Implementing Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development, in 2026, the lump-sum tax for business households (HKD) will be eliminated, the conversion of HKD to operate under the enterprise model will be encouraged, and all favorable conditions for management organization and financial and accounting regimes will be created. To carry out this task, the free provision of digital platforms and shared accounting software; and promoting access to and use of financial products for small, micro and HKD enterprises are extremely important.

To support HKD in the process of transformation and sustainable development, contributing to promoting the healthy and effective development of the private economic sector in accordance with the spirit of Resolution 68, Hue City Tax Department requests commercial banks and organizations providing electronic invoice solutions in the area to coordinate in developing and applying preferential and support policies specifically for HKD. Specifically, coordinate to support HKD owners when opening bank accounts and registering with tax authorities to serve production and business activities.

Support implementation policies such as: Free registration for bank account management, electronic banking services; incentives to give away sales management solution packages, electronic invoice packages to transfer electronic data to tax authorities, support toolkits such as speakers to notify balance changes, etc.; preferential interest rate support with flexible funding methods suitable for production and business needs for businesses that convert tax payment by lump-sum method to tax payment by declaration method or convert to enterprises.

At the same time, continue to research and deploy preferential programs and service packages for businesses when registering to use electronic invoices generated from cash registers such as: exempting/reducing service fees, digital signatures, giving free electronic invoice packages for use in the initial phase, supporting initial installation, and providing direct guidance when problems arise during use. Develop a sales price policy according to appropriate electronic invoice packages generated from cash registers so as not to become a barrier when businesses implement them continuously and regularly.

Units need to regularly coordinate with tax authorities in propaganda, guidance, information provision, and service introduction to the business community in the area as a basis for Hue City Tax to synthesize and publicize on the tax industry's information channels, helping business communities easily access and choose appropriate services.
