The National Assembly focuses on discussing removing institutional bottlenecks and creating a healthy corporate bond market.

The final session of the 15th National Assembly focused on removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, energy; and improving the corporate bond market, real estate, etc.

On the morning of October 20, the 10th and final session of the 15th National Assembly opened. General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh , Standing member of the Secretariat Tran Cam Tu, and other leaders and former leaders of the Party and State attended the opening session.

The workload is huge, with much content of strategic importance.

In his opening speech, National Assembly Chairman Tran Thanh Man said that during the 40-day session, the National Assembly will review, discuss and decide on a huge amount of work, many of which are of strategic importance. Accordingly, the National Assembly will review and pass 53 draft laws and resolutions.

"This is the largest volume of legislative work in the history of National Assembly sessions, a vivid demonstration of the spirit of the law being one step ahead, paving the way for innovation, taking people's lives and interests as the measure of policy," Mr. Man emphasized.

The National Assembly Chairman said that the draft laws cover most important areas, many new issues, and constant changes; promptly institutionalize new policies and resolutions of the Party, focus on removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, energy; and improve the corporate bond market, real estate, etc.

On the other hand, the National Assembly will review the Government's reports on the results of the implementation of the socio-economic development plan, the state budget, and the public investment plan for 2025; the implementation of the National Assembly's resolutions on the 5-year plan for the 2021-2025 period on socio-economic development, economic restructuring, medium-term public investment, national finance, and borrowing and repayment of public debt.

On that basis, the National Assembly will consider and decide on the socio-economic development plan, state budget estimates, central budget allocation plan, public investment plan for 2026; national five-year financial plan and medium-term public investment plan for the 2026-2030 period.

The National Assembly Chairman said that on the basis of reviewing and evaluating the results of implementing national target programs for the 2021-2025 period, the National Assembly will consider and decide on the investment policy for the national target program on new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas by 2030...

Along with that, the National Assembly will consider and decide on adjustments to the national master plan for the 2021-2030 period; ratify agreements in the field of foreign affairs at the request of the President; and consider and decide on personnel work within its authority.

At the same time, the meeting agenda will arrange time for the National Assembly to discuss and contribute opinions to draft documents to be submitted to the 14th National Party Congress.

On the other hand, the National Assembly will discuss the draft report on the work of the 15th tenure of the National Assembly; review the work report for the 2021-2026 tenure of the President, the Government, the National Assembly Standing Committee, the Ethnic Council, the National Assembly committees, the Supreme People's Court, the Supreme People's Procuracy and the State Audit Office.

Based on an objective assessment of the results achieved, limitations, causes, and lessons learned, the National Assembly will consider and pass a resolution summarizing the work of the 2021-2026 term, and propose a number of issues to continue innovating and improving the operational efficiency of agencies in the 2026-2031 term.

In addition, the National Assembly reviewed the 2025 work reports of the Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, and on corruption prevention and control; crime and law violation prevention and control, execution of judgments, citizen reception, and settlement of administrative complaints and denunciations.

The National Assembly proposed to concentrate resources and provide emergency support for areas affected by storms and floods.

National Assembly Chairman Tran Thanh Man said that in recent days, many provinces and cities have suffered natural disasters, storm after storm, flood after flood, landslides, and widespread inundation, causing heavy losses in human lives and property of the state and people.

The National Assembly would like to send its condolences and deepest sympathies to the people of the affected localities; at the same time, commend the Party Committees, authorities, Fatherland Front, military forces, police, medical and educational staff, organizations, individuals and other forces who have not feared danger, made efforts to provide relief, arranged accommodation, quickly overcome the consequences, and brought students to school.

The National Assembly requested the Government, localities and sectors to continue focusing resources and providing emergency support to damaged areas, while reviewing and proposing to perfect legal policies on natural disaster prevention and control, and climate change response, to ensure the country's sustainable development.
