Warning of heavy rain, flash floods, landslides in many places

Although storm No. 10 has moved to the Upper Laos region and is unlikely to affect Vietnam, the storm's circulation is still likely to continue to strongly impact the weather, causing heavy rain in many areas.

According to the National Center for Hydro-Meteorological Forecasting, on the night of September 29 and the morning of September 30, the Northern region and Thanh Hoa will have moderate rain, heavy rain and thunderstorms, locally very heavy rain; especially Lao Cai , Tuyen Quang, Phu Tho, and Thanh Hoa provinces will have heavy to very heavy rain.

Forecast in the next 24 - 48 hours, Tuyen Quang, Phu Tho , Thai Nguyen areas on the day and night of September 30 will have total rainfall of 40 - 80 mm, locally over 200 mm; Other places in the North and Thanh Hoa will have total rainfall of 20 - 60 mm, locally over 100 mm. Warning of risk of heavy rain (>100 mm/3 hours). During thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind.

Warning, from October 1, heavy rain in the above areas will gradually decrease. Disaster risk level due to heavy rain, tornadoes, lightning, and hail is level 1.

Experts warn that heavy rains can cause flooding in low-lying areas, urban areas, and industrial zones; flash floods in small rivers and streams; and landslides on steep slopes.

The National Center for Hydro-Meteorological Forecasting also issued a warning bulletin on flash floods, landslides, and land subsidence due to heavy rain in the Northern provinces, Thanh Hoa, and Nghe An. Accordingly, in the past 24 hours (from 7:00 a.m. on September 29 to 7:00 a.m. on September 30), the Northern provinces, Thanh Hoa, and Nghe An experienced heavy rain, some places had very heavy rain such as: Ta Si Lang 367.4 mm (Lao Cai); Muong Do 294 mm (Son La); Lao Chai 220.4 mm (Tuyen Quang); Bao Hieu 373 mm (Phu Tho); My Yen 296.2 mm (Thai Nguyen); Hong An 254.6 mm (Cao Bang); Nhan Ly 207.9 mm (Lang Son); Ha My Pass 226 mm (Bac Ninh); Chuc Bai Son 154.6 mm (Quang Ninh); Thanh Hung 315.4 mm (Thanh Hoa); Khe Bo 179.6 mm (Nghe An)... Soil moisture models show that some areas in the above provinces are nearly saturated (over 85%) or have reached a saturated state.

Warning: In the next 3-6 hours, the above provinces will continue to have rain with common accumulated rainfall as follows: Phu Tho, Tuyen Quang, Thai Nguyen, Cao Bang and Lang Son provinces from 40-80 mm, some places over 100 mm; other provinces in the Northern region from 20-50 mm, some places over 70 mm; Thanh Hoa and Nghe An from 10-30 mm, some places over 50 mm.

Warning of risks in the next 6 hours, risk of flash floods on small rivers and streams, landslides on steep slopes in many communes and wards. Warning level of natural disaster risk due to flash floods, landslides, land subsidence due to heavy rain or water flow: Level 1; Lao Cai, Phu Tho and Thanh Hoa level 2.

Warning of the impact of flash floods, landslides, and land subsidence due to heavy rain or water flow: Flash floods and landslides can have very negative impacts on the environment, threatening people's lives; causing local traffic congestion, affecting the movement of vehicles; destroying civil and economic works, causing damage to production and socio-economic activities. The National Center for Hydro-Meteorological Forecasting recommends that local authorities pay attention to reviewing water flow bottlenecks and vulnerable locations in the area to take preventive and response measures.

Director of the National Center for Hydro-Meteorological Forecasting Mai Van Khiem said that although storm No. 10 has moved to the Upper Laos region and is unlikely to affect Vietnam, the circulation after the storm is still likely to continue to strongly impact the weather, causing heavy rain in many areas.

Mr. Mai Van Khiem said that due to heavy rain in the past few days and the forecast of continued rain on September 30, this shows that the soil moisture in the mountainous areas of North Central and the Northern midlands has become saturated (soaked with a lot of water). Therefore, the risk of flash floods and landslides in mountainous areas, hillsides, flash floods on rivers and streams in the above mentioned areas is very high. Thus, it is not true that when storm No. 10 has passed and ended, the risk of flash floods and landslides due to the consequences of heavy rain from the impact of storm No. 10's circulation still exists.

Mr. Khiem noted that flash floods and landslides will not only occur today but will last for the next 2-3 days. With the heavy rainfall as analyzed above, many river systems may experience a flood and the warning may rise to level 2, level 3, with some rivers exceeding level 3. From the forecast of high flood peaks as above, there is a risk of deep, widespread flooding in riverside areas, downstream areas, especially in the river areas in Ha Tinh, Nghe An, Thanh Hoa.

The hydrometeorological agency reminded people and local authorities to regularly monitor forecasts and warnings from the National Center for Hydro-Meteorological Forecasting.
