Ho Chi Minh City: Bringing the government closer to the people through non-territorial administrative procedures

Ho Chi Minh City is promoting a model of non-territorial administrative procedures, helping people complete paperwork anywhere, without being bound by local boundaries.

According to the report of the City People's Committee Office, by October 2025, Ho Chi Minh City had established and put into operation 38 Administrative Area Teams in wards and communes. This is a pilot model associated with the Commune-level Public Administration Service Center, helping people to complete "one-stop" records more conveniently, regardless of administrative boundaries. These teams are equipped with modern infrastructure, of which 32/38 Teams have installed smart Kiosks, so people can submit their own records without having to meet civil servants; 5 robots to support citizen reception have also been deployed, helping to look up, submit records and track results quickly and accurately.

Currently, the city has 2,251 administrative procedures (AP) being applied; of which 1,996 procedures have been provided online, including 1,778 full procedures and 218 partial procedures, completing the assigned tasks according to Resolution No. 57 of the Politburo . The rate of online records received reached 43.46%, reflecting the strong shift of people to using online public services.

The city has also cut and simplified 284 procedures, contributing to reducing at least 30% of time and costs for people and businesses. According to the 766 Index, Ho Chi Minh City scored 80.62 points, ranked 32/34; the rate of timely handling of records reached 93.47%, and the level of people's satisfaction in receiving and processing records reached 91.79%.

However, the reform process still has some shortcomings such as the slow publication of the list of administrative procedures, electronic records not being digitally signed according to regulations, or the lack of data synchronization between systems, affecting the processing efficiency. Some units have not actively implemented administrative procedures without administrative boundaries, making the information connection between levels and sectors not really smooth.

Ho Chi Minh City aims to complete 100% of eligible administrative procedures online by November 1, 2025, ensuring that at least 80% of records are processed completely online and 40% of the adult population uses online public services. The city also focuses on investing in upgrading information technology infrastructure, training civil servants with digital capacity, towards a more open, transparent, friendly and efficient administration.

Accordingly, Vice Chairman of the City People's Committee Nguyen Manh Cuong requested to thoroughly implement the model of administrative non-territorial procedures, striving for 100% of procedures to be performed regardless of location. Departments, branches and localities need to thoroughly understand this spirit down to the commune level; proactively equip means, infrastructure, system configuration and strengthen propaganda so that people understand, trust and use the new model.

Regarding Index 766, the Vice Chairman of the City People's Committee proposed to establish specialized mobile teams to directly support and guide civil servants at the grassroots level; the City People's Committee Office shall be the focal point to monitor and synthesize results, and at the same time request the leaders of departments and branches to thoroughly handle overdue and backlogged files.

The city will continue to synchronize equipment, transmission lines and databases; strengthen coordination between science and technology units, digital transformation and public administration to ensure smooth, transparent and effective procedure processing. These steps are important premises for Ho Chi Minh City to move towards a modern digital government, with people at the center of service.
