Department of Education and Training sends 'confidential' document to affiliated schools

On November 30, according to Thanh Nien Newspaper's reporter, through inspection and examination, the functional sector of Ca Mau province discovered that the leaders of the Department of Education and Training of Dam Doi District (Ca Mau) had sent a document with the word "Confidential" to the affiliated schools.

Accordingly, the People's Committee of Dam Doi District, based on the decisions of the Chairman of the People's Committee of Ca Mau Province, issued regulations on the planning of leaders and managers at the department level. According to the decentralization of staff management, the Chairman of the District People's Committee directs the implementation of planning of leaders and managers of the positions of principals and vice principals of kindergartens, primary schools and secondary schools under the District Department of Education and Training.

The People's Committee of Dam Doi District issued two decisions approving the planning, reviewing and removing from the planning and supplementing the planning the positions of principals and vice principals of kindergartens, primary schools and secondary schools under the Department of Education and Training of Dam Doi District, term 2019-2024 and the following terms. Specifically, Decision No. 1066 dated November 25, 2019 and Decision No. 17 dated February 10, 2022 of the People's Committee of Dam Doi District on approving the staff planning. In these two decisions, the People's Committee of Dam Doi District assigned the District Department of Education and Training to publicly announce the planning to the principals of schools and individuals included in the planning for implementation.

However, the Head of the Department of Education and Training of Dam Doi District issued two official dispatches to implement the decision, and at the same time photocopied and sent the two above-mentioned decisions to the affiliated schools. Notably, one of them has the word "Confidential" - Decision No. 17 dated February 10, 2022 of the District People's Committee.

According to the conclusion of the authorities of Ca Mau province, the "dissemination" of the above confidential document is not in accordance with the regulations on the management mechanism of "confidential" documents and the responsibility for this lies with the Head of the Department of Education and Training of Dam Doi district.
