Thanh Hoa: Removing difficulties in site clearance for traffic projects

In order for key transport projects to be completed on schedule, the construction industry and localities are focusing on site clearance to remove arising difficulties and problems, in order to hand over clean land to investors to speed up construction progress.

Construction units are speeding up the progress of the road project from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa.

The road project from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa was approved by the Chairman of the Provincial People's Committee in Decision No. 490/QD-UBND dated February 5, 2021 with a length of 16.442km. Up to now, the localities affected by the project have basically completed compensation for site clearance and handed over to the investor for project construction. However, as of September 11, 2025, in Nga Son commune, there are still 28 households that have not agreed with the compensation price. The construction unit has not been able to have a clean site to implement the project. The extension of time and the failure to completely resolve the site clearance work are greatly affecting the construction of the project.

Mr. Mai Ngoc Ha, Head of the Economic Department, Nga Son Commune People's Committee, said: "After the Nga Son Area Investment and Construction Project Management Board handed over the project to the locality to implement the related stages, the unit organized a review and mobilized the affected households to agree. At the same time, focused on removing difficulties, obstacles and recommendations of the households to soon hand over the site to the investor to ensure construction progress".

At the project of connecting National Highway (QL) 217 ​​with QL45 and QL47, according to the Decisions of the Provincial People's Committee No. 494/QD-UBND dated January 29, 2024 and No. 2744/QD-UBND dated July 16, 2025 with a total investment of 921 billion VND. Of which, the cost of site clearance is 200.227 billion VND; the construction cost is 608.098 billion VND; other costs are 39.708 billion VND and the reserve is 72.967 billion VND, the completion time is in 2026. However, currently, some sections of the route through Tho Long and Tho Ngoc communes have not completed the site clearance work. The People's Committees of the new communes are taking inventory, building specific land prices, applying compensation prices and arranging resettlement; There are 16 rice plots of land owned by 3 households working far away that have not yet been supported for career conversion, and 13 households have not yet agreed on the unit price...

In addition, Tho Ngoc commune has just handed over 5.87ha/7ha of agricultural land interspersed with locations where residential land has been recovered but the compensation price has not been agreed upon, so the construction units do not have access roads to construct. Tho Long commune People's Committee has not yet carried out procedures to invest in building resettlement areas for affected households that must be relocated (there is no list of projects approved for land use planning in 2025). Given the above reality, the Department of Construction requires Tho Long and Tho Ngoc communes to urgently carry out site clearance work to ensure the timeline for handing over clean agricultural land before September 30, 2025; complete and hand over residential land before October 30, 2025 so that the investor can ensure the construction progress as planned.

In addition, currently in Thanh Hoa province, there are a number of large investment projects that are temporarily suspended, unfinished, or behind schedule due to one of the biggest difficulties that directly affects the project progress: site clearance in some localities is still slow, with many unresolved problems. For example: The project of the road connecting Thanh Hoa City (old) with Tho Xuan Airport, the section from No Hen Bridge to Provincial Road 514 and the section from Provincial Road 514 to the entrance to Tho Xuan Airport; the project of the road from National Highway 47 to Ho Chi Minh Road; the project of the road connecting the North-South Expressway, National Highway 1A to Nghi Son Port...

Implementing Plan No. 02/KH-UBND dated January 2, 2025 of the Provincial People's Committee on site clearance to implement investment projects using land in Thanh Hoa province in 2025, relevant sectors of the province, People's Committees of communes and wards are actively promoting propaganda work on the importance of site clearance work for the socio-economic development tasks of the locality. Thereby creating consensus and high unity in awareness, ideology and action, ensuring the progress of handing over clean land to investors to implement the project.

Along with that, localities must uphold their sense of responsibility, concentrate resources, and be more determined in directing the acceleration of land acquisition progress in their areas according to their authority. Resolutely enforce land recovery in cases where land recovery has been resolved; strictly handle cases of taking advantage of State policies to procrastinate and profiteering. Localities must focus on reviewing to proactively resolve specific difficulties and problems according to their authority; promptly report and propose to provincial departments and branches to advise and report to the Provincial People's Committee to resolve cases exceeding their authority in land acquisition.

With the drastic participation of relevant sectors of the province and localities, site clearance work is expected to be accelerated, contributing to bringing key projects to the finish line on schedule, creating momentum to promote socio-economic development of the province.
