Quang Nam proposed to return nearly 154 billion VND of unallocated foreign planning capital.

On March 11, the Office of the People's Committee of Quang Nam province said that it had sent a report to the Standing Committee of the Provincial People's Council, requesting approval on the plan to repay the central budget capital (foreign capital) of nearly 154 billion VND.

According to the 2025 public investment capital plan assigned by the Prime Minister, Quang Nam is allocated more than 7,111 billion VND, of which foreign capital accounts for more than 436 billion VND. However, the Provincial People's Committee has only allocated more than 278 billion VND, the remaining more than 157.8 billion VND has not been arranged.

After consideration, the Provincial People's Committee proposed to allocate more than 3.9 billion VND to settle the project "Wastewater collection, treatment and drainage of Tam Ky City", according to the proposal of the Provincial Construction Investment Project Management Board.

The remaining capital of nearly 154 billion VND is expected to be allocated to the project "Connecting the Central Region of Quang Nam Province", but because the competent authority has not yet approved the adjustment of the investment policy and approved the adjustment of the investment project, it has not yet ensured the conditions for consulting on capital allocation in 2025.

Faced with the above situation, the People's Committee of Quang Nam province proposed that the Standing Committee of the Provincial People's Council agree on the policy of returning the remaining central budget capital plan for 2025 so that the Prime Minister can allocate it to other projects in need.

In case the project completes investment procedures in 2025, the locality will direct the Department of Finance to review and advise on transferring capital from other projects to supplement this project.
