam - Laos cooperation.

Attending the meeting were representatives of leaders of Ministries and agencies: Finance, Industry and Trade, Construction, Foreign Affairs, National Defense, Public Security, Culture, Sports and Tourism, Government Office , Vietnam Development Bank, etc.; some localities: Ha Tinh, Nghe An, etc. and enterprises: Vietnam Chemical Group, Vietnam Electricity Group, etc.

According to the report of the Ministry of Finance , the implementation of the Agreement on the Vietnam-Laos Cooperation Plan in the first 8 months of 2025 has achieved the set goals and achieved many important results. In particular, many key cooperation contents between the two sides have been resolved, a number of difficulties and obstacles have been removed, and many positive results have been achieved in the fields of diplomacy, national defense and security, human resource training, economy and trade.

Notably, Vietnamese investment in Laos has changed for the better and tends to increase again in a more sustainable direction. In the first 8 months of 2025, registered investment capital in Laos reached 322 million USD, an increase of 6 times compared to the same period in 2024, focusing on the fields of energy, mining, transportation services... To date, Vietnamese enterprises have invested in 274 projects in Laos, with a total registered capital of 5.82 billion USD; realized capital reached about 3 billion USD. Of which, many investment projects of Vietnamese enterprises in Laos are operating effectively.

Projects using Vietnam's aid capital for Laos have basically met the requirements of the proposed schedule. Project owners of both sides have made efforts to coordinate project implementation. Many projects have been completed, handed over and put into use.

Among the projects using the Vietnamese Government's aid capital for the Lao Government, 2 projects are striving to be completed in 2025. Of the 5 projects currently being implemented, 4 are expected to be completed in 2026 and 1 has been completed. Of the 4 projects being prepared for implementation, 3 are expected to be completed between 2027 and 2029 and 1 is striving to be completed in 2026. In addition, the two sides are actively discussing to complete the procedures and report to the competent authorities for approval of 3 investment preparation projects.

Emphasizing the consistent viewpoint and policy of the Party, State and the Government's direction of consolidating and enhancing cooperation, supporting Laos to implement projects faster, stronger and more effectively, the Deputy Prime Minister requested relevant ministries and agencies to do their best, thereby continuing to contribute to fostering the good Vietnam-Laos relationship.

“The general spirit is that what has been done well must be done better, and what has not been done well must be focused on leadership, direction, close attention and specific solutions by agencies,” the Deputy Prime Minister emphasized and commended a number of ministries and branches that have promoted well, quickly and actively implemented projects such as the Ministry of Public Security and the Ministry of Culture, Sports and Tourism.

At the meeting, the Deputy Prime Minister requested the Ministry of Construction to study the implementation of the railway. The Ministry of Industry and Trade continued to discuss with the Lao side to review the feasibility of building a petroleum depot and report and propose if there is a more suitable plan; consider increasing the scale of electricity purchase from Laos and adjusting the electricity import price frame of Laos in the direction of encouraging and supporting private enterprises to invest in expanding transmission lines.

The Ministry of Finance shall preside over and coordinate with ministries and agencies to study the feasibility of the route from the Lao capital Vientiane to Thanh Thuy, Phu Tho and report to the Government; promptly arrange funds to build the Laos - Vietnam Friendship Hospital.

“The goal is to inaugurate the Laos-Vietnam Friendship Hospital and the Laos-Vietnam Friendship Park on December 19, when the whole country starts construction and inaugurates a series of projects,” the Deputy Prime Minister emphasized.

The Deputy Prime Minister assigned the Ministry of Finance to prepare a summary report to submit to the Government and send it to the Central Office to report to the Politburo on the implementation status, difficulties, obstacles and propose directions to remove difficulties for Vietnam - Laos cooperation projects.
