On the afternoon of December 18, at the 28th session, the National Assembly Standing Committee gave its opinion on the preparations for the 5th extraordinary session of the National Assembly and the initial preparations for the 7th session of the 15th National Assembly. Presenting the report, Mr. Bui Van Cuong - Secretary General of the National Assembly, Head of the National Assembly Office - said that the 5th extraordinary session is expected to meet for 3 days, opening on Monday, January 15, 2024 and divided into 2 sessions. "The National Assembly will take 2 working days off between the 2 sessions so that agencies have time to absorb, revise and complete draft laws and resolutions before submitting them to the National Assembly for approval," said Mr. Bui Van Cuong. Regarding the content, the Secretary General of the National Assembly emphasized that the contents expected to be submitted to the National Assembly at the extraordinary session must meet the criteria of urgency, must be prepared very carefully and achieve high consensus and unity among agencies, minimizing the submission of contents with many issues that still have different opinions to the extraordinary session. At the same time, it is also necessary to calculate to ensure the time of organization and reasonable time during the session for agencies to research, receive and explain the opinions of National Assembly deputies, and complete documents to be submitted to the National Assembly for approval in accordance with the prescribed process and procedures, especially large projects and drafts with complex content; National Assembly deputies also need time to research and prepare opinions. Therefore, Mr. Bui Van Cuong stated that, based on the quality of preparation, if the documents are qualified, ensuring progress and quality, it is proposed to submit 3 contents to the National Assembly at the extraordinary session. At this session, the National Assembly will also consider and approve a draft Resolution on a number of specific mechanisms and policies to remove difficulties and obstacles, speeding up the implementation of the National Target Programs. The third content is to consider and approve a Resolution on supplementing the Central Budget Medium-Term Public Investment Plan for the 2021-2025 period from the general reserve fund corresponding to the source of increased revenue and savings from the Central Budget in 2022 for public investment tasks and projects, and supplementing the Vietnam Electricity Medium-Term Public Investment Plan from the reserve fund of the Medium-Term Public Investment Plan (if any). "In order for the National Assembly Standing Committee to have a basis to consider and decide on the organization and convening of the Session to ensure the correct time, it is requested that agencies urgently complete the preparation of the contents of the Extraordinary Session to submit to the National Assembly Standing Committee for consideration and comments," said the National Assembly Secretary General.
