The draft resolution consists of 7 chapters and 17 articles stipulating a number of specific mechanisms and policies, especially for private economic development; applicable to enterprises, business households, business individuals and other relevant organizations and individuals.
According to the draft resolution, the number of inspections for each enterprise, business household, or individual business (if any) must not exceed once a year, except in cases where there are clear signs of violations.

The draft resolution stipulates a two-year corporate income tax exemption and a 50% reduction in the tax payable for the next four years for income from innovative start-up activities of innovative start-up enterprises, innovative start-up investment fund management companies, and intermediary organizations supporting start-ups and innovation.
At the same time, the Government proposed to exempt personal income tax for 2 years and reduce 50% of tax payable for the next 4 years on income from salaries and wages of experts and scientists received from innovative startups, research and development centers, innovation centers, and intermediary organizations supporting innovative startups.
The draft resolution also stipulates corporate income tax exemption for small and medium enterprises for three years from the date of first issuance of the business registration certificate.
According to the draft resolution, the State expands the participation of enterprises in the private economic sector in key projects of great significance to socio-economic development and important national projects through direct investment or investment in the form of public-private partnership or cooperation models between the State and the private sector in accordance with the law.
The Government also proposes that competent persons and investors may choose to apply one of the forms of ordering, limited bidding, designated bidding, or other appropriate forms as prescribed by law to implement strategic fields, key national scientific research projects and tasks.
These include projects on high-speed railways, urban railways, platform industries, spearhead industries, energy infrastructure, digital infrastructure, green transport, national defense, security and urgent tasks on the basis of ensuring publicity, transparency, quality, progress, efficiency and accountability, according to the draft resolution.
Regarding support for the formation of medium and large enterprises and pioneering enterprises, the draft resolution stipulates two policies for this group of enterprises, including ordering, limited bidding, and designated bidding to implement key projects of great significance to socio-economic development and national importance.
In addition, support the formation and development of medium and large enterprises and private economic groups of regional and global stature, as proposed by the Government.
