National Assembly meeting: Firmly stabilizing the macro economy, maintaining major balances

Regarding tasks and solutions in the coming time, the Prime Minister said it is necessary to continue prioritizing promoting growth associated with maintaining macroeconomic stability, controlling inflation, and ensuring major balances.

On the morning of October 20, at Dien Hong Hall, National Assembly House, the 10th session - the last session of the 15th National Assembly term officially opened.

This is a session with many important contents. The National Assembly has just conducted the contents of the regular session and at the same time summarized the 15th term.

The National Assembly considered and decided on 66 contents and groups of contents.

Chairing and delivering the opening speech of the session, National Assembly Chairman Tran Thanh Man emphasized that the 10th session is the last session of the 15th National Assembly term, which is of special importance, both as a step to summarize a term with many innovations, democracy, responsibility and efficiency, and as a preparation for the 16th National Assembly term with more comprehensive and profound requirements. The National Assembly will consider and decide on 66 contents and groups of contents.

Regarding legislative work, the National Assembly will consider and pass 49 laws and 4 resolutions. This is the session with the largest number of legislative contents since the beginning of the 15th National Assembly's term.

At the same time, the National Assembly will consider and decide on 13 groups of contents on socio-economics, state budget, supervision and other important issues such as: considering and deciding on socio-economic issues, state budget; considering and approving the National Assembly's Resolution on the results of the thematic supervision "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect"; considering and discussing the summary report on the implementation by members of the Government, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy , State Auditor General on the resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

The National Assembly discussed the draft Report on the work of the 15th National Assembly; reviewed the work reports for the 2021-2026 term of: the President, the Government, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit; reviewed and approved the Resolution on summarizing the work for the 2021-2026 term.

Presenting the Report on the results of the implementation of the socio-economic development plan for 2025 and the 5-year period 2021-2025; and the projected socio-economic development plan for 2026, Prime Minister Pham Minh Chinh emphasized that with high determination, great efforts, and drastic actions, we have achieved and exceeded 22/26 main socio-economic targets, approximately achieving 2/26 targets, of which all social and social security targets have been exceeded.

Vietnam's economy has proven its resilience to external shocks, maintaining one of the highest growth rates in the world. GDP in 2025 is expected to increase by over 8%.

Regarding tasks and solutions in the coming time, the Prime Minister said it is necessary to continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances; controlling public debt and state budget deficit within prescribed limits; promoting industrialization, modernization, and restructuring the economy; resolutely implementing the Politburo's decisions in important and key areas; focusing on building and synchronously perfecting development institutions.

By 2026, cut and simplify 100% of unnecessary business conditions; cut 50% of time and cost of administrative procedure compliance compared to 2024. Strongly implement Project 06 and the "Digital Education for All" movement...

Firmly stabilize the macro economy, maintain major balances

Briefly presenting the Report on the review and assessment of the implementation results of the National Assembly's Resolutions on the Socio-Economic Development Plan for 2025, the 5-year period 2021 - 2025; and the projected Socio-Economic Development Plan for 2026, Chairman of the Economic and Financial Committee Phan Van Mai said that the Ethnic Council and the National Assembly's Committees assessed that the Socio-Economic Development Plan for 2025 and the 2021-2025 period took place in a particularly volatile context, in which the pandemic, geopolitical risks, strategic competition and the requirements for green transformation and digital transformation were intertwined, creating great pressure on growth.

Vietnam has made outstanding efforts, achieving comprehensive and impressive results in most areas. It is expected that 22/26 targets for the 2021-2025 period will be completed and exceeded; in 2024 and 2025 alone, 100% (15/15 targets) will be completed, demonstrating a breakthrough effort in the last two years of the term.

Institutions have been strongly improved, the 2-level local government model has been substantially implemented, creating the premise for streamlining the apparatus, improving the effectiveness and efficiency of governance. Regional linkages have created qualitative changes, forming a chain of urban, industrial and service areas associated with the marine economy and piloting the Da Nang Free Trade Zone. Strategic infrastructure has developed rapidly, especially highways...

However, the quality of growth is still limited, the economy still relies mainly on processing and importing raw materials and technology. The dominance of the FDI sector, accounting for more than 75% of exports and nearly 70% of imports, poses a challenge to the goal of improving the economy's autonomy and long-term competitiveness.

Macroeconomic stability has many potential risks, in which inflation is controlled but prices of some essential goods increase, directly affecting people's lives, especially low-income groups.

Regarding the 2026 Socio-Economic Development Plan, the Nationalities Council and the National Assembly Committees basically agreed on the major orientations, general goals, targets, and main groups of tasks and solutions according to the Government's Report.

The goals are to firmly stabilize the macro economy, maintain major balances; flexibly, proactively and cautiously manage fiscal and monetary policies; ensure energy security, food security, national financial security; and effectively manage the gold market.

Continue to unblock capital flows, direct credit flows into production, business, priority sectors, and economic growth drivers; effectively implement policies to upgrade the stock market; build mechanisms and policies to effectively attract international investment funds.

Presenting the Report synthesizing opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that voters and people expressed their joy and highly appreciated the results of the revolution to reorganize the political system to be streamlined, strong, effective and efficient according to the model of a 2-level local government, close to the people, proactively serving the people...

Based on the opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien proposed to the Party and State five major groups of issues such as: continuing to resolutely direct and issue guidelines and measures to organize the implementation of two-level local governments after the arrangement and merger; receiving, synthesizing and absorbing opinions of all walks of life contributing to the Documents of the 14th National Congress of the Party; paying attention to successfully leading the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term; more resolutely and effectively leading and directing the work of preventing the production, trading and transportation of counterfeit and poor-quality goods; the situation of impersonating state agencies, taking advantage of cyberspace to threaten and defraud, causing panic in social life; Resolutely detect and strictly handle those who spread false information, harming the interests of organizations, individuals, the Party and the State.../.
