4 pillars of JICA cooperation in Vietnam in the coming time

At the mid-term press conference for fiscal year 2025 on October 8, Chief Representative of JICA Vietnam Office Kobayashi Yosuke said that the four pillars of cooperation between Vietnam and Japan in the coming time are: developing science and technology, innovation and digital transformation, promoting international integration, building and enforcing laws, and developing the private economy.

According to Mr. Kobayashi, as of October 1, 2025, there are 46 long-term experts and 42 JICA volunteers working in many localities across the country. In addition to individuals, many Japanese organizations such as businesses, universities, local governments and NGOs are also closely cooperating with Vietnam, contributing to promoting socio -economic development.

In the field of climate change response, JICA cooperates with Japanese enterprises to deploy SABO dam construction technology to minimize damage caused by landslides. Last April, the first SABO dam in Vietnam was completed in Son La province, which is expected to help protect the safety of people in the northern mountainous region who often suffer from heavy rains and flash floods.

Faced with the rapid aging of the population in Vietnam, JICA has sent volunteers to the National Geriatric Hospital to teach swallowing disorder assessment techniques to doctors and nurses. At the same time, the organization has also coordinated with Japanese enterprises to popularize geriatric nursing techniques at Bach Mai Hospital.

Not stopping at direct training, JICA also cooperates with local authorities, universities and medical facilities to develop elderly health care programs, train nursing staff, compile textbooks and implement teaching of geriatric nursing.

JICA is currently implementing 5 grant aid projects and 15 ODA loan projects to improve the lives of Vietnamese people. A notable achievement is the Yen Xa wastewater treatment plant - one of the largest plants in Southeast Asia - which was inaugurated and put into operation in August 2025. Mr. Kobayashi affirmed that JICA pays special attention to the four reform pillars that Vietnam is aiming for to become a high-income country by 2045:

Firstly, on the development of science, technology, innovation and digital transformation. In this field, JICA will continue to cooperate with Vietnam - Japan University to establish a bachelor's program in semiconductor chip engineering technology. JICA will continue to support the development and consolidation of Vietnam's semiconductor training ecosystem.

Along with semiconductors, AI (artificial intelligence) is also one of the fields that receives a lot of attention. JICA focuses on promoting AI through cooperation with the National Innovation Center (NIC) and Hanoi University of Science and Technology to support startups and research on AI.

The application of science, technology and innovation in responding to climate change is also very important and JICA will continue to coordinate with Japanese universities, businesses and research institutes to support Vietnam in developing and applying new technologies.

Second, in terms of promoting international integration, JICA has actively contributed to Vietnam's integration process at many levels and fields, from macro-level policy proposals to specific fields such as safe agricultural products, food safety, disease prevention, tax and intellectual property.

In addition, in terms of infrastructure - an indispensable factor for international integration - JICA has supported Vietnam in building airports, seaports, roads, bridges, railways and customs clearance systems, thereby contributing to enhancing multi-level connectivity between Vietnam and other countries. JICA is committed to continuing to support the promotion of Vietnam's international integration process.

Third, regarding law making and enforcement, over the past decades, JICA has cooperated with the Ministry of Justice, the Supreme Court, the Japan Bar Association and universities to support the drafting of many legal documents in Vietnam. The current project will be completed in December this year, and JICA will study the possibility of implementing further cooperation projects.

A recent highlight in institutional reform in Vietnam is the application of the two-tier local government model. Japan has operated this model for many years, so JICA believes that Vietnam can refer to Japan's experiences in operating this model.

Fourth, regarding private economic development, JICA has many achievements from long-term cooperation projects that lay the foundation for Vietnam's development.

JICA will continue to provide policy input, while promoting human resource training for small and medium-sized enterprises, improving access to finance, and developing infrastructure projects that create development opportunities.

Regarding infrastructure projects, JICA focuses on projects that make the most of Japan's cooperation experience and technology, promoting technology transfer from Japanese companies to Vietnamese enterprises.

Mr. Kobayashi emphasized that through development cooperation, JICA wishes to continue promoting the building of relationships to contribute to the common development of Vietnam and Japan, while strengthening the connection between the people of the two countries.
