In domestic revenue, some areas had remarkable growth. Revenue from non-state enterprises reached VND95.6 trillion, fulfilling 90.2% of the estimate and increasing by 36.5%. Personal income tax reached VND43.1 trillion, reaching 86.1% and increasing by 24.2%. In particular, land use fee revenue reached VND79.1 trillion, exceeding 64.8% of the estimate and 4.3 times higher than the same period last year. Fee and charge revenue reached VND16.5 trillion, reaching 70% and increasing by 2.7%. Registration fee revenue reached VND5.4 trillion, reaching 74.5% and increasing by 17.3%.
In contrast, revenue from the state-owned enterprise sector reached VND55.8 trillion, completing 69.3% of the annual estimate and equal to 97% compared to the same period in 2024. Revenue from the foreign-invested enterprise sector reached VND23.1 trillion, completing 75.9% of the estimate and increasing by 6.1%.

Also according to Hanoi City Statistics, local budget expenditure in the first 8 months of 2025 was 79.2 trillion VND, reaching 43.2% of the annual estimate and increasing by 33.5% over the same period in 2024. Of which, regular expenditure reached 44 trillion VND, reaching 60.2% and increasing by 30.8%. Development investment expenditure reached 35.2 trillion VND, reaching 34.4% and increasing by 37.1%.
The positive results in budget revenue and expenditure show the efforts of the Government , the City Party Committee, the business community and the people. Policies to support production and business have been implemented promptly. This creates favorable conditions for businesses to recover and develop, contributing to improving the lives of the people of the Capital.
Specifically, domestic revenue reached 446.3 trillion VND, equivalent to 92.5% of the estimate and up 37.1%. Revenue from crude oil reached 1.8 trillion VND, reaching 42.7% and equal to 65% compared to the same period last year. Revenue from import-export activities reached 22.9 trillion VND, completing 83.7% of the estimate and up 35%.
Accordingly, the Capital re-establishes the ecological space system with agriculture playing the role of green infrastructure, both as a food belt and an ecological buffer zone." Restructuring Hanoi's agricultural sector in conjunction with planning green production areas and ecological urban strategy is an inevitable path for the Capital to both develop the agricultural economy and maintain the ecological landscape, improve the quality of life and resilience to climate change.
According to Director of Hanoi Department of Agriculture and Environment Nguyen Xuan Dai, the city will restructure production in all areas: improving land use efficiency in cultivation, developing key livestock farming areas, and developing aquaculture in a sustainable direction.
