Shifting mindset from administrative management to proactive creation to serve people

At a press conference to inform about the preparation and organization of the 1st Government Party Congress, Permanent Deputy Prime Minister Nguyen Hoa Binh mentioned the issue of renewing the Government's thinking and operating methods to achieve results in the past term.

The First Deputy Prime Minister emphasized that the Government has strongly innovated its thinking and working methods in the past term, starting with the Party's innovation in this term. Especially in the second half of the term, we have had many innovations in thinking in directing, operating and issuing a series of major policies and guidelines.

In terms of inclusive thinking, we have a long-term, strategic vision towards two centenary goals: 100 years of the Party's founding, 100 years of the country's founding. In terms of aspirations, by 2045 we strive to be an industrialized country with high income and a prosperous and happy people.

In each specific field, the Government's innovation in thinking is also very different. Taking the example of innovation in thinking about the private economy, First Deputy Prime Minister Nguyen Hoa Binh shared: "We realize that the private economy is the most important driving force of economic development. Limited resources of the state economy cannot bring double digits, but abundant resources in the people and in enterprises can create breakthroughs in growth. We also realize that the private economy is at the forefront of innovation and application of technology and digital technology. Therefore, we will assign the private economy to undertake important tasks, national strategies. This is a completely different way of thinking. In fact, large projects have been assigned to the private sector such as airports, ports, highways, and in the future, we will assign to the private economy many larger projects, requiring higher technology."

Regarding state management, the Government has shifted its mindset from administrative management to proactively creating services for people and businesses, listening and accompanying.

In addition, there is a change in thinking about education and health. In which, the health sector changes from curing to preventing diseases, improving physical condition, taking care of health, prolonging average life expectancy and having a happy life.

The First Deputy Prime Minister also pointed out that in a world of many unusual changes, we realize that we must have an independent, self-reliant, and self-reliant economy, using our own strength.

"Dependency on one market is very dangerous for the economy. Therefore, we must restructure and innovate our economy, increase resilience, increase self-reliance and self-reliance. Integrate but be independent and self-reliant. That is the new way of thinking in building institutions, policies and implementing socio-economic development solutions of the Party and the Government," the First Deputy Prime Minister emphasized.

Flexible adaptation, turning danger into opportunity

Regarding method innovation, Permanent Deputy Prime Minister Nguyen Hoa Binh said that the Government has directed focus and key points, not spreading out.

"Limited resources that are shared everywhere will not be effective. We have a highway system and large projects because we know how to concentrate," the Deputy Prime Minister pointed out.

Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that without flexible responses, it will be difficult for us to overcome unpredictable incidents.

In addition, decentralization and delegation of power should be strong and go hand in hand with resource allocation so that localities can act, decide, and take responsibility. Adapt flexibly and turn danger into opportunity.

"The Prime Minister always says that there are more challenges and difficulties than advantages. That is the truth, every year there are factors that affect growth: at the beginning of the term there is the pandemic, then there are wars, conflicts in the world, supply chain disruptions, then trade competition, natural disasters are increasingly extreme. It can be said that without flexible responses, it is difficult for us to overcome unpredictable events," the First Deputy Prime Minister emphasized.

Permanent Deputy Prime Minister Nguyen Hoa Binh also affirmed that the Government always faces difficulties and challenges, does not avoid them, and dares to solve problems that have existed for many years.

"For many terms, we have talked about 12 long-standing backlog projects, loss-making banks, zero capital, and "shelved" projects. But in this term, we must resolve them. Twelve years, two hospitals in Ha Nam, the press has spent a lot of ink. This November, first of all, Bach Mai Hospital is ready to welcome patients," the Deputy Prime Minister shared.

Deputy Prime Minister Nguyen Hoa Binh added: "By not avoiding and resolving the backlog of issues from many terms, we have released a huge resource for the economy. That is the spirit of daring to think, daring to do, daring to take responsibility of the Government with a decisive style, saying is doing, clearly defining responsibilities. The Prime Minister has a slogan "6 clear" that everyone knows. We can do it and have done it, and have had results. That is a very specific and drastic method."

Thanks to the innovation in thinking and management methods of the Government, our country has achieved many great achievements. The macro economy is stable, the country is growing. Our country has basically completed the revolution of rearranging, organizing and building 2-level power, eliminating intermediaries, organizing a streamlined, effective, efficient apparatus close to the people, serving the people better.

We complete the institution, create an important legal foundation for growth momentum in the following years, remove difficulties, and create development. Restructure the economy, from growth drivers, diversify resources, diversify markets, improve the quality of FDI, strengthen processing, remove backlogs, take the driving force of science and technology and innovation, digital transformation, take resources from the private economy, the state economy, build international financial centers...
