Preventing flooding for seasonal crops

In order to proactively prevent and combat flooding to protect crops, the agricultural sector and localities in the province are proactively implementing solutions to drain water from crops when heavy rain occurs.

According to the assessment of the Irrigation Department, in the autumn-winter crop of 2024, the area likely to be flooded in the province when there is heavy rain is about 9,200 hectares. Of which, Ha Trung district has a concentrated flooded area in some communes such as: Ha Chau, Ha Thai, Ha Lai, Ha Hai, Yen Duong, Ha Tien, Linh Toai, Ha Dong, Ha Ngoc... about 1,630 hectares. Yen Dinh district, the flooded area belongs to the communes of Yen Phu, Yen Trung, Dinh Lien, Dinh Tang, Dinh Hung, Dinh Tien... the self-draining area to Cau Chay river with an area of ​​1,200 hectares. Vinh Loc district has a flooded area belongs to the communes of Ninh Khang, Vinh Hoa, Vinh An, Vinh Hung, Vinh Long, Vinh Phuc , Vinh Tien... the self-draining area through the culverts across the Ma river, Buoi river and the drainage area of ​​Cau Mu pumping station with an area of ​​900 hectares. Tho Xuan district has communes Thuan Minh, Nam Giang, Xuan Giang, Xuan Hong, Xuan Hung, Bac Luong... in the drainage area flowing into Cau Chay river and Hoang river with an area of ​​1,100ha. Communes of zone III of Nong Cong district with flooded area of ​​2,000ha. Vinh Loc district 900ha, Ngoc Lac 530ha, Trieu Son 450ha, Thieu Hoa 200ha, Nga Son 170ha, Nghi Son town 910ha and Quang Xuong, Dong Son, Hau Loc districts, Sam Son city with an area of ​​10 to 100ha.

To proactively respond to flooding of crops caused by storms and floods, minimizing damage to production and people's lives, from the beginning of 2024, localities have completed the apparatus of the command committee for natural disaster prevention, search and rescue and civil defense at all levels. At the same time, develop programs, plans, organize and direct flood and storm prevention work; propagate and disseminate to people to fully understand the importance of flood prevention and control work to proactively prevent. The Irrigation Sub-Department organizes pre-flood inspections of works, correctly assesses the level of damage, safety of works and develops plans for repairing works, plans for dredging inter-district drainage channels. Localities and units operating irrigation works have organized and mobilized forces to simultaneously dredge and clear the flow, breaking up blockages in drainage systems across the province. Accordingly, localities and units have focused on directing and mobilizing forces and many mechanical machines to dredging and clearing the flow of drainage canals. From May 20 to June 20, 2024, the whole province has launched dredging, removing blockages, collecting water hyacinth, rafts, and water spinach with a length of 638,992m, volume of 518,389m3. Of which, inter-district and inter-commune canals are 102,088m3, intra-field canals are 416,301m3; collecting water hyacinth, rafts, and water spinach is 1,423,036m2.

Ms. Nguyen Thi Anh Nga, Deputy Head of Thanh Hoa Irrigation Sub-Department, said: Every year, before the rainy season, the unit has established working groups to inspect major irrigation works in the province. Based on the results of the inspection of works before the 2024 flood, urge management and exploitation units to repair and maintain drainage culverts, flood control culverts, drainage pumping stations, and dam works. At the same time, organize the inspection and trial operation of drainage pumping stations, drainage culverts, and spillway gates to ensure good operation during the rainy season and proactively drain buffer water before heavy rains occur. Along with that, urge units to mobilize forces to dredge drainage canals, clear blockages, handle encroachment on drainage works, violations of the protection area of ​​irrigation works on large canal systems and drainage axes, such as: Le River, Hoang River, Nhom River, Ly River, Do River, Rao River, Ben Ngu River... The Sub-Department organizes the assignment of staff to monitor and grasp the situation of drought, salinity intrusion, flooding and requires localities and units exploiting irrigation works to implement the irrigation plan, in order to save water. Units speed up the construction progress of irrigation works in the province to promptly provide irrigation water for production and fight drought and flooding in 2024, ensuring the safety of the works.
