In the past term, that journey witnessed the pioneering spirit of innovative thinking, efforts, and determination to implement a completely new development philosophy, which first appeared in the Resolution of the Provincial Party Congress: Happiness Index. Ultimately, all policies, guidelines, resolutions, plans, actions, etc. are all aimed at the only common goal: for the happiness of the people.

The seemingly abstract and emotional concept of “happiness” has been quantified and qualified by issues closely related to people’s lives. Currently, the Happiness Index of Lao Cai people reaching 68.3% is a convincing answer from real life.

The happiness of the people is in harmony with the historical flow of the national revolution. The 1st Provincial Party Congress was held in a general and specific context of great turning point: More than 3 months of operating the two-level local government model; the time when the Party Committee and the people of all ethnic groups in Lao Cai were honored to celebrate the 67th anniversary of welcoming beloved Uncle Ho to visit. This was also the time when the whole nation was proud and honored the 80-year history of the birth of the Democratic Republic of Vietnam.

For the first time, in the “Declaration of Independence”, President Ho Chi Minh mentioned “happiness”: “All men are created equal. They are endowed by their Creator with certain inalienable rights; among these are life, liberty, and the pursuit of happiness.”

Examining the five lessons learned, the basis for Lao Cai Provincial Party Committee to firmly adhere to this development philosophy is clearer. That is, "all policies and strategies must originate from the aspirations, rights, and legitimate interests of the people."

In particular, in the second lesson, reality clearly proves that the Provincial Party Committee has effectively carried out the work of "Firmly grasping and correctly forecasting the situation, always closely following reality, determining appropriate and in-depth directions in leadership and direction, and at the same time selecting key areas and key areas to propose timely policies, resolutions and strategies, creating momentum for development" along with "Taking importance to summarizing practices and researching theories. Always placing the development of the province in the relationship and connection with the region, the whole country, the region and the world" when boldly taking the lead, persistently and making efforts for the happiness of the people.

The goal of this journey is not separate, not isolated, but closely linked, synchronous, and comprehensive in all areas of social life.

On a long and distant journey, the destination of happiness is not simply calculated by numbers or percentages because there are things more precious, more valuable, more worthy of respect, such as living in peace , studying, working, producing, receiving health care, breathing fresh air...

Those simple and seemingly small things contain a lot of effort, responsibility and determination of the entire political system, of each citizen, no matter where they are, doing any job in the border land of Lao Cai today.

On the journey to the destination, everyone together turns good wishes into reality despite difficulties and bumps. Wishes will always stop at waiting if we do not take action; if the Resolution remains a document if it is not put into practice. The goal will be far away if the implementation is not drastic and effective.

That is, happiness is both a motivation at the destination of the journey and a process of building and developing the homeland together and directly enjoying the results. That is, the 5 guiding viewpoints, 3 strategic breakthroughs, 5 key tasks, 25 main targets, 10 solutions and 17 key projects of the 1st Provincial Party Congress will have to be quickly deployed and concretized into real life. High goals mean great efforts, great determination and great responsibility.

According to Vice Chairwoman of the Provincial People's Committee Vu Thi Hien Hanh, persistently aiming to improve the People's Happiness Index is above all, first of all. From the content of the Happiness Index, it can be seen that solutions to improve the Happiness Index are also solutions to improve people's material and spiritual life and satisfaction with life, living environment and health quality. All development policies aim to improve satisfaction, strengthen confidence, and arouse people's aspirations to rise up.

Happiness is not only the goal but also the motivation and measure of the province's success; it is a journey of perseverance, endurance with determination, effort and aspiration to "Walk together, reach the dream".
